How Pavement Preservation is Incorporated Into our Asset Management Program A City Perspective Morgan Jones City of Markham PPRA Fall Meeting October, 2015

Overview Background on Markham s Pavement Management Journey Markham s Asset Management Plan/Life Cycle Environmental Pavement Techniques Selected and Their Benefits Focus on Full Depth Reclamation & Preservation Slide 2

Background on Markham s Pavement Management Journey Slide 4

Conclusions from km (72m) of rehabilitation needed by 2005 to clear backlog That level of work needs to be maintained after 2005 to deal with system needs Need to develop a pavement preservation program to prolong life of roads Need to develop repaving strategies to improve longevity of pavements Need to improve environmental balance of program Slide 5

Sustainability Triangle Financial Societal Environmental Slide 6

Our Asset Management Plan 2011, Provincial Gov t releases Building Together, Guide for Municipal Asset Management Plans Required for loans, grants typically smaller municipalities Markham fully funding our 25 year Lifecycle Program since , as part of Municipal Funding Agreement renewal for the Federal Gas Tax Funds, all municipalities now required to have an AMP by December 2016 Ensures the City s investments are strategic and timely to reduce future repair and rehabilitation costs to core services

Asset Management Plan Cont d Detailed documentation of current and proposed processes on the operation, maintenance, renewal, replacement and decommissioning of assets Documents accountabilities, roles and responsibilities, Develop and document processes for decision making, i.e., risk analysis And align communication and decision-making processes amongst asset owners

Asset Management Plan Cont d 1000 lane km (684m) of road length or LC replacement cost of $168.5M 800 km (497m) off sidewalk 100 km (62m) of rear laneways Parking lots 350,000 m² or LC replacement cost of $8.8M Annualized programs for retaining walls, entrance features and fences while asset based programs for guiderails etc.

Asset Management Strategy Asphalt Rehabilitation Surface condition testing conducted bi-annual basis Candidates selected based on condition rating but verified through field analysis Core sampling taken by consulting engineers and return to the City with 2 street specific strategies, either FDR or Shave and Pave dependant on longevity provided for the selected strategy High level dollar estimate is verified against the budget

Environmental Paving Techniques Used Building Markham s Future Together Full Depth Reclamation (FDR) Micro-Surfacing Recycled Shingle Hot Mix Asphalt (RAS) Warm Mix Asphalt Stress Absorbing Membrane Interlayers Slide 11

Focus on Full Depth Reclamation Since 2002 we recognize the treatment as more cost effective and environmentally friendly but further benefits realized The average amount of FDR with Foamed Asphalt Stabilization is approximately 82,500 m² (98,700 yd²) since 2002 Reclaiming full depth removed all deficiencies providing a structurally enhanced and smooth surface condition 80% of our road rehabilitation program has been Recycling in the past five years

Environmental Paving Techniques In-Place Recycling Partial Depth Cold In-Place Recycling Full Depth Expanded Asphalt Recycling Slide 13

FDR Project Reesor Road Slide 14

Focus on Full Depth Reclamation FDR in Urban Environment Challenges Work Duration, Resident & Business Impacts Maintenance Holes & Valve Chambers Consistent Product Quality Communicate/Educate Council, Senior Staff, Residents and Businesses, Field Staff, Contractors Collaborate/Evaluate - develop partnership opportunities Miller Group and the University of Waterloo 2012 University hired to develop practical framework to quantify the environmental footprint and associated value of several material and processes that are currently used and explore how other material and processes might be quantified

Impacts of FDR Slide 16

Focus on Pavement Preservation Micro Surfacing is our primary preservation treatment program Annual Average 19 km or 11 miles Target newly constructed roads, 5-7 years Utilized primarily on our major and minor collector roadways Restores frictional properties, increasing safety Followed up with route and seal the following years

Environmental Paving Techniques Micro-Surfacing Slide 18

Micro-surfacing Frictional characteristics retained, thereby improving safety at intersections and curves Product performing well with periodic maintenance Micro-surfacing continues to comprise a large portion of Markham s pavement preservation program Added benefit during winter maintenance Slide 19

Environmental Benefits Materials are odourless, non-flammable, and contain zero volatile organic compounds Shorter construction durations minimize traffic disruption and congestion Heating of materials is not required Raw material consumption is minimal Slide 20

Micro-surfacing Project Apple Creek Boulevard Building Markham s Future Together Slide 21

Micro-surfacing Project Rodick Road Building Markham s Future Together Slide 22

Environmental Paving Techniques Recycled Shingle Hot Mix Asphalt Slide 23

Environmental Benefits Reduce asphalt cement requirement by approximately 1.5 % Divert shingles from land fill Conserving aggregate resources Experimental process City worked with Miller Paving and Ontario Centre of Excellence. Slide 24

Recycled Asphalt Shingles (RAS) In Hot Mix Asphalt RAS incorporated in SuperPave mixes placed in 2007 Green Lane Project involved the placement of two lifts of hot mix over a foam stabilized base Typically place only one lift of hot mix Still performing very well today Slide 25

19mm SP Base Course Green Lane Building Markham s Future Together Slide 26

12.5mm SP Surface Course Green Lane Slide 27

In-Place Asphalt Recycling Perceived barriers to asphalt recycling not really barriers at all Initial projects completed in 2002 performing very well We look forward to continued use of in-place asphalt recycling as a major component of our road rehabilitation program Slide 28
