1 Page 1 of 8 Performance Management and Service Improvement Directorate Job Description Job Title: Band: Reports to: Location: Programme Manager: Unscheduled Care 8B ( 45,707-56,504 per annum) Assistant Director for Unscheduled Care. HSCB Headquarters, Linenhall Street, Belfast Job Summary To lead, manage and deliver a regional development and improvement programme across Northern Ireland to ensure effective delivery and the improvement of services in Unscheduled Care. The postholder will demonstrate measurable improvements across every Trust including NIAS in support of delivering against the Ministerial Performance Standards. A significant part of the role will be to support the Assistant Director in the performance management arrangements with Trusts and to manage and support any agreed service improvement activity within the Trusts. In addition the post holder will work in conjunction with the Senior Nurse Review Team to interpret and prepare feedback from audit findings for the performance management meetings. These findings will be used to influence the development of capacity initiatives, improve clinical pathways and admission practices and drive advancements in the services provided to prevent unnecessary admissions to hospital and other acute and community based facilities. KEY RESULT AREAS The Programme Manager will help drive the performance management and improvement strategy of the HSC with regard to Unscheduled Care. Regional improvement programmes are designed to support the HSC in the delivery of sustainable improvements using national and international best practice. The Programme Manager will provide leadership, guidance and expert knowledge to the regional programme.
2 Page 2 of 8 Measurement and monitoring of performance Work collaboratively with the Information Department in the Directorate to provide expert advice to inform and develop reporting for the programme including defining measures, collection methods, timescales and relevant IT support. Provide expert advice on practical and operational issues relating to Trusts. Provide specialist advice in order to inform HSCB/PHA/Trusts in the redesign of urgent care pathways. By using the audit data findings for performance management and improvement in service delivery and commissioning are able to demonstrate improvements in the overall patient experience across Northern Ireland. Support the monitoring of overall performance improvement and input to the development of a strategy for Trusts that do not make improvements in line with their agreed trajectories. Identify and agree the information necessary to support effective performance management. Establish and evaluate on-going performance management and improvement programmes. Participate and deputise for the Assistant Director when appropriate at Trust performance management meetings. Service Improvement Lead, scope, develop and deliver an iterative programme of improvement and support that influences the deployment of HPSS resources and delivers patient-focused services to achieve improved pathways for unscheduled care. Develop a programme of improvement activity that supports Trusts, including spread of evidence-based high impact changes, utilising national and international best practice in technical and behavioural change management. Develop the overall programme plan by identifying the aim, approach, methodology, tools and techniques. Work with colleagues in policy development and ensure the programme is aligned to policy and strategic development of services. Establish the regional and local infrastructure for the programme of work. Develop and spread sustainable strategies for the changes proposed. Review and evaluate developments and emerging thinking and evidence base in health care improvement to ensure that the programme reflects current thinking.
3 Page 3 of 8 Collaborative Working Negotiate and secure broad stakeholder agreement to the on-going development and improvement programme. Ensure joint working and consistency of approach across workstreams. Act as an advocate for the HSC and its partners to influence strategic policy decisions particularly in relation to acute service re-configuration and other commissioning service groups. Contribute to corporate planning, policy and decision-making processes including contributing to the development of annual plans. Attend meetings of the senior team as required to provide appropriate, high quality information. Attend Performance Management meetings and contribute to the debate around unscheduled care pressures. Communication and Information Management Develop the capabilities of the Senior Nurse Review team as improvement leaders. Establish and develop effective governance arrangements. Communicate on a regular basis with all grades of staff and disciplines. Maintain patient confidentiality and ensure compliance in line with data protection, legislation etc. Communicate project objectives, effect change and improvements in care, based on project findings to managerial level at HSCB/PHA/ Trusts. Assist in the preparation and delivery of highly complex information to all levels of staff, clinical, managerial, within HSCB/PHA/Trusts and other partners/stakeholders. Ensure reviews are carried out using highly developed communication skills to gain co-operation and build relationships in sometimes hostile and unpredictable environments. Ensure effective communication by cascading relevant information changes in policies and procedures to all team members. Ensure project reliability through comparison of performance, data analysis. Support the feedback opportunities of audits and reviews carried out by the Senior Nurse Review Team were appropriate. Identify and work through constraints and risks that inhibit the progress of the programme at regional and local level. Identify key stakeholders and engage them throughout. Identify and agree the information necessary to support effective regional service improvement and development.
4 Page 4 of 8 Ensure that any necessary policies and protocols are complied with to ensure confidentiality of information and protection of individuals privacy as appropriate. People Management Lead and manage any other staff groups that are assigned to the postholder by the Assistant Director for Unscheduled Care. Where applicable actively work with junior staff to support development needs including identifying training needs. Participate as required in the selection and appointment of staff reporting to him/her. Communicate empathetically and sensitively with staff, patients and carers if performing reviews. Foster effective communication within the team, actively encouraging collaborative working, sharing of best practice and promoting the same skills to junior staff within the team. Advise and contribute to budget management for the Directorate and ensure the effective use of all resources. Other Deliver educational input to improvement programmes on core development and improvement themes. Appraise research and carry out highly complex analysis of evidence based practice in order to effectively utilise audit data findings. Ensure that all plans have an evidence base, and articulate the rationale behind choices. The postholder is self-directed in the work of their programme, reporting to the Assistant Director for Unscheduled Care, to ensure corporacy and central co-ordination of programmes. He/she must exercise considerable judgement in the formulation of improvement programmes and the handling of information about programme performance and issues. He/she will be expected to support and resolve performance issues with local improvement projects. Most Challenging Part of the Job Ability to manage complexity working in a matrix management framework to deliver the programme. Participating in the performance management of all Trusts in relation to the key performance standards.

Keeping up to date with innovations in care processes, technologies and systems. Ensuring that programmes deliver on time, within budget, and to a high quality with measurable outcomes. Communicating theories and models of change to multiple stakeholders. Band 8B Essential Criteria - Knowledge, skills and experience required: Applicants must clearly demonstrate in the application from evidence of qualifications and experience as set out in the undernoted criteria. Only information contained in the application form will be considered at the short-listing stage. 1 A university degree or relevant professional qualification and worked for at least 2 years in the last 5 years in a managerial role * OR Worked for at least 3 years in the last 5 years in a managerial role *. 2 Demonstrate a track record in working with a diverse range of stakeholders and senior members of the HSC to achieve successful outcomes. 3 Demonstrate a track record in designing, managing and evaluating significant development programmes/activities. 4 Demonstrate experience of complex change management processes. 5 Have excellent networking skills and proven ability to develop and maintain relationships. 6 Have excellent communication skills, both written and verbal, as appropriate to meet the needs of the post in full. 7 Hold a full current driving license (valid in the UK) and have access to a car at the closing date or have **access to a form of transport which will permit the applicant to carry out the duties of the post in full.
