2 1 Management & coordination: HIS-HF (and all members of consortium) This is the workpackage responsible for assuming the smooth execution of the whole project. Due to the fact that this project does not simply involve the coordination of work of the 7 consortium partners, but also the coordination of work from all 25 plus country teams (researchers and policy-makers) delivering data for analysis from tailor-made national surveys, this task is extensive. The management team work as initiators and controllers of the tasks carried out in the workpackages and as secretariat for the coordination of work in the national research teams and cooperation with external partners. The daily management will involve the coordination of logistics and budget management. 3 2 Conventions for data collection: IHS (IHS, HIS-HF, Praxis, ResearchNed) This workpackage is responsible for the establishment of common standards for data collection in the participating countries (25 plus) via national surveys. This means that it sets down common questions for these surveys and a common procedure for the delivery of the national data for central analysis. The basis of all deliverables in this work package is a common agreement on the core set of questions and common conventions. Following preparatory work amongst two partners, a working group will be convened to discuss and agree the final questions and conventions. It will meet at the kick-off workshop to discuss first steps and this will be followed by a seminar in July, which will be attended by all members of the consortium working in this work package plus a number of external experts. 4 3 Data collection & delivery: ResearchNed (IHS, HIS-HF, Praxis) This workpackage will support the participating countries in the execution of their national surveys. Since previous experience with EUROSTUDENT has shown that the large majority of countries will be using online surveys, special support is available for this medium. Therefore a number of measures will be adopted to assist national teams: 1) a handbook, 2) explicit assistance in their preparations for online surveys for a select number of countries, other countries may contact the leader of the work package for some support via electronic communication media 3) a demonstrational prototype of the core set of questions in the form of an online survey will facilitate this translation process. Additionally, 4) three seminars will take place, each attended by around one third of participating countries (3 x 12 persons for each seminar, excluding seminar leader). The staging of the seminar is staggered to better fit with countries own timetable. 5 4 Reporting & dissemination: HIS-HF (IHS, Praxis, ResearchNed, NCHE) This workpackage involves many of the partners in the task of producing policyrelevant, reliable and comparative analyses. These analyses will be used for a country-focused presentation of the key indicators on a dedicated internet platform (DRM), a comparative synoptical presentation and interpretation of key indicators in country comparison (Synopsis of Indicators) and presentations at a large, international conference of experts and stakeholders by various members of the project consortium. 6 5 Exploitation: Praxis (IHS, HIS-HF, ResearchNed, NCHE, ECStA) This workpackage has the task of assuring the use of project results for decisions and policy evaluations related to the social dimension of higher education. It will achieve this working with other comparative data providers and users throughout the project lifetime, especially with Eurostat, Eurydice and the Bologna Follow-Up Group. Towards the end of the project, this work will be extended to working with national agencies and partners on national dissemination and exploitation strategies. A further way of assuring the use of project results is to make key results easily available and easy to interpret. This will be achieved by the formulation of Intelligence Briefs. 7 6 Quality assurance: Statistics Switzerland During the project lifecycle, Statistics Switzerland will act as an assessor of the quality assurance measures adopted within the project to assure the reliability and comparability of the data set. Quality checks of the work will be carried out at or near the conclusion of each of the project phases (preparation of national surveys, data collection, data delivery and control & data analysis and dissemination). The strategic direction of the project and an on-going evaluation on the importance of certain objectives and activities of the project will be discussed together with an International Steering Board, which will meet 4 times during the project lifetime. The leader of the workpackage is also the chairperson of the International Steering Board (the meetings of which will take place in Berlin). The Steering Board will be formed consisting of 8 members.
