In 2011, the state has to close a $2.0 billion deficit, 8.8% of the general fund. Impact of Legislation on Michigan s Children Deborah Stabenow Nay Equal Pay for Equal Work - Lilly Ledbetter Fair Pay Act (S.181, RCV#14, 1/22/2009) There are 593,550 Michigan children living in a single-mother household. 467,430 of these children have a mother who works and stand to benefit from this law. Reauthorizing the State Children's Insurance Program (HR.2, RCV#21, Amendment 75, 1/28/2009) The reauthorization of this program will insure as many as 71,400 additional children, or 50.3% of the Michigan s currently uninsured children. Economic Stimulus Package - American Recovery and Reinvestment Act (S.1, RCV#64, On the Conference Report, 2/13/2009) This stimulus legislation would provide substantial new resources to the children of Michigan, including: $2,270,000,000 in relief for Medicaid costs. Medicaid which insures low-income children and seniors. $1,302,400,000 to prevent cuts to programs for school-aged children. $496,700,000 for the Title I academic achievement of the disadvantaged program. $404,800,000 services to children with disabilities in Individuals with Disabilities Education Act (IDEA) funding. $58,681,180 in Emergency Child Care and Development Block Grant funds benefiting 12,860 children. An increase in unemployment benefits to 1,039,762 families. $89,300,000 for education programs $53,800,000 in emergency shelter grants for 12,000 households. $59,000,000 in additional child support enforcement matching funds. 451,000 children will benefit from the child tax credit provisions of the legislation. $74,700,000 in youth training employment services. Expanding Volunteer Opportunities - The GIVE Act (HR.1388, RCV#115, On Passage of the Bill, 3/26/2009) $800,000,000 in food stamps for 1,315,000 Michigan citizens. The Generations Invigorating Volunteerism and Education (GIVE) Act expands community service programs including the School-Based and Community-Based Service- programs, Learn and Serve programs, and AmeriCorps. Gutting DC Gun Restrictions (S.160, RCV #72, S.Amdt. 575, 2/26/2009) This amendment was attached to the bill to provide voting rights to citizens of the District of Columbia in the House of Representatives. A vote in favor of this amendment would gut the District s gun control laws without consent of the elected Representatives and voters in the city. 143 children in the District have died from firearms from , a rate higher than any state. Expanding Afterschool Programs (S.Con.Res.13, RCV#137, S.Amdt.953, 4/2/2009) If it had been included in the final budget resolution, this expansion would have provided $51,000,000 more in 21 st Century Community Center funding which would have provided afterschool programs to 51,000 more Michigan children. Deborah Stabenow Increasing for Programs in 2010 Budget (S.Con.Res.13, RCV #173, On the Conference Report, 4/29/2009) This resolution would provide the funds for the programs highlighted in President Obama s budget, including: Tax cuts for the families of millions of The Nurse Home Visitation program children Energy assistance to low-income families Nutrition assistance Rewarding excellent teachers Down payment on the President s Zero to Five plan The Project-Based Rental Assistance Program Preventing teen pregnancy coverage for children Making the $2500 American Opportunity Tax Credit permanent Helping Families Save Their Homes Act of 2009 (S.896, RCV#185, On Passage of the Bill, 5/6/2009) The Helping Families Save Their Homes Act will expand eligibility for Chapter 13 bankruptcy, and expand the HOPE for Homeowners program. There were 224,360 foreclosures in Michigan in 2008 and 2009 Many of those losing their homes were families with children. Family Smoking Prevention and Tobacco Control Act (HR.1256, RCV #206, On the Cloture Motion, 6/10/2009) This bill protects children and teens by granting the Food and Drug Administration authority to regulate the advertising, marketing and manufacturing of tobacco products. 11% of Michigan children have smoked in the last 30 days. The Patient Protection and Affordable Care Act (HR.3590, RCV#396, On Passage of the Bill, 12/24/2009) The Patient Protection and Affordable Care Act, the bill to reform the nation s health insurance system will have many positive benefits for children. It will: Immediately ban denial of coverage for Covering millions of children in this children based on pre-existing conditions comprehensive program Extend funding for the Insurance Program and the adoption tax credit to 2016 Offer health insurance through an Exchange to families without job-based coverage, or are not eligible for government programs, and provide premium assistance to those who can t afford it Add billions of dollars for community health centers, which will improve access and delivery of care for millions of children across this country Expand Medicaid eligibility to children in families from % of poverty to 133% of poverty Require coverage for basic pediatric services under all health plans as well as oral and vision coverage Ensure through a health insurance Exchange that children have access to affordable childonly health insurance policies, regardless of whether their parents change jobs, leave a job, move, or get sick Establish a Pregnancy Assistance Fund assist teenaged mothers, allow children to stay on their parents health insurance until the age 26 Allow foster care children aging out of Medicaid to retain their comprehensive coverage
