3 1.0 Purpose The purpose of these terms of reference is to undertake an aeronautical study to decommission the Sept-Îles (ZV) non-directional beacon (NDB). 2.0 Scope of the Study The aeronautical study is intended to identify the impact that decommissioning the ZV NDB would have on the Montreal Area Control Centre (ACC) and customers operations. 3.0 Background The ZV NDB is a 500-watt NDB, model NEL7602. This type of NDB and its replacement parts are now very rare. In mid-june 2015, a problem was detected forcing a shutdown of the NDB. The grounding ring at the base of the antenna is missing (stolen), 47 radials have been cut and 13 radials are missing completely. The ZV NDB is located 4.1 NM from the threshold of runway 31 at the Sept-Îles Airport. It serves as an anchor point to airway R1 connecting Sept-Îles to Poste Montagnais (UAC) and uncontrolled airway RR5 connecting Sept-Îles to Port-Menier (PN). The ZV NDB is also used for the NDB RWY31 instrument approach and missed approach procedures at the Sept-Îles Airport. The preliminary analysis has concluded that there should be no material impact on the ACC or customers operations without the ZV NDB and recommends that we conduct an aeronautical study to decommission it. 4.0 Methodology An aeronautical study assesses and analyzes information gathered through data collection and customer/stakeholder consultation. The aeronautical study team will: Confirm stakeholder enroute and airport requirements for flight operations; Analyze the concerns and issues raised by the stakeholders; Develop possible solutions and/or options; Conduct a HIRA as required; Present recommendations to senior management for approval; Coordinate with the appropriate managers who would be involved with the technical and operational implementation of the proposed service change; and Coordinate with Transport Canada to obtain their safety assessment and acceptance of the proposed change in service. The study team will ensure that consultation with affected customers and stakeholders is sufficient prior to making any recommendations to senior management. If required, a business case will be developed to validate the recommendations. 1
4 Decommissioning the ZV NDB The study team will conduct a risk analysis and may call upon stakeholders to contribute to the assessment of some risk scenarios. 5.0 Safety Management Plan The manager responsible for implementing any decisions resulting from this aeronautical study will prepare a project safety management plan. The plan will include the mitigation and monitoring actions that are required to implement the change in service. 6.0 Human Resources The multidisciplinary study team will consist of technical, operational and support representatives, as needed. Where significant resources are required, this will be negotiated between the respective managers. Team Leader: Manager, Operational Training, Montreal FIR Other team members: Advisor: Manager, Level of Service; Specialist, Level of Service; Director, Government and Public Relations; Managers/employees, Montreal ACC; Manager, ANS Programs Coordination; Aeronautical Information Management (AIM); Customer and Commercial Services. 7.0 Work Management Plan TOR approval: Fall 2015 When conducting an aeronautical study, the following will be undertaken: 1. Develop a Communication and Consultation Plan Winter 2015/ Prepare for the study Winter 2015/ Consultation Winter 2015/ Assess consultation results Winter 2015/ Conduct a HIRA Winter 2015/ Finalize aeronautical study report Winter 2015/ Obtain management approval Winter 2015/ Obtain approval from the Board of Directors (if necessary) N/A 9. Provide Transport Canada with safety oversight review Winter 2015/2016 Following Transport Canada review: 2
5 Decommissioning the ZV NDB 10. Coordinate implemention with appropriate departments TBD 11. Prepare AIM Submission TBD 12. Prepare and publish AIC TBD 13. Prepare and publish Notice TBD 14. Implementation TBD 15. Monitoring Post-implementation reviews (conducted at post 90 days and 1 year) 8.0 Financial Resources Study team travel and related expenses, including overtime, will be covered by each responsible manager. Service design changes may generate an engineering support requirement. These requirements will be identified as the study progresses and an Opportunity Identification Form (OIF) will be generated to initiate project planning for the implementation of engineering-related recommendations from the study. 9.0 Materiality of the Changes There is a possibility that some of the service delivery options may represent a material change. If this is the case, formal notifications will be issued, as per the Civil Air Navigation Services Commercialization Act Consultation An appropriate communications plan will be prepared, incorporating a full consultation plan. Aviation organizations representing airports, general aviation, business aviation and others will be consulted during the aeronautical study as needed. A complete list of customers and stakeholders consulted will be attached to the aeronautical study Authority Vice President, Operations. 3
