3 Functional Skills Entry Level 1 3 English, Mathematics and Information & Communication Technology As an institution, it is the responsibility of the college to nominate and recognize a Chief Officer who is responsible for the quality assurance relating to all aspects of the delivery and execution of Functional Skills examinations: The Head of Centre is responsible to the awarding body for ensuring the proper conduct of the tests. This document is concerned only with the conduct of tests. Responsibilities: hours prior to the running of any test, the Chief Officer must communicate to the Subject Assessor the instructions that correspond to that test to allow any particular arrangements to be accommodated. 2. It is the responsibility of the Chief Officer to ensure that test materials (test paper, corresponding mark schemes and instruction to Assessors) are locked away in a place of high security. In this instance, the secure safe in the Exam s Officer and monitored by the Chief Exams Officer (ECO). Requirements are as follows: - Strong Safe and/or Security Cabinet. - Minimal Key Holders (1-3 Key Holders Only). - Secure Room (Fixed Building). - The door must have a 5 Lever Mortise Lock (1-3 Key Holders Only). 3. The Chief Officer will inform Edexcel immediately if the security of the test papers has been put at risk. 4. It is the responsibility to of the Chief Officer to ensure that the correct number of test papers and supporting materials are delivered to the site of the examination prior to the exam taking place, that security is maintained throughout the duration of the test and the collection of completed test papers and scripts at the end of the examination. 5. Only the Chief Officer can authorize access to test materials and completed test papers. 6. Test Materials should be printed by the Chief Officer as close as reasonably possible before the date the tests are due to take place. For each test session, the following applies: - A copy of the Instruction to Assessors must be given to authorised Assessors prior to the day of each test sitting. - The correct number of test papers will be printed from the micro-site. - The papers will then be sealed inside envelopes which will be stored securely. - The test papers will not be opened until the time of the test. - The test papers will only be opened in front of the learners. 7. The Chief Officer must have a Tracking System for recording when Test Materials are taken and returned to the secure storage in order to ensure that test materials remain confidential. 8. Tests may take place at any time and on any dates. However, it is the responsibility of the Chief Officer to ensure that there is no possibility of collusion between learners taking tests at different times. In the event that a learners does not pass the test:
4 Entry Level Functional Maths: Entry Level Functional English R & W: Entry Level Functional English S & L: Entry Level Functional ICT Test: Entry Level Functional ICT Test CAD: If a learner fails to pass Set A, then no earlier than 14 days will the learners be allowed to re-sit a test from Set B. In the event that the learners is unable to pass Set B, then no earlier than 14 days will the learner be allowed to re-sit the Set A test. If a learner fails to pass Set A, then no earlier than 14 days will the learners be allowed to re-sit a test from Set B. In the event that the learners is unable to pass Set B, then no earlier than 14 days will the learner be allowed to re-sit the Set A test. Where learners do not pass the test the first time and wish to sit it again, learners can re-sit no earlier than 14 days from taking the original test. If a learner fails to pass Set A, then no earlier than 14 days will the learners be allowed to re-sit a test from Set B. In the event that the learners is unable to pass Set B, then no earlier than 14 days will the learner be allowed to re-sit the Set A test. A form for each learner needs to be filled in for each test sat and signed by the Teacher, Lead Assessor or Chief Officer. This needs to be stored securely for 12 months.
5 The Test 9. The Lead Assessor must be satisfied as to the identity of every learner. 10. The Lead Assessor must check that all equipment and resources are provided and fit for purpose. 11. The Lead Assessor must ensure that learners do not have access to anything that might compromise the test. 12. The Lead Assessor will hand out the test (opened in front of the learners) immediately before the test. 13. The Lead Assessor will ensure that all learners have recorded the necessary personal information on the test paper as instructed. 14. Announce clearly the following: - The beginning of the test. - The duration of the test. - The proposed end of the test. 15. The Lead Assessor must ensure the proper conduct of the test and must have access to a communication device to summon assistance. 16. There should be a 30:1 ration of learners and supervisors. 17. The Lead Assessor must complete an attendance list. 18. The Lead Assessor must make learners aware of the remaining time; either by regular time checks or reference to a visible clock. 19. Learners are allowed to leave the test providing they do not disturb the test, but once they have left they are not allowed to be readmitted. Learners are not permitted to take any papers and/or notes away with them. 20. The Lead Assessor must collect all work before learners leave the room. 21. The Lead Assessor ensures all work is submitted, internally marked and has been passed through the internal verification process.
6 Learners are registered a minimum of 3 weeks before any scheduled test. Institutionally, this will be done within 2 weeks of the enrolment process. The Lead Assessor of any subject area will inform the Cheif Officer of any proposed test date. This will be done electronically and will include the Learner's name and Unit Code hours prior to the actual test date, the Chief Officer will download the test papers and any additional material. This will then be stored in the secure site; accessable only by the Cheif Exams Officer. On the day of the test, the Cheif Exams Officer will provide the Chief Officer access to the test papers and confirm that the envelop is sealed and that there has been no tampering with the test papers. The Chief Officer will then hand over the test papers to the Lead Assessor and the test will be undertaken. The Lead Assessor will collect all of the test papers and any additional material and ensure that the work is marked and goes through the internal verification process. When the work is not being marked or internally verified, then the test papers and the learner response material must be held securley with the Chief Exams Officer. Once the internal verification proces s has been completed, and the grades agreed; either the Lead Assessor or the Chief Officer can submit the grades using Edexcel Online. In the event that the Lead Assessor submits the grades to Edexcel Online, he or she will inform the Chief Officer of these grades so that a central tracking spreadsheet can be updated. All test materials and student response papers must be kept for 12 months, or at least until certification has been approved.
