5 WELCOME The Commission for Postsecondary Education (ACPE) is required by statute to compile and disseminate information to the public regarding postsecondary education opportunities in this state (A.R.S B.4). This publication is a comprehensive guide of educational opportunities in the state of Arizona. ACPE s mission is to expand access and increase success in postsecondary education for Arizonans. Find out more about the ACPE by reading our 2013 fact sheet below: Student Financial Assistance s General Information Serve as National Association of State Student Grant and Aid s Entity for Arizona Administer more than 3,700 state/federal student grants representing more than $3.5M annually including AZLEAP, MSSE, CAC Last Stretch Scholarship, PFAP and PEG grants for students attending both public and private institutions. Administer the Arizona Family College Savings (529) which holds $707 million in assets, representing more than 65,000 accounts. Accounts are managed by three trusted and experienced financial institutions. Forum for All Sectors of Postsecondary Education Serve as the forum for private and public postsecondary education leaders to identify common problems and opportunities focused on students. Provide higher education venues, such as the Developing Arizona s Human Capital conference where educators, policy makers, and business leaders come together to focus on higher education issues. Sponsor the Arizona Minority Education Policy Analysis Center (AMEPAC) to foster dialogue through issue-based research studies. Where Arizona s students and parents will take the first critical step in financial aid (completing the FAFSA) assisted by more than 300 financial aid professionals at sites statewide. Sponsor Pathways to Postsecondary Education Awards to encourage best practices in college access. Offer students and parents print and web-based information such as the Rapid Guide to Financial Aid and the Arizona College and Career Guide. 1

6 General Information ACCREDITATION Accreditation is the primary means of assuring and improving the quality of higher education institutions and programs in the United States. It is a process of external quality review used by higher education to scrutinize colleges, universities and higher education programs for quality assurance and quality improvement. Accreditation in the United States is more than 100 years old, emerging from concerns to protect public health and safety and to serve the public interest. In the U.S., accreditation is carried out by private, nonprofit organizations designed for this specific purpose. External quality review of higher education is a nongovernmental enterprise. There are three types of accreditors: Regional accreditors: Accredit public and private, nonprofit and for-profit, two- and four-year institutions. This is a comprehensive review of all institutional functions. National accreditors: Accredit public and private, nonprofit and for-profit institutions, frequently single-purpose institutions, including distance learning colleges and universities, private career institutions and faith-based colleges and universities. Specialized and professional accreditors: Accredit specific programs or schools including law schools, medical schools, engineering schools and programs, and health profession programs. The Purposes of Accreditation Accreditation serves the following purposes: Assuring quality. Accreditation is the primary means by which colleges, universities and programs assure quality to students and the public. Accredited status is a signal to students and the public that an institution or program meets at least minimal standards for its faculty, curriculum, student services and libraries. Accredited status is conveyed only if institutions and programs provide evidence of fiscal stability. Access to federal funds. Accreditation is required for access to federal funds such as student aid and other federal programs. The federal government and accreditors sustain a cooperative relationship whereby government relies on accreditors to confirm the quality of institutions and programs in which students enroll using federal student aid funds. Federal student aid funds are available to students only if the institution they are attending is accredited by a recognized accrediting organization. Easing transfer. Accreditation is important to students for a smooth transfer of courses and programs among colleges, universities and programs. Receiving institutions take note of whether or not the credits a student wishes to transfer have been earned at an accredited institution. Although accreditation is but one among several factors taken into account by receiving institutions, it is viewed carefully and is considered an important indicator of quality. Engendering employer confidence. Accreditation status of an institution or program is important to employers when evaluating credentials of job applicants and when deciding whether to provide tuition support for current employees seeking additional education. Recognized Accrediting Organizations This chart lists regional, national faith-related, national career-related and programmatic accreditors that are or have been recognized by the Council for Higher Education Accreditation (CHEA) or the U.S. Department of Education (USDE) or both. Organizations identified by ( ) are recognized; ( ) indicates those not currently recognized. A (*) identifies accrediting organizations that were formerly recognized. CHEA-recognized organizations must meet CHEA eligibility standards (www.chea.org). Accreditors exercise independent judgment about whether to seek CHEA recognition. For USDE recognition, accreditation from the organization is used by an institution or program to establish eligibility to participate in federal student aid or other federal programs (www.ed.gov/about/offices/list/ope/ index.html). Some accreditors cannot be considered for USDE recognition because they do not provide access to federal funds. Other accreditors have chosen not to pursue USDE recognition. Because CHEA affiliation and USDE recognition depend on a range of factors, readers are strongly cautioned against making judgments about the quality of an accrediting organization and its institutions and programs based solely on CHEA or USDE status. 9 Federal Student Financial Aid FINANCIAL AID Students and their families sometimes mistakenly think that they don t qualify for financial aid and prevent themselves from receiving aid by failing to apply. There are a variety of federal aid programs in which students may qualify. The first critical step in applying for financial aid is to complete the Free Application for Federal Student Aid (FAFSA) online at The application is available January 1st and it is recommended that in order to receive maximum consideration for all aid you submit the FAFSA by the end of February. A new FAFSA can be submitted through June 30, 2014 and corrections to a FAFSA can be submitted through September 20, In addition, some merit based aid such as scholarships require the FAFSA. The FAFSA form is free, so take advantage of the opportunity it may offer you. You risk nothing if you complete and submit the form, and you may find that you qualify for financial assistance that you never expected. Additionally, have a list of postsecondary institutions that you have either applied to or think you will apply too. This information is required on the FAFSA. General Information Financial aid is money to help pay for your postsecondary education. Such aid can come from a variety of sources like the state where you live, the U.S. federal government, the postsecondary institution you attend, or nonprofit or private organizations. Additionally you should think about what you can do to lower your costs when you go to college. Institution cost is an important factor because the cost can vary significantly from institution to institution. You will want to ensure the cost of your institution is reasonable compared to your potential career earnings after you graduate. Remember any institution that participates in federal student aid programs is required to provide information on its Cost of Attendance and to offer a net price calculator which will give you an idea of how much the program costs after subtracting any financial aid. Furthermore, most students receive some kind of financial aid and there are many sources of financial aid that will help cover your costs like grants, scholarships, work-study, loans, and tax benefits. Grants and Scholarship: Free money which usually does not have to be repaid. Occasionally some grants may have to be paid back, for example, if you withdraw and have not completed the enrollment period. Scholarship searches like CareerOneStop (www.careerinfonet.org/scholarshipsearch/) and FastWeb (www.fastweb.com) may be helpful. Work-Study: Provides part-time work while enrolled which helps pay your expenses. Work-study programs are administered through the institution so check with your financial aid department to see if the institution participates in the program. Loans: Money you borrow and must pay back, some loans include interest or may have loan forgiveness options which require certain criteria to be met before the loan can be forgiven. Make sure when taking out any loan that you fully understand who is making the loan and the terms and conditions of the loan. Loans can come from state, federal, or private sources. The federal programs consist of the William D. Ford Federal Direct Loan and the Federal Perkins Loan. It is important to understand a loan is a legal obligation and it is your responsibility to be a responsible borrower. Tax Benefits: The IRS provides tax benefits like the American Opportunity Credit and the Lifetime Learning Credit. For further information read the IRS Publication 970, Tax Benefits for Education. 10 General Information Arizona State Financial Aid The following financial aid programs are administered by the Arizona Commission for Postsecondary Education: ARIZONA LEVERAGING EDUCATIONAL ASSISTANCE PARTNERSHIP (AZLEAP) The Arizona Leveraging Educational Assistance Partnership (AZLEAP) Grant is a program that establishes a state and institutional partnership to provide student financial assistance in the form of need-based grants to low-income students who have demonstrated substantial financial need, enabling students to attend postsecondary institutions in the State of Arizona. The AZLEAP Grant is awarded by each participating institution to undergraduate Arizona residents who are attending a participating eligible Arizona postsecondary education institution. Students who are interested may inquire about the AZLEAP grant at the financial assistance office at their institution. MATH, SCIENCE, SPECIAL EDUCATION TEACHER LOAN FORGIVENESS PROGRAM (MSSE) The MSSE is a student-centered, need-based forgivable loan designed to financially support and to encourage Arizona resident junior or senior college students to enter into the teaching profession and teach in a public school in Arizona. The maximum forgivable loan is $7,000 per academic year for up to three years. Students must enter into an agreement with the ACPE to teach in an Arizona public school. Additionally, students must sign a promissory note acknowledging the conditions of the loan and promising to repay the loan plus interest if teaching obligation is not met. COLLEGE ACCESS CHALLENGE LAST STRETCH SCHOLARSHIP The College Access Challenge Last Stretch Scholarship is a need-based scholarship designed to assist college students who have completed at least 60 college credit hours to achieve their baccalaureate degree at any regionally or nationally accredited institution. Eligible students must have substantial financial need (Pell Grant eligible) as determined by the Free Application for Federal Student Aid (FAFSA). One half of the program funds will be awarded to eligible students seeking a bachelor degree in any program of study. One half of the funds will be awarded to eligible students enrolled in an eligible STEM (Science, Technology, Engineering and Math). The maximum grant award for the academic year is $2,000 based on full-time enrollment. POSTSECONDARY EDUCATION GRANT PROGRAM (PEG) PEG is a student-centered, non-need based grant (forgivable loan) designed to financially support and encourage students to attend a private postsecondary baccalaureate degree granting institution in Arizona. The maximum grant is $2,000 per year for up to four years and qualified expenses are limited to tuition, books and fees. The funds must be repaid to the ACPE if the student fails to achieve a bachelor s degree in five years. PRIVATE POSTSECONDARY EDUCATION STUDENT FINANCIAL ASSISTANCE PROGRAM (PFAP) PFAP is a student-centered, need-based grant (forgivable loan) designed to financially support and encourage Arizona community college graduates to attend a private postsecondary baccalaureate degree granting institution in Arizona. The maximum grant is $2,000 per year for up to two years and qualified expenses are limited to tuition, books and fees. The funds must be repaid to the ACPE if the student fails to achieve a bachelor s degree in three years. Eligibility requirements, applications and participating institutions for all the above mentioned Arizona State Financial Aid can be found online at Institutional Financial Aid Additionally, each school may have institutional student aid available. For additional information about institutionally sponsored student financial aid, contact the financial aid administrator at the school you are considering.
