1 UNITED STATES DEPARTMENT OF AGRICULTURE Farm Service Agency Washington, DC Notice CP-576 For: State and County Offices Global Positioning System (GPS) Software Distribution and Usage Approved by: Deputy Administrator, Farm Programs 1 Overview A Background FSA has purchased a limited amount of digital photography software called GPS-Photo Link. This software makes better use of photographs captured by the digital cameras by creating a hot link from a digital photograph to a Geographic Information Systems (GIS) layer using the GPS and a date/time watermark stamp. The digital camera is used as a tool to visually document geographic locations in a digital environment. GPS-Photo Link 2.0 software will provide a visual link to support data collection. The digital camera and software, in combination with GPS and GIS will enable State and County Offices to more effectively capture, analyze, and manage program data. General usage instructions for the GPS-Photo Link 2.0 software is available upon download and installation of the software. This notice shall be used as a self-paced training course. B Purpose This notice provides State and County Offices with: shipping dates for GPS-Photo Link 2.0 software, beginning late-october 2003 the number of copies of GPS-Photo Link 2.0 software each State will receive suggestions for distributing the GPS-Photo Link 2.0 software to State or County Offices point of contact information and procedure for verifying receipt of software information on installation and support of the GPS-Photo Link 2.0 software information on GPS-Photo Link 2.0 software training uses for GPS-Photo Link 2.0 software. 2 Notice CP Overview (Continued) C Purchase Information FSA purchased 250 copies of GPS-Photo Link 2.0 software that will be sent to State Offices for distribution to County Offices. Not all County Offices will receive a copy of the software. The Common Computing Environment (CCE) purchased 50 copies of the software. Because the 50 copies were purchased by CCE, 1 copy of the GPS-Photo Link 2.0 software will stay in the State Office and be made available to the other agencies in the CCE. 2 GPS-Photo Link 2.0 Software A Distribution Distribution of GPS-Photo Link 2.0 software will be on or about the same time as the release of this notice. Because GPS-Photo Link 2.0 software is not an enterprise license, 1 license; in the form of a Compact Disc (CD) can only be on 1 computer at a time. A prorated number of GPS-Photo Link 2.0 software CD s will be sent to each State Office. The number of CD s each state is receiving can be found in Exhibit 1 of this notice. Example: South Dakota has 6 CD s allotted to them. Only 6 computers in the whole State of South Dakota can have GPS-Photo Link 2.0 installed on them. The distribution of the GPS-Photo Link 2.0 software within a State will be up to the discretion of that State s SED. When a CD must be moved from one computer to another, the GPS-Photo Link 2.0 software must be uninstalled before it can be installed and registered on another. Instructions for this can be found in the help section of the software. B State Office Action State Office GIS Point-of-Contacts (POC s) shall: verify the number of GPS-Photo Link 2.0 software CD s is the same as the number in Exhibit 1 for your State contact the National POC by to indicate that your State has received all of the GPS-Photo Link 2.0 software assigned ensure that each State Office, through the SED, has an appointed person to distribute the GPS-Photo Link 2.0 software within the State Page 2

Note: Each state shall retain 1 CD for State Office CCE usage. 3 Additional GPS-Photo Link 2.0 Information A GPS-Photo Link 2.0 Software POC for Delivery For GPS-Photo Link 2.0 software, the FSA POC for delivery is: Todd Anderson, PECD Phone: FAX: todd.anderson@wdc.usda.gov B Training There will be no National sponsored training sessions for GPS-Photo Link 2.0 software. The installation guide and user tutorials that accompany the software shall be used as a self-paced training guide. C Support Support for all GPS-Photo Link 2.0 software will be directed using normal Help Desk procedures. If support is needed, contact your state IT staff who will assist or pass the request on to the FSA Help Desk in Kansas City. The support covers all issues such as, but not limited to, installation, general usage, product registration, and software functionality. The Help Desk will take care of the problem or accelerate the call to a Tier 2 support group for additional assistance. D Warranty FSA does not have a warranty agreement for the GPS-Photo Link 2.0 software product. Any issues concerning warranty on the GPS-Photo Link 2.0 software should be directed to the Help Desk Page 3
4 Notice CP Additional GPS - Photo Link 2.0 Information E Other Information The GPS-Photo Link 2.0 software and the MN DNR Garmin extension can not be open or running in the same ArcView project. MN DNR Garmin software is also used in uploading and downloading collected GPS waypoints using the Garmin Map 76 GPS units with differential correction. It is necessary to use both software and extension in the process of using GPS data and digital images. It is best to have GPS-Photo Link 2.0 in one project and the DNR Garmin in another. 4 Usage and Installation of GPS-Photo Link 2.0 Software A Program Uses The GPS-Photo Link 2.0 software, in conjunction with digital cameras and GIS software, can be used in FSA programs to hotlink a digital image to spatial data. Some County Office program uses include: chattel for farm loans fields for compliance boundaries for disputes CRP land under contract for participation verification disaster events for crop loss verification easements for location. Note: The software is not limited to these programs. County Offices are encouraged to use the software for other appropriate uses. 6 Steps for Installing the GPS-Photo Link 2.0 Software 1 Close out of all other programs before installing this software. 2 Log on to the CCE computer with an Administrator user ID and password. 3 Place the GPS-Photo Link CD in the CD-ROM of the computer receiving the software installation. The software should automatically start the installation process. A pop up window, shown below, will appear on your screen. Click the Next option. Note: If the installation does not automatically start, then do the following. in the lower left corner of the screen click on the Start button. select Run, click on the Browse button, select the CD-ROM drive (D:) select the file GPLInstallcd.exe, click the OK button click the OK button again to run the install. 4 On the GPS-Photo Link 2.0, License Agreement pop up window, accept the agreement by clicking the Next button Page 1
7 5 On GPS-Photo Link 2.0, Destination Location pop up window, accept the default folder location by clicking the Next button. 6 On GPS-Photo Link 2.0 Select Components pop up window, accept the default settings by clicking the Next button Page 2
8 7 On the GPS-Photo Link 2.0, Start Installation pop up window, click Next. 8 On the GPS-Photo Link 2.0, Installing pop up window, let the software install on the computer Page 3
9 9 On the final GPS-Photo Link 2.0 pop up window click Finish. 10 A GPS-Photo Link icon will appear on your desktop. The software is installed but is not registered. Double-click on the icon to run the software and perform a 1-time registration Page 4
10 11 GPS-Photo Link 2.0 must be registered upon completion of installation. click on mail button, located in the center on the right side of the pop up window to automatically generate an message the following screen illustrates the automatically generated message. send the as is and wait for a reply with an unlock code Page 5
11 12 A reply with the unlock code will look like the following screen capture. Your unlock code will contain numbers and capitol letters. Make sure to distinguish similarities, like a zero and capitol O or number 1 and lower case L. 13 Enter the unlock code in the unlock code space of the GPS-Photo Link 2.0, Registration pop up window. The code will be 8 digits and may contain numbers and/or letters. Click Register Page 6
12 14 On the GPS-Photo Link 2.0, Registration Successful pop up window, click OK. 15 An additional GPS-Photo Link 2.0, Registration pop up window will appear, click Continue. 16 A GPS-Photo Link 2.0, Introduction pop up window will appear, click Help Page 7
