2 A South Australian $1Billion industry Waste management seen as an essential service, but it s a big, maturing industry, exceeding $1B turnover in SA Goes generally unnoticed unless your bin gets missed, stolen, or you get stuck behind a truck Local Government is responsible for approximately 30% of SA s waste generation but actually Local Government generates very little waste Councils either provide the service in-house (decreasing), contract the service out (commercial exposure), or form a Local Government Subsidiary to perform the services.

3 Some recent quotes.. The report, Global Smart Waste Market , found that reducing the cost of municipal waste collection will be a key driver for growth in the global smart waste industry by 2019, technology will lead the way. Sandler; 2015 In addition, Milton Keynes has installed sensors in large recycling bins that notify the council when they re full. Since the council only sends out collection crews when necessary, Kortuem says, this translates into direct savings from not having to buy additional trucks. A Regional Subsidiary established under the Local Government Act 1999 Six Member Councils City of Mitcham Adelaide Hills Council City of Burnside Campbelltown City Council Corporation of the Town of Walkerville Norwood Payneham & St Peters Purpose is to collect and dispose/recycle Member Councils wastes and recyclables Provide approximately 180,000 services per week Services approximately 30% of Metropolitan Adelaide Board of Directors & Independent Chairman East Waste has a General Manger and a staff of 48 (38 of which are drivers) Purpose built depot, fuel supply, self-sufficient workshop and administration centre

6 How do we do it? We employ 37 collection vehicles assigned as a common fleet Member Councils only pay direct cost of the services without a commercial multiplier (ie we are non-profit) Each Member Council has, or is developing, a Service Level Agreement We use a unique cost allocation method based on GPS tracking We are not constricted in service delivery efficiencies by Council boundaries We track efficiencies using GPS timing, productivity rates, other industry metrics >95% of bins returned to the kerb, upright, lids closed

7 What does a Common Fleet look like? Evidence the GM (occasionally) gets to the depot pre shift.. Member Councils get the benefits of a shared common fleet

9 The numbers We collect some 180,000 bins per week, every week, each day of the week (bar two) >95% of bins returned upright and lids closed (an industry first) Four years ago East Waste introduced GPS tracking to all collection vehicles Two years ago East Waste introduced RFID tracking This year East Waste consolidated its technology provider

14 RFID tracking what it does do It allows real time date, time, and location stamping for each collection It allows the identification of stolen bins, bins out of position, illegitimate (double/triple) services, and of course legitimate services It allows real time exception reporting, rejection status, photographic evidence It allows real time communication and messaging It allows for data. 23 RFID tracking what it does not do It does not allow you to charge your residents by weight.yet It does not allow you to incentivise your residents by weight yet It does not allow you to set and forget your bin asset management program It does not optimise your routes It does not interrogate itself It does not replace diligent contract management, good council/contractor communication, or bin audits
