4 '. The Brokerage Concept INTRODUC;TION The Division of Parole Supervision endorses the concept of the Parole Officer as a "broker of community services." Brokerage has been defined as a realistic approach to parole supervision because it speaks to the Parolee's immediate and pract ical needs. Problems facing the ex-offender--such as lack 0 f ernploymen t, hous ing, food and clothing, social rej ection, lack of coping Skills--cannot be so... ved by talk. These problems requi~e action of a practical nature designed to provide concrete and immediate relief. Th is is the sort of help the offender needs now, cp'n understand and work toward. It is the kind of goal attainment which has immediate impact on the parolee's life and can provide the types of experiences which convince him that he is important, is capable of doing for himself and can 1 i ve a lawful and productive. 1 ife. If t.he Parole Of f icer can help the parolee resolve some of the more pressing problems facing him, we have come a long way in removing the causes of crime and recidivism. However, no one Parole Officer has all the skills necessary to deal with the multifaceted needs of people, especially in view of incre9sing caseloads. The al ternative is for the Parole Officer to begin by identifying the individual needs of the parolee, and then identifying the communi ty agencies best able to provide them. Putting the need together with the service agency best able to :):ul ill that need is what brokerage is all about. i

5 How to Use This Directory This directory is designed to aid institutional parole officers in pre-parole counseling, and district parole officers in pre-parole investigations, parole plan development and especially in parole supervision. The first part of the directory should be especially helpful in fulfilling special conditions of parole such as drug and alcohol counseling or psychological counseling. The second part of the directory lists halfway houses contracting with the Board of Pardons and Paroles. Residency in these houses may be by special condition or by direct referral from field officers. Placements of parolees in halfway houses from the field have often been an alternative to parole revocation. Halfway houses provide not only supervision in temporary housing but may provide job counseling, drug or alcohol treatment and psychological counseling, and should be used when client needs cannot be adequately met within the community by public agencies. Field parole officer::: should use the directory before transferring parolees between districts to ascertain whether that district provides services for maintaining the \ parole plan. The third part of the directory shows those public and private agencies that may be useful in resolving problems in parole adjustment or parole planning such as medical needs, employment, welfare programs, veteran's benefits and treatment programs. ii

6 It's Up to You In developing job resource ban~$, parole officlars are encouraged to make personal contacts with community employers and personnel directors. Also, the Texas Employm~nt Commission will furnish parole officers with current labor market information and occupational information by industry. By Division policy, parolees wpo are unemployed are expected to register with TEe and to follow up on jobs r-eferred by that agency in an effort to find their own employment. In those counties where there are no known services available (as noted in the qirectory), or if the cost of available services is inhibiting, the parolee should be referred to the Texas Rehabilitation Commission. Upon registering with TRC, that agency will determine whether the parolee is eligible for their assistance. Changes in the Directory District parole officers should ~ake a continuous survey of services available in their counties.
