Mission The New Tyne Crossing has been constructed under the River Tyne in the North East to serve all traffic traveling south and north-bound. The tunnel s operators, TT2, see surveillance as an integral part of its safety and security strategy and required an innovative system that could act as its eyes to monitor the safe transport of commuters through the tunnels approach roads and toll plazas. Solution Systems integrator 2020 Vision Technology was tasked with providing an innovative approach to surveillance that could provide real-time visual intelligence and post-incident analysis Vision recommended an IP-based surveillance system be deployed consisting of 102 fixed AXIS P1343 Network Cameras for the tunnels with additional cameras to monitor the approach roads and toll booths. Result AXIS P1343 Network Camera is a fixed day and night camera and delivers excellent image quality and H.264 performance. It also has a progressive scan sensor which allows for sharp images of moving vehicles in challenging light conditions to be captured. The footage is displayed onto a video wall and individual operator work stations. It is seamlessly integrated at data level to talk to the video automated incident detection system linked to the SCADA systems. Now, if there is a crash, breakdown or fire, the system immediately alerts the tunnel staff who can then initiate the appropriate course of action. 5

6 The Axis cameras provide total coverage of the tunnels and surrounding areas and without this comprehensive footage, we would need many more staff to function safely and collect tolls. Axis network cameras help safeguard motorists traveling through Tyne Tunnel The New Tyne Crossing has been constructed under the River Tyne in the North East which features two tunnels to serve south and north-bound traffic. Both tunnels form a major commuter route between North and South Tyneside and are used by approximately 45,000 motorists on a daily basis. Previously considered one of the UK s worst traffic black spots, the safety of those using the tunnels is still of prime importance so it was essential the new tunnel feature surveillance as an integral part of its safety and security strategy. The surveillance system needed to be able to act as eyes to see through the tunnels and monitor the approach roads and toll booths. Following an evaluation of a variety of systems, local systems integrator 2020 Vision Technology was asked to design and install a new surveillance system. A challenging environment The New Tyne Crossing presented an interesting challenge to 2020 Vision as the tunnels are confined spaces with restricted light conditions. In order to provide TT2 with the ability to see everywhere, 2020 Vision needed to come up with an innovative approach so that it could provide real-time visual intelligence and post-incident analysis. Peter Houlis, managing director, 2020 Vision Technology said: The safety of anyone passing through the tunnels is imperative. When specifying cameras, the ability to share and access video images is essential in those situations where immediate and urgent action is required Vision Technology recommended an IP-based surveillance system be deployed and demonstrated how the progressive scan sensor on an Axis network camera can produce clear, sharp images of moving vehicles. The eyes of the tunnel 2020 Vision Technology deployed the new system which consists of 102 fixed AXIS P1343 Network Cameras in the tunnel and additional cameras monitoring the approach roads and toll booths. AXIS P1343 Network Camera is a fixed day and night camera and delivers excellent image quality and H.264 performance. It also has a progressive scan sensor which allows for sharp images of moving vehicles in challenging light conditions to be captured. The cameras sit on the tunnel s common network infrastructure using Power over Ethernet (PoE) and 2020 Vision hosts the digital recording system which feeds images taken from the Axis cameras to the tunnel s traffic incident system. Digital footage is recorded around-the-clock on to a network video recorder (NVR) and is then displayed onto a video wall and individual operator work stations. This footage is then seamlessly integrated at data level to talk to the fire safety systems, video analytic traffic management supervisory control and data acquisition (SCADA) systems. The system then alerts the tunnel s staff when an incident such as a crash or breakdown occurs so that the appropriate course of action can be taken. The Axis cameras provide total coverage of the tunnels and surrounding areas and without this comprehensive footage, we would need many more staff to function safely and collect tolls. The tunnel s operators now have eyes everywhere and have access to real-time visual intelligence and postincident analysis from which informed decisions can be made. The system helps the tunnel s operators with safe and efficient traffic management and protects against fraud at the toll booths. The new surveillance system has also meant that there are just three interactive operator workstations in the tunnel s control room and has enabled fewer operators to provide a more sustainable, efficient and safer journey through this busy commuter route. 6

7 Monitoring road conditions in the city. Axis network cameras help the City of Verona to effectively keep track of traffic incidents and reduce travel chaos. Organization: Municipality of Verona, Public Administration Location: Verona, Italy Industry segment: City surveillance Application: Traffic monitoring Axis partners: Reteco, Milestone Mission Verona is one of the main tourist attractions in Northern Italy, largely owing to the wealth of history steeped in its town center, which is a UNESCO World Heritage Site. The large numbers of tourists combined with local traffic can cause delays in the city on certain days and in some areas, potentially resulting in chaos for city travel. Result The opportunity to intervene immediately in the event of a critical situation saves community resources. Furthermore, monitoring road conditions in real time allows for swift intervention, adopting specific strategies for traffic signal control. Solution Implementation of a focused and efficient video surveillance system requiring installation of 32 Axis network cameras placed strategically around the city, allows the Traffic Coordination and Management Unit to control any problems regarding road conditions in real time and act promptly in emergencies, communicating with users through mobile communication channels (web, SMS, , etc.). 7

A new screen-based system for urban traffic control The City of Verona chose Axis Communications to develop an inner city traffic video surveillance system. The system, managed and configured by Reteco, is developed on the Milestone platform and is composed of 32 strategically placed network cameras and will be integrated to incorporate a total of more than 100 cameras. The models currently in use are AXIS 233D, AXIS Q6032-E and AXIS Q6034-E Network Cameras. Installation of video surveillance links individual network cameras with the Central Traffic Unit where operators are in continuous contact with the City s Police control room. The use of video surveillance in the city center primarily allows rapid and effective monitoring of urban road conditions, but also plays a strategic role in traffic management through the use of cameras integrated with centralization of traffic signals and addressing users through traffic information panels, which can alter traffic flow at any given moment depending on requirements at that time. The choice of models installed was governed by the requirement to monitor large areas, while at the same time, allowing the possibility of registering certain details at certain moments. AXIS 233D and AXIS Q6032-E Network Cameras have a powerful 35x optical zoom and a 12x digital zoom which enlarge small and distant objects up to 160 meters away, such as car number plates, and the AXIS Q6034-E Active Gatekeeper function allows the camera to continue to track an object recognized following certain movements. A couple of the characteristics which make these models extremely practical for the role developed by the Municipality of Verona include High Power over Ethernet and Arctic Temperature Control. The first system simplifies installation, to the point where a single network cable is used for power supply, video transmission and PTZ commands. Arctic Temperature Control ensures that the cameras will work at temperatures ranging from -40 C to +55 C, but also enables them to restart at these temperatures following a power outage. Using Axis network cameras is the perfect compromise between surveillance requirements and traffic control owing to the highest quality images and their hugely versatile nature, also available in H.264 and HDTV, says Mr. Bruno Pezzuto, Head of the Verona Central Traffic Unit. The potential to optimize camera operation remotely and use the images without requiring specific decoders means we can use them in real time on veronamobile.it. The collaboration between Axis and the City of Verona was an opportunity to celebrate the 95th Giro d Italia cycling event in this historic city: on this occasion, the municipality was able to monitor the vast numbers of people in the city center much more accurately using the three Axis network cameras strategically installed for the occasion, which had been lacking up until this point. 8

Organization: A Coruña Town Hall Location: A Coruña, Spain Industry segment: Transportation Application: Traffic control Axis partner: Iterdata Networks Mission The municipal council of A Coruña occupies an area of 36.8 km² and is the second city of the Autonomous Community of Galicia as far as the size of its urban area is concerned. The growth of the urban area has been accompanied by a gradual increase in its population in the past three decades, which presently numbers close to 250,000 inhabitants. This situation has led to residential decentralization, which has involved the extension of the city limits. This decentralization has been accompanied by the development of new infrastructure, improvements in access and urban renewal. One of the above-mentioned infrastructure projects is the centralized traffic control system inaugurated in 1993 and located in the bus station of A Coruña. Consisting of a total of 26 analog cameras distributed at strategic locations, the main function of this system is to control and manage traffic, thus preventing congestion in a city where the number of vehicles has increased considerably. The need to prepare this facility so that it can remain useful in the future involved seeking to update this system to endow it with greater versatility and make it compatible with modern video monitoring systems. Additionally, the facility must meet the requirement of safeguarding the privacy of residents living in areas close to the location of the cameras, meaning that these cameras will sometimes have to limit their field of vision, including blind spots, in order to record only events related to traffic. Solution Various solutions were proposed by the Town Hall, although, since a fiber-optic network is being installed, a system is being sought that will make it possible to integrate the cameras and video surveillance system into an IP network. 9

10 In an ever-expanding city with an increasing number of vehicles, the mission we face is to update our traffic control system and prepare it for the future, making it more flexible and versatile, and allowing the simple incorporation of new cameras to provide services in recently constructed zones. Iterdata Networks, a company specializing in research and development of information systems, proposed to the Town Hall the setup of a demonstration facility to allow the advantages provided by IP technology to be tested in situ. The basic system proposed by Iterdata Networks consists of Axis network cameras and Ofisec PRO software from TOC Systems, a versatile professional management tool for complex video infrastructure. links the municipal network with its counterpart in Traffic was evaluated positively. It thus greatly increased the radius of activity of the facility and made it possible to overcome the problem of scalability caused by usage limitations of analog cameras. Now it is a simple matter to relocate or incorporate new cameras into the system when necessary, without relying on switching arrays. In a previous experiment, a network dome camera was installed over a viaduct at a height of 150 meters above ground level, for the purpose of monitoring the junction linking the A Grela business park to the fire station. This is an area characterized by a high level of heavyduty vehicular traffic. Given the complexity imposed by the height at which the network camera is located, communication with the control center occurs via Wi-Fi, which led to some doubts as there was the possibility for security holes that would allow unauthorized users to gain access to the images. As a result a reduction was made in the projection cone of the antenna, thus turning the actions of possible hackers into a tedious and unproductive task. Result The first thing the officials from the Town Hall of A Coruña noticed was the evident increase in the image quality offered by the Axis network cameras. Likewise, the greater use of the fiber-optic network that now The application of the Quality of Service feature of the IP networks also allows them to reserve bandwidth for video, so that the flow of images is not affected by the utilization of other network applications. The possibility of not needing to depend only on the control center for viewing of video images was also considered a positive asset, as it is now possible to access the system remotely via devices such as PDAs or mobile phones, as well as having the possibility to use an alarm notification system to provide warnings about anomalous situations. The ability to include zone masks in private locations, thanks to the Ofisec PRO software from TOC Systems, enables the safeguarding of civil liberties, thus rendering it impossible to compromise residents privacy. The multiple benefits of this software also include the option of configuring multiple preset positions for automatic night patrols; these options were very highly valued by the customer. 11 The road to safety. Axis Communications and Proxim pave the way for increased safety and security on one of Greece s most rugged motorways. Organization: Egnatia Motorway Location: Greece Industry segment: Transportation Application: Security and traffic flow monitoring Axis partner: Proxim Wireless Mission The Egnatia Motorway in Greece is one of the largest road construction projects in Europe and creates a vitally important link to the rest of Europe in one direction and Asia in the other. Egnatia Motorway wanted to develop a wireless traffic surveillance project along the 9 km of the motorway that runs from the Metsovo interchange to the Peristeri interchange. Despite being only 9 km in length, this route has the most difficult and varied terrain on the motorway, hence the need for surveillance cameras. Solution Egnatia Motorway installed a total of 14 AXIS 213 PTZ Network Cameras to monitor traffic flow and provide surveillance and security at the point of the two interchanges, inside six different tunnels and along two bridges. Egnatia Motorway also installed AXIS Camera Station video management software that provides video monitoring, recording and event management functions. The surveillance system also integrated Tsunami MP R wireless outdoor routers from Proxim. The combined solution met Egnatia Motorway s need to install secure, high-definition network cameras in areas where fixed line broadband was not readily available. Result Following the successful deployment of the project, the region s control centre now has full command over the 14 AXIS 213 PTZ Network Cameras. The combination of high bandwidth and low latency of Tsunami MP R ensures that high quality images are constantly available to motorway staff. Staff members are also alerted to unusual traffic events so they can respond accordingly. The system is completely secure and can be managed remotely. 11

12 This link of the Egnatia Motorway poses a major challenge, due to its rugged terrain and varied elevations. Given these challenges, it s essential that the network maintains continuous functionality, especially in inclement weather, when most accidents occur. This combined solution from Axis and Proxim met all our needs for image quality, security and reliability and remote access in this unforgiving environment. Challenging terrain Before the project started, Egnatia Motorway engaged Vayan Wireless to undertake a comprehensive study to determine the best approach to the project. The study revealed a number of unique factors for consideration. The complexity of the terrain meant that a more traditional point to multipoint topology would be impossible. Instead, Vayan Wireless recommended a serial (cascading) scheme with multiple point to point junctions. IP-based surveillance cameras would deliver the necessary functionality for the project including pan, tilt zoom functionality, high definition images and warnings of irregular events such as a traffic accident. The network topology meant that load would gradually increase because of the cameras, peaking at the final point. There were 13 junctions that required installation along the length of the highway and six of them were not visible because of tunnels and bends in the Egnatia Motorway. The cameras needed to be spaced relatively far apart - approximately 1 km between each one. Another key requirement was that the cameras and the wireless equipment needed to stand up to the adverse weather conditions which prevail in the area, such as continuous rainfall for most of the year, very low temperatures, strong winds and a high snowfall during the winter. Vayan Wireless also recommended that the system output should not vary noticeably when large vehicles pass, especially between tunnels. The road to success In order to satisfy the complex mix of requirements dictated by the survey, SAFENET SA recommended a combination of AXIS 213 PTZ Network Cameras and Proxim s Tsunami MP R. The Axis network cameras met a number of requirements dictated by the environmental conditions including pan, tilt, zoom functionality, the ability to operate under all light conditions and a vandal-resistent and outdoor-proof housing. Crucially, the cameras can send alerts about unusual traffic events to motorway staff. To ensure high-quality video transmissions, SAFENET SA insisted that the cameras initially support the Motion JPEG video format and later MPEG-4. Since the AXIS Camera Station supports both high quality recordings in Motion JPEG and MPEG-4 format, this requirement was easily met. The built-in 26x optical zoom and the auto focus lens + 12x digital zoom ensured that the camera could be placed 1 km apart as required. The combined solution delivered excellent performance and met Egnatia Motorway s complex mix of requirements. As a result, Axis and Proxim plan to collaborate on similar projects in other parts of the world. SAFENET SA, a video surveillance and wireless business based in Greece, won the contract to develop the wireless traffic surveillance project. 12

13 Axis cameras help keep Bangkok drivers moving. Genius Traffic installs Axis network cameras to help monitor traffic around Bangkok. Organization: Genius Traffic and Bangkok Metropolitan Adminitration (BMA) Location: Bangkok, Thailand Industry segment: Transportation Application: Traffic management Mission The Genius Traffic Company was commissioned by the Bangkok Metropolitan Administration (BMA) to provide a traffic monitoring and driver information system to alert drivers of traffic congestion and incidents. Traffic congestion in Bangkok slows average car speeds around the city to just 9 km/h - the new system would monitor traffic conditions at key intersections around Bangkok. Solution The BMA approached Genius Traffic, a subsidiary of Thailand s Forth Corporation, to commission a traffic monitoring system that would allow their central control staff to visually monitor the traffic conditions at more than 40 key intersections around Bangkok, and in turn allow staff to feedback traffic information to drivers on the roads via display signs. The installation included 50 AXIS 213 PTZ and 180 AXIS 211 Network Cameras. Result The new traffic monitoring system is delivering vital information for Bangkok drivers with regards to incidents on the road network. The AXIS 213 PTZ Network Cameras offer advanced remote monitoring with pan, tilt and zoom functionality allowing Genius Traffic monitoring staff to control any of the 50 network cameras from their desktop PCs. The cameras also offer full day/night functionality switching from color, black or white or infra-red mode. Once an incident has been detected, the staff at the monitoring center then sends a message to the relevant Genius Traffic display signs to inform drivers. 13

14 We wanted to provide real-time information to drivers to make informed traveling decisions. The solution from Genius Traffic and Axis helps us monitor and update drivers effectively. Traffic management for a growing city On an average day 2.6 million cars are on the roads in and around Bangkok, and every day another 500 cars add to the already congested roads. Bangkok drivers spend on average 22 days per year stuck in their cars. Pollution and accident levels are also very high. City authorities have invested heavily in mass transit schemes such as Skytrain and underground subway system to try and address the problem. The BMA recognized that traffic congestion is high on the priority list for Bangkok and has a stated aim to ensure drivers in the metropolis spend less time in their cars. Initiatives have included giving commuters more information on public transport; creation of 150 request taxi stands which automatically request a taxi for queuing customers and the installation of journey information display boards at the bus stops for bus commuters. For the roads, the BMA understands that if drivers are better informed about road conditions ahead, they can take some action to avoid queuing in traffic jams when accidents and incidents occur. Genius Traffic display boards are designed to clearly communicate real-time traffic information. About 50 Axis network cameras are located at more than 40 key intersections around Bangkok, which can be controlled remotely to pan, tilt or zoom to investigate incidents and traffic conditions. Smoothing traffic flow The combination of images received via Axis network cameras placed at key road intersections, the staff at the control center, and the information displayed on the Genius Traffic display boards, is helping Bangkok drivers to make better informed decisions about their road journeys. Axis network cameras offer flexibility to the control center staff as any of the cameras can be controlled on any of the center s computers. The image quality provided by the cameras ensures any incident can be evaluated precisely at full frame rate. In addition to the AXIS 213 PTZ Network Cameras monitoring key traffic intersections, AXIS 211 Network Cameras are deployed on the entry lanes of these intersections so staff at the control center can monitor the occupancy rate which considers the time vehicles are occupying the intersections. The AXIS 211 Network Camera is a fixed camera which features a varifocal DC-iris lens ideal for outdoor light conditions. Images provided by the AXIS 211 cameras helps staff gauge the seriousness of a traffic situation, and where an entry or exit lane is blocked, the information can be relayed on display boards further up the road so drivers can decide whether to attempt to enter a congested road area. The cameras also monitor the Genius Traffic display boards to feedback to the control center the current messages that are being displayed, ensuring whether the display boards are functioning properly. Traffic congestion is ranked as one of the top problems for the Bangkok metropolis. We are working on a wide range of projects across the city to firstly encourage commuters to switch to public transport, such as the recently opened subway and extensive extensions to our existing mass transit network. Organization: MTLS Location: Sandton, Johannesburg, South Africa Industry segment: Transportation Application: Customer/traffic flow measurement Axis partner: TVMS, Visec Mission The Johannesburg Roads Agency (Pty) Ltd has recently kicked off a pilot project to evaluate the inherent safely features and benefits of a ground-breaking addition to the traffic light industry. This light-weight, modular traffic light, designed to collapse on impact, drastically reduces the level of damage to a motor vehicle, thereby increasing the safety of its occupants. The Modular Traffic Light System (MTLS) erected at the busy intersection of Grayston and Sandton Drives, Sandton, Johannesburg, contains an Axis network camera specifically installed for general monitoring and live Automatic Number Plate Recognition (ANPR). Result As part of the JRA s project to investigate the feasibility of streaming real-time video from cameras mounted in traffic lights, the system provides valuable information for various crime prevention initiatives and analysis purposes. The applications of the data gleaned from this surveillance are proving to be endless. The eradication of hijackings, smash-and-grabs, targeted policing of regular traffic offenders and various other intersection crimes may soon become a welcome reality. Solution The high performance AXIS 223M Network Camera, fitted with an infra-red lamp and filter, was selected to capture images of vehicles travelling through this particular intersection to be utilized for ANPR and provide information regarding traffic volumes and other relevant data. The megapixel, day/night AXIS 223M is mounted securely inside the signal head unit of the sophisticated, modular traffic light. 15

16 The Modular Traffic Light System is a revolutionary concept offering increased safety, decreased expenditure and round-the-clock surveillance. Saving lives while reducing costs The Modular Traffic Light System is an entirely South African invention that was conceived and developed in response to the high number of serious injuries and fatalities sustained during traffic accidents resulting from motor vehicles colliding with street poles or traffic lights. Research has shown that this type of collision accounts for a colossal 30% of all motor accidents worldwide. MTLS utilizes the latest polymers and cutting-edge design technology to create a traffic light that is not only significantly more cost-effective than traditional systems but also considerably quicker and easier to assemble and install. The pre-cast concrete foundation of the MTLS houses the uniquely designed breakaway unit, tension assembly as well as electrical and electronic plug points, ensuring that all critical components are safely tucked away and less vulnerable during high speed impacts. Nowhere to run While crime-fighting remains a high priority in South Africa, an increasing number of individuals and organizations are turning to high-tech surveillance for peace of mind. The City of Johannesburg is no exception; this particular pilot project enables the JRA to closely monitor the volume of traffic making use of the Sandton/Grayston intersection and the type of incidents and activities that take place on a daily basis, without the risk or inconvenience of exposed surveillance equipment. If a crime takes place in the vicinity, details of the fleeing vehicle and its occupants will be captured by the Axis network camera as it passes through the intersection; this footage is currently transmitted via a wireless link to TVMS s control center where it is analyzed using Visec License Plate Technology (LPR) software. This information will become extremely valuable as the number of modular traffic lights installed throughout the city increases and it becomes possible to provide live video footage of the vehicle in question as it attempts to evade detection. A strategically placed AXIS 221 Network Camera has also been installed to provide additional general surveillance of the intersection and its immediate surroundings. A local concept with a global application Although the Modular Traffic Light System was developed in South Africa by a wholly South African-owned company for a South African market, it is rapidly gaining international popularity. Visec International was approached to develop a module that could integrate with Axis products and circumvent the necessity for exorbitant monthly bandwidth costs. Result The monitoring of Axis cameras in remote sites need no longer be limited by costly or inadequate bandwidth. Visec Stream on Demand allows the user to experience the absolute potency of Axis network cameras and encoders in full live stream, when required, instead of a frustrating reduced stream. Visec Stream on Demand also allows remote real-time access to the recorded video data stored on the internal SD cards of the Axis cameras and encoders, thereby eliminating the bandwidth necessary for offsite storage. Solution It took the development team 25 days to create a worldfirst, ground-breaking basic module that offers an ingenious solution for Axis cameras in low bandwidth deployments. Visec Stream on Demand allows Motion JPEG images, refreshed at specified intervals, to be viewed until an incident or event occurs, at which point the user can switch to a live view mode for a predetermined period of time. 17

Organization: Virginia Department of Transportation Location: Virginia, USA Industry segment: Transportation Application: Traffic monitoring Axis partner: TrafficLand Mission When the Virginia Department of Transportation (VDOT) wanted to improve its traffic control center and monitoring system, they needed an upgrade that was costeffective, simple to implement, and would enable Virginia commuters to access real-time traffic and road condition information. Solution Working with the VDOT, TrafficLand, a traffic systems specialist, decided to digitize the department s existing analog camera monitoring system. TrafficLand selected Axis video servers and then developed both a public Internet site and a video distribution system accessible only to first responders. Result There are now more than 100 cameras broadcasting live from the roads and byways of northern Virginia every day, and the system has expanded to more than 240 state and local public cameras throughout the Washington, D.C. metropolitan area. This helps area traffic flow more smoothly and enables first responders to react more quickly in emergency situations. Emergency response TrafficLand, which was founded in 1999, heads a consortium of companies that manufacture, integrate and support a range of video surveillance, monitoring, storage and control systems. Its mission is to install video technology along roadways to provide travelers, first responders, and transportation and media organizations with continuous access to live traffic conditions. In order to help travelers avoid traffic congestion and choose the best possible routes, information must be made available in real time. Because of this, TrafficLand knew that the VDOT s most viable solution for updating its existing analog system would be to digitize the video feeds with Axis video servers. This would enable the video to be transferred over the Internet, making it accessible to anyone with an Internet-connected device. 19

20 The Axis video servers are so dependable that they have served up more than 500 million web pages and not one of them has crashed in the years we have been running the system. Larry Nelson, President of TrafficLand. The VDOT always wanted to share video and data with the public, but previous technology options were too expensive, said Jim Robinson, assistant division administrator for VDOT s mobility management division. Thanks to TrafficLand and Axis, we were able to meet this goal at a very low cost. The system was put to the test on the morning of September 11, 2001, when the terrorist attacks hit Washington, D.C. Because so much misinformation was being disseminated in the wake of the attacks, millions of Virginia residents began trying to access the VDOT website for reliable, up-to-date traffic information. Though the VDOT s system was still in its final testing stages, TrafficLand was able to make the system go live. The website handled more than 1.5 million hits that day as residents anxiously attempted to view the aftermath of the terror attacks and determine evacuation routes for themselves and loved ones. We went live in response to the disaster, said Mr. Robinson. In this case, a picture really was worth a thousand words people started using our video to make decisions. Building on success Because the Internet is the least expensive method for distributing images to millions of users, network video technology offered a cost-effective solution to the VDOT. In addition, the system took little time to deploy, and its flexibility allows expansions and upgrades to be easily implemented. Due to the overwhelming success of the network video system, TrafficLand was approached to coordinate a similar system for the entire Washington, D.C. metro area. In addition, the VDOT found that firefighters, state and local police, and other rescue workers in the Washington, D.C. area also relied on the live video in the aftermath of the September 11 attacks. As a result, the state funded a project for TrafficLand to set up a special high-speed video sharing system, accessible exclusively to first responders. After the emergency management teams saw the TrafficLand system, they realized the tremendous need they also had for such a system on a state-wide basis, said Mr. Robinson. The same value that TrafficLand is providing to highway incident management can be easily transferred to homeland security and emergency management forces. Although the video servers are capable of full-motion video, they are configured to provide traffic images once every second. Most other traffic monitoring applications update images only once every few minutes, so providing a fresh image every second allows VDOT officials and first responders to observe traffic patterns in real-time and act accordingly. In cases of highway construction and accidents, this immediate footage enables workers to quickly and easily analyze traffic flow issues and implement a plan. With the extreme demands placed on this system, we needed to choose the most advanced and reliable components, and Axis makes the highest quality equipment in the industry. For the installation in the Washington, D.C. area, TrafficLand won the Virginia Governor s Award for Public Private Partnerships. The award recognized the value of the system to commuters and first responders across the region. The website receives approximately 400,000 hits per day, and more than 3.5 million visits have been made to the system since going live. 20

21 Axis enables remote monitoring for Guangdong-Jiangxi Expressway. True remote monitoring with network video. Organization: YueGan Expressway Location: HeYuan city GuangDong Province, China Industry segment: Transportation Application: Remote surveillance and vehicle flow management Axis partner: Shenzhen Jiana Communications Co., Ltd. Mission The Guangdong Segment of Guangdong-Jiangxi Expressway is located in Heyuan City, which stretches across 136 km throughout the city. It is a completely closed crossroad expressway designed with dual four-lane carriageway and the designated driving speed is 100 km/h. An analog video monitoring system had been adopted for expressway monitoring in the past. But with the current requirements for sharing real-time expressway and tollstation information, as well as IC card interaction, the system quickly showed its limits. Such requirements could indeed only be met by a network video solution. Solution The company decided to use 75 Axis network cameras and video encoders (the latter to migrate the analog system to network video), combining network video information with IC card plate information via the fiber network of the toll station. The system was also combined with the toll information collector and could interact with card punch. When somebody is paying, the camera is triggered for recording so as to monitor whether the actions of the collector are appropriate. As a result the monitoring center can keep track of toll attendant behavior and the vehicle flow of each toll station. This also enables better management of information flow. The system is provided by an Axis Application Development Partner (ADP) in China. The video solution has enabled remote management of the electronic information monitoring system. 21

22 A major advantage of the Axis system is that it is very flexible, allowing customized deployment, integration and interaction according to actual conditions. This is definitely a better system than the previous analog one. The engineering party of the project Result The previous system only enabled the management of the toll stations. The monitoring could only provide auxiliary roles and complete management of vehicle flow was not possible. The new system can not only enable surveillance of the vehicles, but also management of vehicle flow, as well as statistics of vehicle flow information and peak load shifting. It can shift any emergent traffic peak and enable any necessary shunts. Electronic plate information report has played a decisive role, greatly saving working time, cutting down costs and saving on storage space. The solution has great flexibility and can be deployed according to the actual situation of various toll stations. Finally, the expressway company s ability in handling incidents was greatly improved, offering assistance to decision-making for follow-up tasks. The head of the information department of the expressway company said: Our objective is to implement a high-quality network-based information monitoring system enabling the monitoring management center to invoke the IC card numbers of each toll station and watch the video on one platform, thus improving the security level and enabling network-based decisionmaking. The flexibility and convenience of the network monitoring system makes deployment based on the actual situation of each toll station possible, meeting the different requirements. This is definitely a better system than the previous analog one and the video integration with IC card is enabled with less effort. The distributed solution and centralized information management and statistics can completely meet the users demand. Better scalability and upgradability The IP-based video solution makes system upgrading very easy. The plug-and-play network video equipment can start operating once it is connected to the network, which has provided convenience for the gradual upgrading of the company s system. The head of the monitoring system of the expressway company said: Such high integration and interoperability allows us to open toll stations according to the business demands. Saving time and space The application of Axis IP-Surveillance technology has not only saved time, but cut down the cost of auxiliary facilities, cable and construction. The network-based structure requires no complicated cables as in the previous analog system and the new system deployment requires no dismantling of the old front-end facilities, which has greatly shortened the implementation period of the entire renovation project. One after another row of cameras or matrix can be exempted, the video information can be stored in digitalized storage medium and the retrieval is very convenient. The video encoders installed in the machine room can save about 2/3 space compared with the previous device. The remote video network function has also expanded the functional scope of the security department as video monitoring is free from geographical limit, which has greatly increased the headquarters remote management ability. The head of the company s monitoring system said: We have seen the great advantages of IP-Surveillance, which has not only saved time and reduced workload, but also made management easier.
