The following is a summary of the information found on the website and the pages of its departments. It was taken on face value that any services listed are current. If it is so desired, follow up calls can be made to the relevant departments and companies to confirm their current practices. Past Faculty Housing Assistance Programs Methodology Research was conducted once again using the information found on the website. Pages used include the archives of the Manoa Faculty Senate Meeting Minutes, Manoa Faculty Senate Resolutions, the Manoa Faculty Senate Congress Minutes, the Manoa Faculty Senate Executive Committee Meeting Minutes, Committee on Administration and Budget Meeting Minutes, All Campus Council of Faculty Meeting Minutes, Board of Regents Policies and Administrative Rules and Executive Policy Memorandums. A suggested source of information was former WASC reports, however this search yielded no relevant data. All conversations significantly involving the discussion of Faculty Housing have been chronologically laid out on a separate document, which has been submitted along with this report. Findings Information and Referrals Information, Counseling and Referral: The University of Hawaii at Manoa shall provide housing information, counseling, and referral services to all University personnel. 4 Link: Financial Assistance Financial Assistance up to the sum of $60,000 extended to the faculty member as a loan from the University of Hawai'i at Manoa. The sum may be increased at the President's discretion in order to promote competitive recruitment. University Loan funds may be used to assist the participating faculty member in meeting down payment requirements of the first mortgage lender and in paying transaction closing costs. Date: May 2011 Source: Executive Policy University Housing Assistance Program Link: Rental/For-Sale Housing Kau'iokahaloa Nui Apartments project: The purpose of this property is to provide temporary, transitional housing primarily for recently recruited eligible faculty members. A Rental Agreement for a Rental Unit shall not be longer than one year. A tenant shall be limited to occupy Rental Units for no more than three years. In extenuating circumstances which benefit the University, the office may allow an extension to the three year occupancy limit, at the University's discretion. Date: July 10, 2000 Source: Executive Policy E2.209 dated July 2000 Link: Kau'iokahaloa Iki Condominium project: The purpose of this property is to provide longterm housing and homeownership advantages for eligible faculty. At the discretion of the President, a qualified Entity may purchase a housing unit in the project if said entity pledges to allow the unit to be occupied by an eligible person during the full term of ownership. 5 Source: Executive Policy University Housing Assistance Program Link: 3. Examples of Peers' Faculty Housing Assistance Programs Methodology No original research was conducted. All information was provided online, through official peer academic institution websites. As per a suggestion from CTAHR, the institutions researched were located in California where housing prices are high, like Hawaii. All data has been considered current unless otherwise noted. A previous study, University of Hawai'i at Manoa Development of Faculty Housing, prepared by Eva Klein & Associates, Ltd. Under subcontract to Helber, Haster, & Fee Planners, has been submitted along with this report. The information is from 2008, but encompasses a larger geographical area and other variables. Findings Information and Referral While most of the interest expressed in the request of this report was geared towards faculty housing assistance in the form of financial assistance and/or rental and for-sale properties, it should be noted that the universities made note of in this report offer information, council and referral assistance to their faculty members. UC Berkeley: Cal Rentals is the UCB housing services that provides rental listings to University faculty and staff, including both regular rentals owned by landlords in the community as well as sabbatical homes owned by Berkeley faculty who are going on leave. Listings are available on-demand online and updated regularly every weekday. Link: Financial Assistance Stanford: Stanford boasts 3 financial assistance programs for new homebuyers. Mortgage Assistance Program is an interest-only mortgage loan with a low current interest rate and deferred interest due at payoff. Deferred Interest Program is a loan which requires no payments until the principal and deferred interest are due. Housing Allowance Program is a taxable fringe benefit that supplements income upon purchasing a home. Link: For current homeowners, Stanford offers a program to refinance first mortgages. For faculty members paying back loans, Stanford offers automatic payroll deduction. Also, as a form of supporting their faculty and staff, many services are offered free of charge. Link: Irvine: While Irvine focuses mainly on rental and for-sale housing assistance, certain loans are available to University Hills buyers through the UC Office of Loan Programs. UC Davis: The UC Davis Administrative and Resource Management Division administers 2 UCD Faculty Home Loan Program. The Mortage Origination Program
6 (MOP) was created to offset the high cost of California housing prices by providing competitive first mortgages to eligible Davis faculty and senior management. MOP loans are fully armortized with terms up to thirty years and an optional term of up to forty years; each campus determines their maximum loan amount. The current maximum loan allowed for the Davis campus is $575,000 for property purchased within Davis and $450,000 for surrounding cities. Loan repayment is made through payroll deduction and full repayment is required six months after separation from UC Davis. Link: The supplemental Home Loan Program (SHLP) was created to provide below-marketrate secondary financing to eligible faculty and staff in the acquisition of a principal place of residence. SHLP may be used in conjunction with MOP. SHLP possesses 3 financing options: regular armortized payments, regular armortized payments with a balloon and interest only payments. Link: UC Berkeley: The Faculty Home loan coordinator oversees the University loan programs for faculty including the 'MOP' and the 'GP-MOP', but there is a note made that funds may be limited and unavailable. Link: UC Santa Cruz focuses mainly on for-sale and rental properties, but does offer an additional financing option to its Senate Faculty through the UCSC Office of Loan Programs. Link: Rental/For-Sale Housing Stanford: At Stanford University, the Faculty Staff Housing Department (FSH) assists eligible faculty and execuitve-level staff in using the available purchase and rental programs. FSH oversees more than 700 university owned rental units on and off campus. These properties include single family homes, apartments and condominiums. The locations are all managed by external professional property managers. Link: Stanford holds a Residential Ground Lease Program, which boasts approximately 900 leasehold properties on campus. There are also on-campus homes for sale. To receive any form of housing assistance beyond information and referral, one must be considered eligible by these standards: althouh Stanford does reserve the right to grant non-eligible persons housing assistance as well as deny eligible persons housing assistance. Irvine: Irvine Campus Housing Authority (ICHA) was creaed to develop and maintain for-sale and rental housing on the Irvine campus. Currently, ICHA has three apartment communities, two condominium associations, townhomes, paired homes, single family detached homes and a few custom homes. In all, University Hills has 240 apartments and 940 for-sale homes on over 200 acres.the housing program is governed by a Board of Directors. Each condominium association has its own Board of Directors, and there is a
7 Homeowners' Representative Board (HRB) advisory to the ICHA Board. Link: ICHA has approximately resale home available per year, with new homes released as drawings. When a University Hills homeowner wishes to sell his or her home, the home must first be offered to the University, faculty and staff. If one is unable to sell the home to a member of the Irvine community, you may after a specified period of time sell your home to a member of the general public. While ICHA does have a list of priority faculty and staff to move into homes, all faculty and staff are eligible to apply. UC Davis: UC Davis offers a mixed faculty/staff/student housing community called West Village. West Village is adjacent to the core campus in Davis, California and is designed to be a zero net energy community. The project cost $280 million and was funded through public-private partnerships. The community received nearly $7.5 million in federal and state grants to study zero net energy systems. The community employs advanced technology such as web and smart phone applications to monitor energy use. West Village was created to enable faculty and staff to purchase homes locally, below market prices. UC Berkeley: There are 24 unfurnished apartments for rent at the Clark Kerr campus, approximately 1/4 mile southeast of the main campus. Each apartment features a stove, refrigerator, ceramic tile in kitchen and bathroom, carpeting, and curtains. Utilities include water, electricity, internet access, and trash disposal. Two coin-operated laundry facilities are located in the main building. Cal Rentals manages the waiting list. An assignment to an apartment cannot be guaranteed. A letter from the Dean is required to add one's name to the waiting list. Names are withdrawn from the waiting list after the semester of initial hire. Tenancy is month to month with a limit of three years. For the Academic Year, monthly rates were about $1,831 - $2,586. Link: Santa Clara: Santa Clara has two housing assistance programs for tenure-track faculty. The rental assistance program is intended for tenure-track faculty during their probationary period and for newly hired tenured faculty during the first year of their appointment. The program provides monthly rent support based on the local housing market and makes University-owned rental units available. The purchase assistance program is intended to enhance the affordability of a singlefamily residence in the local area; it provides assistance with the down payment and closing costs associated with the purchase of a primary personal residence. This program is available to tenured faculty and to tenure-track faculty who have completed their midprobationary review. Link: UC Santa Cruz (UCSC): UCSC offers 50 townhomes at Cardiff Terrace, 50 condominiums at Hagar Court, 19 townhomes at Hagar Meadow and 45 single family homes (3 and 4 bedroom) at Ranch View Terrace. The prices range from $282,500 for the condominiums up to $406,000 for the townhomes and up to $720,000 for the family
8 homes. There is a waitlist, although the amount of employees on it is not public information. These homes are marked as for-sale properties. There are 13 condominiums at Laureate court, which can be rented furnished or unfurnished for prices ranging from $1,051 - $2,346 per month.
