1 Pro Dual System through Benchmarking The Up-dated Pro Dual Benchmarking Report (2010) 1

2 Introduction Pro Dual System through Benchmarking ( FI1-LEO ) was a Leonardo da Vinci partnership project focusing in the increase of effectiveness, quality and transparency of s and training in the participating regions within the national cultural context. The methods used in the project were benchmarking and mutual learning (benchlearning). The Pro Dual partnership project covered a period of two years (August 1, 2008 July 31, 2010). Partners have expressed interest and commitment to up-date the benchmarking data annually also after the project has ended. This up-dated report is based on the statistics of the year In the partnership there are different kinds of stakeholders and research institutions from five countries: Institute for Research on Qualifications and Training of the Austrian Economy and The Austrian Federal Economic Chamber from Austria. European Office / City of Munich, Chamber of Commerce and Industry for Munich and Upper Bavaria from Germany. Gilde Opleidingen and ECABO from the Netherlands. Coleg Gwent and Fforwm from Wales/UK. Helsinki Bureau on Apprenticeships / City of Helsinki, Palmenia Centre for Continuing Education / University of Helsinki, Haaga-Helia University of Applied Sciences and Itella Corporation from Finland. The project is coordinated by the Helsinki Bureau on Apprenticeships / City of Helsinki. The content of this project does not necessarily reflect the position of the European Community or the National Agency, nor does it involve any responsibility on their part. 2

Who sets the targets for the body in charge of organising the s (training organiser) and what sort of targets there are Expert representatives of the social partners prepare a draft of the training with job profile and activity description and are supported by the Institute for Research on Qualifications and Training of the Austrian Economy (ibw). This draft is then submitted to the BBAB and draws an expert opinion for the BMWA. BMWA sends the training regulation for review to ministries, social partners, education authorities, etc. After that occupation is officially adopted. City Council approves the most central goals. Educational Committee approves some other targets. Educational Department sets some targets. Bureau on Apprenticeships establishes its own targets. (A target for the year 2010: At least 74% to be qualified.) The targets are set by the Government, by the Ministry of Education, Culture and Science. The responsible Federal Minister is assisted by the Federal Institute of Vocational Training, which in turn is advice by committees of experts representing the different occupational groups and appointed at suggestions of the leading organizations of trade, industry and the unions. Main task of the system is the employability of the apprentices after finishing their. For training schools with special training programs for handicapped people or for retraining those are paid by the labor agency, a successful placement rate for the first labour market is the main criteria for financing by the labor agency. The Welsh Assembly Government (WAG) expects providers delivering framework programmes to achieve a minimum framework completion rate of 50 per 100 leavers. Benchmark data by route is provided to monitor how successful a programme is. In addition all providers of training are expected to achieve acceptable grades in an Estyn Inspection. 2. To whom does the training organiser report In Austria there exists no reporting obligation. What is the percentage of apprentices in your region a) passing qualification b) failing qualification 4. What is the drop-out rate in your region In Austria all apprentices can take the -leave exam. Since 1970 the success rate has been fluctuating between 80 % and 90 % in Austria and in Vienna. There is no valid data about drop-out rates. And it s hard to differentiate who an actual dropout is. a) 80.9 % b) 2% The drop-out rate is 5.5 %. a) 73.1% b) 26.9% We do not distinguish between drop-outs and apprentices failing the qualification. 88 Percent passed the examinations (Region: Upper Bavaria) d) 11,1 Percent did not pass the examinations (Region: Upper Bavaria) There is no measuring Instrument for an exact drop out rate (no valid data). 4

5 5. What are the percentages of apprentices in your region who continue after training on to a) employment b) unemployment, further studies There are no statistical records about this matter. But the majority of skilled workers remain in an employment relationship, but not necessarily at the same company of the training. a) 65% (of those who b) 17% (of those who 1% (of those who a) 25,8%. The Chamber for Industry and Commerce for Munich and Upper Bavaria ask once a year their training companies to their planning for their apprentices after passing the exams. The results: Prozent: 55,6%, Prozent: 13,3%, Prozent: 5,9%, 0-24 Prozent: 25,2% No exact statistics. For further vocational training (e.g. Master, Bachelor Professional) job experience is needed. For universities mostly people need the Abitur or something comparable to this. Ca. 15 Percent of the apprentices in Upper Bavaria has the Abitur and can afterwards go directly to the universities / collages. 5
