1 Public health guide for emergencies I 7 Project director, introduction, and chapter 1: disaster definitions author Gilbert M. Burnham, MD, MSc, PhD is the co-director of the Center for Refugee and Disaster Response at Johns Hopkins. He has extensive experience in emergency preparedness and response, particularly in humanitarian needs assessment, program planning, and evaluation that address the needs of vulnerable populations, and the development and implementation of training programs. He also has extensive experience in the development and evaluation of community-based health program planning and implementation, health information system development, management and analysis, and health system analysis. He has worked with numerous humanitarian and health development programs for multilateral and non-governmental organizations, regional health departments, ministries of health (national and district level), and communities in sub-saharan Africa, Asia, and Eastern Europe. A major current activity is the reconstruction of health services in Afghanistan. Project manager and chief editor Emily Christensen Rand, PE, MPH, MBA completed a Master s in Public Health and a Master s in Business Administration at Johns Hopkins University, where she also worked at the School s Center for Refugee and Disaster Response. She s worked for Oxfam and the American Red Cross in Banda Aceh, Indonesia, and the International Rescue Committee in Darfur, Sudan. She was a technical assistant at the FEMA World Trade Center response and a Peace Corps volunteer in Lesotho. She also worked in the greater Washington, DC area as a civil engineer and is a US licensed engineer. Chapter 2: authors Health systems and infrastructure William M. Weiss, DrPH is a faculty member in the Center for Refugee and Disaster Response (CRDR) and the Department of International Health at Johns Hopkins Bloomberg School of Public Health. He is a public health monitoring and evaluation and health information system specialist with over 15 years experience working in Africa, Asia and Latin America. Dr. Weiss has a special interest in rapid assessment methods serving immediate decision-making in settings where resources (including time) are limited. He is an instructor in the Health Information Systems and Quality Assurance Management Methods courses at The Johns Hopkins University, and carries out field-based training in both qualitative and quantitative methods (such as Lot Quality Assurance Sampling surveys). Shaun Morris, MD, MPH, FRCP(C) is a Canadian trained pediatrician who is currently a clinical fellow in Infectious Diseases at The Hospital for Sick Children and The University of Toronto. He graduated from Johns Hopkins University with a Master s in Public Health in He has worked as a physician South America, South- East Asia, and East Africa.
2 8 I The Johns Hopkins and the International Federation of Red Cross and Red Crescent Societies Chapter 3: Emergency health services authors Alexander Vu, MD, MPH is an assistant professor in the Department of Emergency Medicine and at the Department of International Health. He is boarded in Internal Medicine and Emergency Medicine. He received his MPH in International Health at JHSPH. He is currently the International Emergency Medicine Fellowship Director at the Center for Refugee and Disaster Response. He is involved in development work and emergency preparedness/disaster response. He has responded to the Indian Ocean Tsunami, the Katrina Hurricane and coordinated the response for the Pakistan earthquake. He has worked in the Philippines, Indonesia, India, Nepal and Bangladesh for hospital emergency preparedness and helped to develop an emergency medicine trauma curriculum for Azerbaijan. He has worked with WHO on emergency preparedness initiatives. He is involved in research and monitoring & evaluation of HIV/AIDS programs in Ethiopia, Kenya, Mozambique and Uganda. Anjali Pant, MD, MPH is a Clinical Instructor in Emergency Medicine at the Cornell campus of the New York Presbyterian Hospital. She completed her International Emergency Medicine Fellowship and Master s in Public Health at Johns Hopkins, where she was inducted into the Delta Omega public health honor society. She completed her emergency medicine training at the University of Illinois at Chicago, and her Doctor of Medicine from the University of Texas Health Science Center at San Antonio. Her undergraduate degree is in Chemical Engineering from Rice University. She was recognized by medical school faculty and students with the Healthcare Foundation of New Jersey 2001 Humanism in Medicine Award, and was inducted in 2005 to their chapter of the Gold Humanism Honor Society. Chapter 4: Reproductive health care author Elizabeth Rowley, MHS, MIA has worked with the Center for Refugee and Disaster Response on research projects supporting the integration of refugee and local health systems in Uganda and investigating the mortality and morbidity of humanitarian workers. Over the past fifteen years, her field experience includes program management, evaluation, and research in refugee and post-conflict settings in Thailand, El Salvador, southern Sudan, Uganda, Tanzania, Sierra Leone, and Liberia. Her most specific area of interest is reproductive health in conflict-affected populations. Elizabeth has a Master s in International Affairs degree from Columbia University and a Master s in Health Sciences degree from the Johns Hopkins Bloomberg School of Public Health where she is currently a doctoral student. Chen Reis, MPH, JD focuses on health and human rights in emergencies. She has researched and published extensively about women s health, gender, and gender-based violence in humanitarian contexts. She received her MPH from Johns Hopkins University School of Hygiene and Public Health and her JD from Columbia University.
3 Public health guide for emergencies I 9 Lynn Lawry MD, MSPH, MSc is a specialist in internal medicine, disaster research, and epidemiology. She is currently the Director of Research for the Center for Disaster and Humanitarian Assistance Medicine (CDHAM) at the Uniformed Services University of Health Sciences (USUHS) in Washington, DC. In her 15 years in humanitarian aid she has been in more than a dozen complex humanitarian disasters and has researched health and human rights issues in Taliban-controlled Afghanistan, Sierra Leone, Iraq, Nigeria, Darfur, and Hurricane Katrina communities. In addition to her position at CDHAM/USUHS, she is Director of the Initiative on Global Women s Health in the Division of Women s Health, faculty at Brigham and Women s Hospital and Harvard Medical School and an Associate at John s Hopkins School of Public Health. Chapter 5: Emergency mental health care authors Disaster Studies. Frederick M. Burkle, Jr., MD, MPH, DTM, a retired Professor, is trained in Emergency Medicine, Public Health & Tropical Medicine, Pediatrics, and Psychiatry. He has over 40 years experience in complex humanitarian emergencies worldwide ranging from frontline field and refugee work to senior advisor and a diplomatic posting. He is currently a Senior Fellow at the Harvard Humanitarian Initiative, the Harvard School of Public Health, and Senior Scholar and Scientist at Johns Hopkins University Center for Refugee and Pritika Chatterjee, MA, MPH is a third year doctoral candidate in the Department of Mental Health at the Johns Hopkins Bloomberg School of Public Health. She is a trained mental health professional with professional experience as a school psychologist in New Delhi, India. Ms. Chatterjee earned an MPH at Harvard University, where she was the recipient of several fellowships and awards, such as the Ellen Jones Public Health Practice Fellowship and the Harvard-MITsponsored Mind Brain Behavior Fellowship. Ms. Chatterjee spent three years working as a program specialist at the United Nations Population Fund (UNFPA) headquarters in New York. At UNFPA, she managed projects on HIV prevention, humanitarian crises, human rights, and peer education in Middle Eastern and North African countries, such as Lebanon, Sudan, Palestine, Morocco, Syria, Egypt, and Jordan. Judith Bass, PhD, MPH is currently an Assistant Professor in the department of Mental Health at the Johns Hopkins Bloomberg School of public health where she received her PhD in psychiatric epidemiology. Her major area of interest is in the development of methods for assessing mental health and mental illness in non- Western cultures with the intention of using these assessments to investigate the effectiveness of innovative prevention and intervention strategies. With her background in economic development, she is also working on methods for evaluating the economic and development impact of mental health interventions.
4 10 I The Johns Hopkins and the International Federation of Red Cross and Red Crescent Societies Paul Bolton, MBBS, MPH, MSc is an Associate Research Scientist at the Johns Hopkins Bloomberg School of Public Health. Dr. Bolton specializes in design, monitoring and evaluation of humanitarian aid programs, including the application of scientific methods to assessment of needs and program impacts. His main area of work in recent years has been in exploring the need for, and impact of community based mental health programs in developing countries after wars and disasters. Chapter 6: Epidemiology and surveillance and chapter 7: Control of communicable diseases authors Saade Abdallah, MBChB, MPH is a female Kenyan public health professional who currently serves as the Director of Research Operations for the International Center for Reproductive Health, a Belgian NGO based in Mombasa. Prior to this she was the HIV/AIDS and M&E Technical Advisor for JHPIEGO, Kenya since 2005 where she managed PEPFAR funded programs for adult and pediatric ART and prevention of mother-to-child-transmission. Dr. Abdallah earned her MPH from Johns Hopkins University in 1997 and an International Diploma in Humanitarian Assistance from the Center for International Cooperation, City University of New York and the Royal College of Surgeons in Ireland in She earned a Bachelor s degree in Medicine and Surgery from the University of Nairobi. Rajesh Panjabi, MPH focuses his clinical, research and advocacy work on eliminating health inequalities in settings of extreme poverty. He is a founding director of Tiyatien Health, an organization that works in partnership with communities in rural Liberia to improve healthcare and the fundamental rights of the poor. With the Liberian Ministry of Health, Panjabi led the establishment of Liberia's first comprehensive, community-based HIV treatment program -- the HIV Equity Initiative. He received his MPH in epidemiology from the Johns Hopkins School of Public Health, where he was a Sommer Scholar, and his medical degree from the University of North Carolina School of Medicine. Chapter 8: Water, sanitation and hygiene in emergency author Cathie Frazier, MS, MPH is the Director of the Training and Scholarship Program at the Johns Hopkins Center for American Indian Health. Her technical background is in engineering. She previously worked with the US Public Health Service, Indian Health Service constructing sanitation facilities for Native American communities and on environmental health related projects in Jordan, Switzerland and Sudan for organizations including WHO, UNICEF and USAID. Chapter 9: Food and nutrition author June Neff Pierre-Louis, PhD, MPH is a nutrition consultant. She received her doctorate in Nutritional Sciences from Cornell University in 1995 and a Master s in Science in Nutritional Sciences from the same institution in She received a Master s in Public Health in Epidemiology from the University of California, Los Angeles School of Public Health in Dr. Pierre-Louis has
5 Public health guide for emergencies I 11 worked in nutrition emergency situations in Ethiopia, Burundi, Haiti, and eastern Chad. She has worked with UNICEF, UNHCR, the United States Agency for International Development, and Helen Keller International. In addition, she has directed nutrition research studies in Mali, Haiti, and Burundi, and has taught nutrition courses at the City University of New York and Long Island University. Chapter 10: Management author Saade Abdallah, MBChB, MPH (Bio include under Chapter s 6 and 7) International Federation of Red Cross and Red Crescent co-authors Hakan Sandbladh, M.D., Senior Public Health in Emergency Adviser and specialist in Gyn/Obs, Surgery, has spent nearly three decades in some 25 countries worldwide, doing health and public health in emergencies with various health related NGOs, governments and the International Federation. Starting in 1994, he created and ran the overall relief health services of the International Federation, where he introduced the Public Health in Emergency concept, created various tools and together with colleagues developed systems such as the Emergency Response Units, Field Assessment and Coordination Teams etc. now widely used by the International Federation. Adelheid Marschang, M.D., a specialist in Internal Medicine, Tropical Medicine and Infectious Diseases, has been working in the Public Health in Emergencies Unit of the Secretariat of the International Federation between 2003 and 2007, serving two years as Acting Unit Manager. She has 14 years public health in emergencies field experience and has worked in emergencies in all continents, particulary the Great Lakes Crisis in Africa, Hurricane Mitch, the Kosovo refugees in Albania, the Gujarat and the Bam earthquakes and Chad, etc. She and has also worked on technical support and capacity building at the Red Cross and Red Crescent Societies. She worked for 13 years in clinical medicine, tropical medicine and infectious disease medicine at the Department for Tropical Medicine in the division of Internal Medicine, Ludwig-Maximilians-University of Munich as assistant professor, in clinical work, travel clinic, training of medical students, lecturing and research.
