1 EXECUTIVE ORDER TO AMEND THE NUNATSIAVUT GOVERNMENT TRANSITIONAL ORGANIZATION ORDER Made Under the Authority ofthe Nunatsiavut Government Organizotion (Transitional) Act The President ofnunatsiavut, acting with the advice ofthe Nunatsiavut Executive Council, is pleased to ORDER that: Authority 1 This Executive Order is made under section 40 ofthe Nunatsiavut Government Organization (Transitional) Act. Functions ofnunatsiavut Secretariat Amended Section 1 5 ofthe Nunatsiavut Government Transitional Organization Order is amended by deleting clauses 5(g) and 5, renumbering clauses 5(i), and 5(j) as clauses 5(&), 5(h) and 5(i) respeetively Presidential Portfolio Amended 3 Section 6 ofthe Nunatsiavut Government Transitional Organizotion Order is amended by inserting the word "and" at the end ofclause 6, deleting clause 6 and renumbering clause 6(e) as 6. Re-organization ofsenior Management ofthe Nunatsiavut Secretariat 4 Section 7 ofthe Nunatsiavut Government Transitional Organization Order is amended by inserting the word and at the end ofsub-clause 7(v), deleting the words "interpreter and translation services" in clause 7, replacing the semi-colon at the end ofclause 7 with a period and deleting clause 7 Functions ofdepartment ofnunatsiavut Affairs Amended

Department of Health and Social Development Established 8 Part 4 ofthe Nunatsiavut Govern1lfl!lll Transitional Organi:ation Order is deleted in its entirety and replaced with the fouowing: 16 Part 4 Department of Health, Education and Social and Economic Development There shall be a Department ofthe Nunatsiawt Government to be known as the Department of Health and Social Development. Functions ofdepartment ofhealth and Social Development 17 The Department ofhealtb and Social Development shall have the following duties and perfonn the following functions:

3 establishing and administering health policies, programs and services for the Nunatsiavut Government; establishing and administering social policies, programs and services for the Nunatsiavut Government; and promoting the health and social well being ofinuit. Portfolio of Minister of Health and Social Development 18 The Nunatsiavut Minister ofhealth and Social Development is the Minister responsible for: Inuit health; social services for Inuit; and the well being and social development ofinuit. Senior Management ofthe Department of Health and Social Development 19 The following shall constitute the senior management ofthe Department of Health and Social Development: a Deputy Minister ofhealth; and a Director of Social Development who shall be responsible to the Deputy Minister of Health for all matters related to the social policies, programs and services ofthe Nunatsiavut Government and the social well being and development ofinuit. Department of Education and Economic Development Established 9 A new Part 6 is added immediately following Part 5 as follows: 25 Part 6 Department of Education and Economic Development There shall be a Department ofthe Nunatsiavut Government to be known as the Department of Education and Economic Development.

4 Functions of Department of Education and Economic Development 16 The Department ofeducation and Economic Development shall have the following duties and perform the following functions: establishing and administering economic development policies, programs and services for the Nunatsiavut Government and promoting the economic development ofnunatsiavut; and establishing and administering educational policies, programs and services for the Nunatsiavut Government and promoting the education of Inuit. Minister ofeducation and Economic Development 27 The Nunatsiavut Minister of Education and Economic Development is the Minister responsible for: Inuit economic development including the Inuit Capital Strategy Trust and the Labrador Inuit Development Corporation; and Inuit education. Senior Management of the Department of Education and Economic Development 28 The following shall constitute the senior management ofthe Department of Education and Economic Development: a Deputy Minister of Education and Economic Development; and a Director ofinuit Education who shall be responsible to the Deputy Minister of Education and Economic Development for all matters related to the educational policies, programs and services ofthe Nunatsiavut Government and the education ofinuit. Department of Culture, Recreation and Tourism Established 10 A new Part 7 is added immediately fooowing the new Part 6 as fouows: Part 7 Department of Culture, Recreation and Tourism 29

5 There shall be a Department ofthe Nunatsiavut Government to be known as the Department of Culture, Recreation and Tourism. Functions of Department of Culture, Recreation and Tourism 30 The Department ofculture, Recreation and Tourism shall have the fol1owing duties and perfonn the following functions: administering the cultural and linguistic affairs ofthe Inuit and the Nunatsiavut Government, including policies programs and services for the preservation, use and development of Inuktitut and for the protection and management ofarchaeological and historic resources; ensuring the supply oftranslation services for the public in relation to Nunatsiavut Government programs and services; administering Nunatsiavut Government policies, programs and services for youth and elders; (e) administering Nunatsiavut Government policies, programs and services in relation to recreation; and administering Nunatsiavut Government policies, programs and services in relation to tourism. Minister of Culture, Recreation and Tourism 31 The Nunatsiavut Minister ofculture, Recreation and Tourism is the Minister responsible for: (e) protecting and developing the cultural heritage ofthe Inuit and fostering Inuit creativity through the arts; providing Inuktitut translation and interpretation services on behalfofthe Nunatsiavut Government for Inuit and the public; promoting the well-being ofinuit youth and elders; promoting active living and healthy lifestyles ofall Inuit through recreation and sport; and promoting tourism in relation to Nunatsiavut, strengthening Inuit participation in the tourism industry in Nunatsiavut and promoting economic growth and employment in the tourism industry in Nunatsiavut. 6 32 The following sba.ll constitute the senior management ofthe Department ofculture, Recreation and Tourism: a Deputy Minister of Culture, Recreation and Tourism; a Director oftomgasok who sba.ll be responsible to the Minister for all matters related to Inuit cultural affairs, language and historic resources, including translation services and archaeological pennitting; a Director to be known as the Director ofy0u1:h, Elders and Recreation who shall be responsible to the Minister for all programs and services related to you1:h, elders and recreation; and a Director to be known as the Director oftourism who sba.ll be responsible to the Minister for all programs and services related to tourism and the development oftourism. Old Part 6 Renumbered 11 The old heading "Part 6 Transitional Management Board" is renumbered as "Part 8 Transitional Management Board" Change in Membership or Transitional Management Board 12 The old section 26 is amended by renumbering the section as section 33 and deleting the period. Miscellaneous and Consequential Amendments 13 The old section 26 is renumbered as section The old section 27 is renumbered as section 35 and the words "section 28" are deleted and replaced with the words "section 37". 15 The old section 28 is renumbered as section The old section 19 is renumbered as section 37.
