Page 7 BAGHDAD The Philippine Embassy and the International Organization for Migration (IOM) will intensify their efforts to assist Filipino workers who are subjected to human trafficking and support the authorities in Iraq to enhance their capacities to effectively combat this crime. During a meeting at the IOM offices in Baghdad yesterday, Philippine Embassy Chargé d Affaires Elmer G. Cato and IOM Chief of Mission for Iraq Dr. Thomas Lothar Weiss agreed to further strengthen their collaboration, particularly in protecting distressed Filipinos and other migrant workers in Iraq. As we start another year, we look forward to strengthening our active partnership with IOM, particularly in helping the Iraqi Government build its capacities in addressing migration and trafficking-in persons issues, Chargé d Affaires Cato said. Saying human trafficking will be a priority issue in 2016, the Filipino envoy told Dr. Weiss the Embassy is ready to work with IOM in reinforcing the positive steps that the Iraqi Government has been taken during the past several years to address this concern. In their meeting, Chargé d Affaires Cato highlighted the successful cooperation between the Embassy and IOM in 2015 that led to the rescue and repatriation of 10 Filipina trafficking victims in Kurdistan. He also cited the joint campaign with IOM in raising public awareness on the issue of trafficking in persons. We would not have successfully carried these out without IOM, Chargé d Affaires Cato said as he thanked Dr. Weiss for the support extended by the organization, which shouldered the repatriation and reintegration of the 10 Filipina victims. For his part, Dr. Weiss assured Chargé d Affaires Cato that the Philippine Government can count on the full support of the IOM in helping the Iraqi Government and the Kurdistan Regional Government build their respective capacities to respond to migration and trafficking issues. We thank the Philippine Embassy for collaborating with IOM in 2015 and we also look forward to further strengthening our partnership in 2016, Dr. Weiss said as he commended the Philippines for being an important IOM member-state known for its global best practices in migration management.

4 4OPINIONHeadline Gitnang Luzon FEBRUARY 04, 2016 EDITORIAL Lucrative, indeed THE Holidays may have ended, but crooks and hoods still abound, according to Angeles City s top cop. Somehow, criminals find Pampanga and Angeles City lucrative for their illegal activities, newly installed Angeles City Police Office Director Senior Supt. Sidney Villaflor said. Villaflor said most crime groups operating in Pampanga and Angeles City are those involved in riding-intandem and robbery/hold-up. The thing is, those recently arrested by the police are not even from Pampanga, but from nearby Tarlac, Bataan and Olongapo. Although some were successful in their illegal activities, they were apprehended or intercepted at police and Commission on Elections (Comelec) checkpoints placed around the city, Villaflor said. According to the ACPO director, there are 14 road blocks a day, manned by policemen and positioned in different strategic areas not only for the gun ban, but as anti-criminality checkpoints. The provincial government and city government of Angeles City are very supporting in the anti-criminality drives in their respective jurisdictions, by providing the police with the necessary equipment to fight crime. To our men in uniform, keep up the good work and help keep the province s streets safe, especially that we are in an election year when more than robbery/hold-up incidents are known to take place. Office Address: 2nd Floor, U2 Building, MacArthur Highway, Dolores, City of San Fernando, Pampanga, 2000 Tel. Nos. (045) AS A kid growing up in P. Nuqui Street, Barangay Lourdes, Angeles City, I ve spent a lot of time playing along the railroad tracks near the old Angeles Station since it is so close to our humble abode. The 1,100-kilometer Philippine National Railway tracks run from Bicol region up to La Union and between the early 70s up and the mid 80s, it blazed the trail between the two points with its central terminal in Tutuban, Manila. The railway tracks went silent during the time of former President Corazon Aquino due to neglect and damages caused by intermittent typhoons. For some 30 years up until now, it went into the abyss of neglect as informal settlers took over what remains of the PNR stations. In Angeles City at least, the old Angeles Train Station was given a new lease in life after former Clark International Airport Corporation VP-COO Alex Cauguiran converted it into a people s park. Not only the Angeles Train Station, but also the other areas along the old PNR tracks. As a carefree kid, I used to fly kites at the railway tracks with my cousins because there are no obstructions, besides, we knew when the train was coming because the rails convulsed. When the train operator hit the choochoo horn, we had to move aside but not until we laid out the spoons and forks or soda caps neatly along the tracks. Boy, the spoons, forks, and soda caps were flattened after the ACCORDING to the 2016 Chinese New Year which will be celebrated this coming February 8 is the 4713th Chinese year, as old beliefs state that it was in 2697 BC when the Yellow King, the first ruler of China, was enthroned. Also called as Spring Festival, the Chinese New Year is the grandest and most important celebration in the Chinese culture. It comes on the first day of the Chinese lunar calendar and lasts for almost half of a month. But in folk custom, this traditional holiday lasts from the 23rd day of the 12th month to the 15th day of the first month (Lantern Festival) in the lunar calendar. Among these days, the Eve and the first day Spring Festival holiday is the peak time. The exact days are different in every year according to the lunar calendar. The preparation starts 7 days before the New Year s Eve. According to Chinese lunar calendar, people start to clean the house on Dec. 24, butcher on Dec. 26th and so on. People have certain things to do on each day. These activities will end Reviving Daang Bakal Check and Balance Arnel San Pedro train passed by. We used the flattened spoons and forks at school during our gardening. The old PNR was the former Ferrocarril de Manila-Dagupan, during the Spanish colonial period which began operations in November 24, It later became the Manila Railroad Company during the American period. In 1946, it finally became the Philippine National Railways by virtue of Republic Act No It was probably in the 70s when I last took my PNR train ride from the City of San Fernando to the Angeles Station along with my late grandmother that historical part of the tracks that also brought the Battling Bastards of Bataan all the way to Capaz, Tarlac. The train ride was a breeze because in a matter of several minutes we were in Angeles City right in the middle of P. Nuqui Street in Lourdes. No stops midway and no traffic. Recently, the government noted that it will revive the old PNR line under the North-South Commuter Railway (NSCR) Project in Luzon which is expected to bring in limitless economic opportunities for the country Year of the Red Monkey Jan. 15th of the lunar calendar. The significance that Chinese people have for this festival is comparable to our anticipation and high regard for the Christmas and New Year celebrations which is the apt time for families to get together and celebrate the holidays. Using the Stem-Branch Calendar to count the days, months and years, 2016 is declared as the year of the Monkey. The Stem sequence order is Yang Wood, Yin Wood, Yang Every time we welcome the beginning of a new year, it has become one of our traditions to find out what the year will bring us based on our Chinese Zodiac Signs. Fire, Yin Fire, Yang Earth, Yin Earth, Yang Metal, Yin Metal, Yang Water and Yin Water. Branches use animal names. The Branch sequence order is Rat, Cow, Tiger, Rabbit, Dragon, Snake, Horse, Sheep, Monkey, Chicken, Dog and Pig. Stem and Branch are used together to form a cycle of 60 counting systems which begin with Wooden Rat and end with Water Pig. From 1924 to 1983 is a complete cycle. Year 2016 is Male Fire Monkey the 33rd of the Stem-Branch in the system. Because Fire is connected to Red in the Five-Element system, It will take more years but at least Japan has vowed to finance the P97-billion railway system that will revive the old PNR route from La Union up to Bicol. This railway system will also solve the congestion inside Metro Manila and speed up the movement of industrial and farm produce. Brainwaves Michelle Catap- Lacson and further mobility for the Filipino people. It will finally seal the last nail to the coffin, I mean, the railway system will give tooth and meaning to the overall development of the Clark International Airport. This is what the CRK airport needs and there will be no excuses not to develop the airport when the trains start coming in. Passengers from La Union in the North and those from Bicol in the South will get directly to the Clark International Airport via the PNR trains. It will take more years but at least Japan has vowed to finance the P97- billion railway system that will revive the old PNR route from La Union up to Bicol. This railway system will also solve the congestion inside Metro Manila and speed up the movement of industrial and farm produce. When the PNR trains start rumbling along the old railways tracks anew, it will be a déjà vu. I will take my sons or grandsons there at the railway tracks and fly kites like the old days but of course we have to watch the incoming train. I know when it s coming as the Earth will heave and the rails convulse. Along with it, my heart will also be heaving in gratification. Year 2016 is also called the Red Monkey year. Every time we welcome the beginning of a new year, it has become one of our traditions to find out what the year will bring us based on our Chinese Zodiac Signs. The general predictions for the 2016 Year of the Monkey as given in the above website: According to Chinese Five Elements Horoscopes, Monkey contains Metal and Water. Metal is connected to gold. Water is connected to wisdom and danger. Therefore, we will deal with more financial events in the year of the Monkey. Monkey is a smart, naughty, wily and vigilant animal. If you want to have good return for your money investment, then you need to outsmart the Monkey. Metal is also connected to the Wind. That implies the status of events will be changing very quickly. Think twice before you leap when making changes for your finance, career, business relationship and people relationship. While the above predictions may serve as motivation, inspiration as well as caution as we go through our lives this year, let us all be reminded that we are still the ones in control of our own destiny. Our success or downfall still depends into our own hands. To all our fellow Filipino-Chinese brethren, Kiong Hee Huat Tsai!

5 OPINION 5 FEBRUARY 04, 2016 Headline Gitnang Luzon AFTER the reopening of the Senate hearing on the Mamasapano case, I strongly believe that we need to ask the Supreme Court: Tell us again why Senator Enrile is not in jail? If the SC believes that Senator Enrile is rightfully accorded of his humanitarian considerations, then on what humanitarian bases should the old senator be accorded to? Because of his age? Because he claims that he is sick? The Filipino people didn t see a sick old senator in that senate hearing, did they? So please, my dear SC justices, tell us that you did not commit a lapse in judgment in according Senator Enrile the humanitarian considerations that many strongly think he does not deserve and should then be reconsidered and reversed. Why political tapestry is ugly Towards the Light ABEL SOTO MAMASAPANO as a US PROJECT. It was their project. No doubt about it. It was part of their global fight against terrorism. It was part of their global anti-terrorism agenda. Only a stupid would not understand this. They could have fired a single drone and finish off Marwan and company. But they chose to go to their local partners. We are also part of the global fight against terrorism. Don t make any mistake about it. The global fight against terrorism is a multinational effort. Many countries are involved; the list includes us. The US provided the leadership, of course. Hence, we are one of their convenient partners. Washington, whether it was CIA, DIA, or any other US agency, had provided the intelligence information and funds to pursue Oplan Exodus. We only executed the project. Obviously, the US did not want any sovereignty issue raised on the project. That was something evident. But the point was that the objective was achieved. Marwan was dead. Many things could be said about the extent of the US involvement. Spin doctors would certainly take varying spins about it. Was it for our national interest? Was it for global peace and stability? I don t want to argue. But the point is that the issue is not yet given a closure, a justifiable one, that is. Many say that it s time for healing and rebuilding that we have our lessons. But what happened to justice? SAVING HIS OWN SKIN. We can t expect Juan Ponce Enrile to demonstrate statesmanship of the highest order. We can t expect him to work for the country. He is working for himself. He is working to save his ass. He knows that the only way out from the flurry of plunder charges he now faces before the Sandiganbayan is to work for a Jejomar Binay victory in the coming polls. But he has to ingratiate himself with Binay by lawyering for him in every forum, particularly Congress. There is only way to look at the current chain of developments. What we see is a clear political conspiracy of youknow-what. Should we not then reject Binay in the coming elections? Should we really allow our country to have a world class you-know-what as its next president? This is tantamount to national suicide. SELF SABOTAGE. By giving him the microphone, he would certainly shoot himself in the mouth. He is quite talented in sabotaging his own political campaign. There is absolutely no need to engage in what he thinks is a conspiracy against him. It s a merely figment of his imagination. This politician could hardly comprehend the nature of national politics. He is sure to lose. There is no need to engage in any conspiracy against him. It would be a waste of time... GREAT ATHLETE. I never saw Caloy Loyzaga in his playing days. I was not even born then. The things I know about Caloy came from my dad and my lolo Kitong (the late Enrique Soto), who knew and watched him as a player of the fabled Yco Painters. From my Apung Kitong, I came to know his heart, which was as sturdy as a lion s, and on-court sagacity similar to an eagle. He personified great leadership. He led a modest life off-court. It was a good thing that he gave us two outstanding basketball-playing sons Chito and Joey. Mr. Caloy Loyzaga provides us an example how cruel our country to outstanding athletes like him. Page 7 teacher s corner Parents-teachers alliance to achieve quality education by ALEX G. GARCIA EDUCATION is truly a great process that develops an individual holistically. As a process, it needs really a time devotion to achieve what has been planned to realize. Many philosophers and theorists believe that education and its purpose can be best achieved through the helping hands of the involved stakeholders. Parents as the first teachers of their children and their home as their first school, play a tremendous and significant title role in molding the minds of their children. Prior learning has taken and transpired first at home. So, parents must give enough effort to educate their children about essential matters that could help them grow as mature and responsible individuals. Meaning, parents must perform role playing in guiding their children to the right path so that they will grow as God-loving and productive members of the society. Inside the classroom, the teaching-learning as a process takes place. The teacher prepares lessons for the learners and facilitates every lesson so that learners would not experience problems. The sole purpose of the teacher is to develop each and every learner wholistically. The aim of parents why they send their children to school is to acquire and learn the skills of life and so do the teachers. In this point of view, they are both dreaming for the advancement of life ahead of every learner. It is so inviting and encouraging looking at parents giving their full support to teachers to whom they entrusted their children. Certainly, the latter performs the best to realize this mutual target, and that is to achieve quality education for our schoolchildren. Everything becomes possible and lighter to achieve when we dream and work hand-in-hand as strong and moving agents of change. The author is Head Teacher III of Sto. Domingo Elementary School, Lubao East District, Lubao, Pampanga. headline in history Start of the Filipino-American War O n February 4, 1899, an American sentry shot a Filipino soldier who was trying to cross the San Juan Bridge, Santa Mesa, marking the start of the Filipino-American War. At about eight o clock in the evening of that day, Private William Walter Grayson, together with two other members of his patrol, entered into Barrio Santol in Sampaloc, Manila to find out whether there were Filipino soldiers in the vicinity. Upon seeing the Filipino soldiers, the American sentry shouted Halt! When the Filipinos continued on their way, the American fired and killed one of them instantly. This triggered firing between both sides, which spread to Paco and Sta. Ana. And so the Filipino-American War began. According to Spanish Professor J. A. Ranes in his Biographical Sketch of Vibora, it was General Artemio Ricarte who led the Filipino troops, who were around Manila at the time, against the Americans. Although the Filipino forces were at a disadvantage, having no sufficient arms to fight the American troops, still it took the Americans almost three years to conquer the Filipinos. The war came to an end on March 23, 1901 with the capture of Aguinaldo by the Americans in Palanan, Isabela but resistance against the American occupation lingered in some parts of the country. --KAHIMYANG.INFO

Martin G. Romualdez today urged the Department of Labor and Employment and other concerned government agencies to spare no effort to keep 12,000 Filipino architects and engineers in their jobs in Qatar. The lawmaker issued the statement following reports that Qatar is already implementing a new employment requirement for foreign workers that could adversely affect the status of the OFW architects and engineers. We must protect the jobs of no less than 12,000 OFWs in Qatar. These are highly qualified professionals who had completed their education in the Philippines before the K to 12 program education came into effect, Romualdez said. Even if our current crop of OFWs have not had the benefit of undergoing the 12-year basic education that is the norm in other countries, they can cite their equivalent work experience to offset the missing two years in their basic education, the solon said. Qatar s Supreme Education Council now requires a 12- year basic education, or a total of 16 years of education, for registering professionals, such as architects and engineers in Qatar. Workers were given only until February 1 to register with Qatar s Urban Planning and Development Authority (UPDA). Qatar considers the 12-year basic education program as equivalent to a high school diploma. Thus, Filipino engineers cannot register with the UPDA because all of them completed only 10 years of basic education, and the Qatari authorities have only issued a two-year diploma equivalency for engineering degrees earned in Philippine higher education institutions (HEIs). According to Labor Secretary Rosalinda Baldoz, if the workers will not register, they cannot practice their profession in Qatar. But Baldoz remains optimistic that OFW engineers, who work in 20 to 30 percent of MANILA The Senate yesterday adopted a resolution commending Liviana G. Navarro for being a five time gold medalist, and for bagging five plaques and four other medals in the 19th World Championship of Performing Arts (WCOPA) held last July 13-17, 2015, at Long Beach, California. According to Senate Resolution No introduced by Sen. Antonio Trillanes IV, the World Championship of Performing Arts (WCOPA) is considered the Olympics of Performing Arts and is participated by over fifty countries around the world. The successful stint of the Philippine contingent to the 19th WCOPA brought home a total of 136 medals, nine of which Romualdez urges gov t to act on possible displacement of 12,000 OFWs in Qatar construction consultancy firms in Qatar, will not be easily displaced as Qatari authorities, as well as employers, have said they are open to acknowledging the full equivalency of the educational qualifications and relevant work experience of the Filipino engineers and architects. Romualdez, who is running for senator in the May polls, expressed hope that with representatives of the Professional Regulation Commission (PRC) and the Commission on Higher Education (CHED) making representation with their Qatari counterparts, the matter could be cleared up as soon as possible. Based on the records of the Philippine Overseas Employment Administration, there was an increase of 19,362 in Qatar job orders from 85,510 in 2014 to 104,872 in There are 172,000 migrant Filipino workers in Qatar, 23,000 of whom are professionals; 86,000 are highly skilled; 30,000 are semior low-skilled; and 30,000 are household service workers. The DOLE said it has not received any official report of Filipino engineers or architects being displaced on account of the new Qatar requirement. were won by the Philippines youngest delegate the sevenyear old, third-grader Navarro. Navarro brought home five gold medals and five plaques, winning in eight different categories during the event, the resolution said. In the vocals competition, she bagged the top prizes in the Broadway, Pop, Rhythm and Blues, Variety and Open categories. Navarro also won silver and bronze medals from modelling in formal and casual wears, respectively, and another bronze for the group production number. Navarro is also the youngest recipient of the most-coveted WCOPA Industry Award for an Artist. Even in a tender age, she has already shown to the world the unrelenting spirit of Filipino competitiveness and excellence in the field of performing arts, the resolution added. The outstanding performance by this young Filipino artist deserves to be recognized and commended for the honor, pride and recognition she has brought to our country, Trillanes said. Marcos, Jr. yesterday called for intensified anti-drug campaign in all government agencies including regular random drug testing for state workers. Marcos aired the call after the Philippine Drug Enforcement Agency reported to the Senate an increase in the number of public officials and employees arrested last year for alleged links to the illegal drug trade, or a total of 191 government personnel compared to 180 arrested in Unless the government can attend to its own backyard first by cleansing the ranks of public officers and employees of those involved in illegal drugs we cannot launch a credible nationwide campaign against the drug menace, said Marcos. Marcos noted that Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 mandates the conduct of random drug tests for officers and employees of public and private offices. The implementing rules and regulation of RA 9165 gives to the Civil Service Commission the duty of ensuring the implementation of random drug test in government offices. Marcos admitted that random drug tests alone won t be enough to cleanse the bureaucracy of people involved in drugs. But if there is consistent implementation of random drug tests in all government offices it would at least serve as deterrent against drug use among public servants, said Marcos. Meanwhile, Marcos also backed proposals to allow antinarcotic enforcers to conduct wiretapping operations against drug syndicates, saying this would buttress the government s efforts against illegal drugs. Crooks are getting high-tech and we must provide our law enforcement agencies the means to deal with this situation, he said. He noted that in a series of surprise searches prison authorities conducted at the New Bilibid Prison authorities confiscated various contrabands from inmates including high-tech gadgets such as cellphones, tablets and computers with Internet connections. This gives bases to suspicion that arrested drug lords manage to go on with their illegal business inside their cells. We must not allow this to happen, Marcos stressed. Marcos had been calling for a shift in the priority of the antinarcotic campaign, saying the target should be big-time drug syndicates instead of small-time pushers and drug dens. At the same time he said the government s anti-drug campaign should also involve the entire community, including the parents, schools, church, barangays and other institutions, particularly in the conduct of values education to steer the youth away from the lure of illegal drug.

There are 14 road blocks a day, manned by our policemen and positioned in different strategic areas not only for gunban but as anti-criminality checkpoints, VIllaflor pointed out. Citing an example, Villafor mentioned the recent carnapping incident in Pampanga where the suspects have been intercepted at a police checkpoint along Friendship Highway in Barangay Cutcut, Angeles City. The stolen motor vehicle was recovered. We are going to complete the site development in a period of three years, Casanova said. BCDA has recently entered into a joint venture in favor of its partner Filinvest Development Corp. for the development of Green City s Phase 1. Under the agreement, pulse... from Page 2 checkpoints... from Page 2 sified interdiction operations against identified felons and wanted persons, Sermonia added. Particular in this beefed up drive is the aggressive accounting of loose firearms which Sermonia said are used by persons and groups to intimidate voters and influence the results of the elections. The position paper was created by Partido Abe Kapampangan (AbeKa), Angeles City Mayor Edgardo Pamintuan s local party. The Ninoy Aquino International Airport, we believe, is in a situation perhaps worse than EDSA. Delays in flights due to congestion of air traffic, resulting in untold opportunity losses, is already a regular occurrence. There is no option at hand other than opening a new international airport, which would take decades and tens of billions of pesos to complete. Meanwhile, we have the Clark International Airport waiting to be utilized, AbeKa president and former CIA vice president for operations Alexander Cauguiran said. The interest of the Partido Abe Kapampangan on this issue lies on the expected boost the airport can bring not only to the local economy but national as well, which could result in more jobs and business opportunities for our people. Our party will actively support those who see the wisdom of our position, he added. AbeKa s position paper includes a four-point agenda for the development of CIA and the decongestion of the Ninoy Aquino International Airport (NAIA). The first point urges leaders to legislate the MNL-CRK Dual Airport System as a priority national policy and direct the Department of Transportation and Communications, the Civil Aeronautics Board and Civil Aviation Authority of the Philippines to establish and implement an Air Traffic Distribution Policy for MNL and CRK. In their second point, AbeKa also urged leaders to legislate the non-imposition (or a moratorium on the collection) of travel tax in all airports of the Philippines except MNL. For their third point, AbeKa wants leaders to legislate exemption of Filipino airlines flying domestic routes (at all Philippine airports except MNL) from payment of police in its campaign against lawless elements. The Angeles City Filipino-Chinese Chamber of Commerce pledged to help the ACPO by providing 26 handheld radios to improve and make reliable the communications system of the police, said Villaflor. Pamintuan earlier lauded Villaflor for his sterling accomplishments in the campaign against criminals that led to the arrest of 80 persons, including 30 illegal drugs personalities since December last year up to present. Since the election period started, Villaflor said at least seven firearms have been seized by policemen manning checkpoints. VIllaflor attributed his score to BCDA will invest P6 billion for road infrastructure while the Gotianun Group will develop the internal road network. BCDA expects about P10 billion in revenue generation this year, slower than this year s record generation of P10.7 billion. This is an investment year so we have to add more value to our assets, but once we have developed our assets then we can generate more revenues, Casanova said, adding that once these projects have been developed, they can start pre-selling the assets. Hot Air Balloon Festival will be held starting Feb 11 to 14. Local DJs to perform during the concert include Mars Miranda, Callum David, Miaow, Funky Avy, Martin Fulgar and Katsy Lee. Pampanga people like to party but most of them have yet discovered and experienced a true dance festival that s comparable to the ones that the party crowd in Manila enjoy. Because we want to make Widus the next premier entertainment destination in the north, we ll be the first one to bring them a world-class party experience that they deserve through The public is also reminded that the prohibition on transporting firearms is in full effect. Gun owners are directed to refrain from carrying their firearm unless they have the exemption from the Commission on Elections (COMELEC). In a separate interview, COMELEC Provincial Election Supervisor Gilbert excise tax and value added tax on their aviation fuel. And lastly, AbeKa asks leaders to direct Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Department of Health and other government agencies to ensure that preemployment procedures and services required of OFWs are available near Clark International Airport in Pampanga (preferably under a one-stop government center). Last week, aspiring president Senator Grace Poe has vowed to create a policy that will ensure the full utilization of Clark airport once elected as president. operation Lambat-Sibat, a strategy adopted by the police in neutralizing criminal groups. He said his men are on the lookout for suspects believed to be responsible behind the recent heists that took place in this city.
