1 The Voices from Main Street Regional Summit October 19, 2011 Indianapolis, Indiana Jean Breaux represents the East side of Indianapolis and has been a member of the Indiana Senate since She serves as Ranking Minority Member of the Senate Health and Provider Services Committee and has served as the Assistant Democratic Caucus Chair since Other appointments include the Energy and Environmental Affairs, Local Government, Tax and Fiscal Policy, and Utilities and Technology Committees. Senator Breaux is a board member of the NAACP, a member of the Indianapolis Urban League and is a past board member for the National Kidney Foundation. Tim Brown, MD, is Indiana State Representative from House District 41, which includes Montgomery, Parke, and Tippecanoe Counties. He was elected as a State Representative in 1994, and he serves as Deputy Speaker Pro Tempore and Chairman of the Public Health Committee. Rep. Brown received his Bachelor of Arts degree from Illinois Wesleyan University and his medical degree from the University of Illinois. Rep. Brown is an emergency room physician for St. Clair Hospital in Montgomery County. Rep. Brown was recently awarded the 2011 Public Policy Award from Arc of Indiana for his support of programs that help the developmentally disabled. Rep. Brown also won the Indiana State Medical Association s 2011 Legislator of the Year Award for authoring a measure to prevent delays in Medicaid reimbursements. William Cast, MD, is chief executive officer of nomoreclipboard.com, a digital, SaaSmodeled, personal health records company (PHR). As CEO, Dr. Cast guided NoMoreClipboard s PHR in a nationally crowded field of scores of personal health records companies to a top-ranked company that received a key federal grant from HHS, ONC, to demonstrate patient engagement, identification and authentication. He retired from the private group-practice of otolaryngology -- head and neck surgery -- in Dr. Cast serves on the board of directors of Indiana University Health, a nineteen-hospital health system with one of the nation s largest schools of medicine. He is chair of the Board of Trustees of Indiana University, a nine-campus research-intensive, tier I university. Dr. Cast is also a director of Octamer Biotechnology Company, Tiburon, CA, and a director of Indiana Health Information Exchange, a digital repository for health records in central Indiana, and a venture partner of the Regenstrief Institute. Stanley Crosley is a director of the Indiana University Center for Law, Ethics and Applied Research in Health Information (CLEAR), a health information strategy center created through IU s schools of Law, Medicine and Informatics. He is also of counsel to Drinker Biddle & Reath and leads the firm s Data Privacy and Health Information Governance team. Stan is the former chief privacy officer for Eli Lilly and Company, where he initiated Lilly s global privacy program in Stan also co-founded and served as chair of the
2 International Pharmaceutical Privacy Consortium. Stan was a member of the Institute of Medicine s Medical Research and Privacy Committee, which published the report Beyond the HIPAA Privacy Rule: Enhancing Privacy, Improving. Health Through Research.
3 Dan Evans, JD, is president & chief executive officer of Indiana University Health, formerly Clarian Health. Founded in 1997 by Methodist, IU and Riley hospitals. IU Health is now a statewide system with more than 20 partner hospitals and health centers throughout Indiana. IU Health is an academic medical center associated with Indiana University School of Medicine, one of the nation s largest medical schools and the site of thousands of research projects and clinical trials. Prior to December 2002, Mr. Evans was a partner with Baker & Daniels, a law firm of more than 370 professionals with offices in Indianapolis and as far away as China. Mr. Evans is an Indianapolis native who received his JD from the Indiana University School of Law in Robert M. Goldberg, PhD, is co-founder and vice president of the Center for Medicine in the Public Interest (CMPI). Along with Peter Pitts, Dr. Goldberg hosts the popular and controversial blog on the pharmaceutical industry and healthcare, Prior to founding CMPI, Goldberg was director of the Manhattan Institute s Center for Medical Progress and chair of its 21st Century FDA Task Force that examined the impact of the FDA s Critical Path Initiative on drug development and personalized medicine. He is an expert on Medicare reform, comparative effectiveness, and FDA s Critical Path Initiative and the author of many papers. Jack Harris, MD, is currently vice president at Eli Lilly, where he is responsible for the U.S. medical division (USMD). He joined Lilly in 1989 as a clinical research physician and has held several research and leadership positions at the company over his 20 year career. He received his medical degree from the University of Mississippi School of Medicine in 1984, and completed a residency in Internal Medicine at Indiana University Medical Center. In addition to focusing his organization on delivering improved patient outcomes, Dr. Harris has a passion for physician and leadership development and for transparency in the pharmaceutical industry. David L. Johnson, JD, is the president and chief executive officer of BioCrossroads, a market-driven collaboration of Indiana s leaders in life sciences. A longtime business leader and lawyer, Johnson led, initially as a community volunteer, the successful effort in 2003 to raise Indiana s first institutional life sciences venture capital fund, the $73 million Indiana Future Fund. Johnson was also directly involved in the later formation of BioCrossroads itself, from which he led, in 2009, the capitalization of a follow-on venture capital fund, the $58 million INext Fund. From BioCrossroads today, Johnson manages the $6 million Indiana Seed Fund, now invested in 11 promising, early Indiana life sciences businesses. An honors graduate of Harvard University, Harvard Law School and Oxford University, where he studied as a Rhodes Scholar, Johnson is active on a wide variety of business and community boards. Franmarie Kennedy, PhD, is acting director of the Health, Biomedical Science and Society policy program at the Aspen Institute. Over the course of her career, she has worked in all aspects of education and health policy, communications, marketing and fundraising as a consultant to non-profit organizations, foundations, corporations and as an executive in both government and academic institutions. Previously, Dr. Kennedy served on two White House staffs formulating domestic policy and held executive positions at the U.S. Department of Education and the National Institute for Literacy. She also has served in management positions at Georgetown University and American University. Since 1995, Dr. Kennedy has produced several documen-
4 taries for television. Over the past 8 years, she has concentrated on television and multi-media projects as a consultant to MacNeil-Lehrer Productions, producers of The NewsHour with Jim Lehrer. She also has served as a consultant to The American Red Cross, The American Physical Society, The American Medical Women s Association, the National Library of Medicine, EPC-global Inc. and The National Association of Chain Drug Stores.
5 John Ketzenberger is an award-winning reporter and editor who left journalism to revive the Indiana Fiscal Policy Institute, which engages in unbiased and nonpartisan research of the state s tax policy and budgeting practices. It is a membership-based not-for-profit that was formed in His experience covering business and politics in Indiana for more than two decades also provides the underpinning for his regular spot on the panel of Indiana Week in Review, a statewide public broadcasting program. Aside from his professional activities, Ketzenberger volunteers as a board member of the Indianapolis Press Club Foundation and the Indiana Pro Chapter of the Society of Professional Journalists. He is a 1986 graduate of Ball State University and DeKalb High School (1982) who lives in Indianapolis with his wife and three children. Chris Mickens, MHA, is chief technology and compliance officer for the Indiana State Department of Health. She is responsible for the oversight and direction of the agency s IT Infrastructure and directs the research of technology solutions and implementation to support new initiatives and the agency s security program and Office of HIPAA Compliance. She is the founder and former chairperson of the Indiana HIPAA Work Group (currently operating as the Indiana Security and Privacy Network), and currently serves on the advisory board of the Indiana University School of Informatics and Indiana Heart Hospital. In addition, she was serves on the National Privacy Advisory Board of the Association of State and Territorial Health Officers, and served as chairperson of the CDC standards committee for the creation of technical requirements, for the development of Statewide Immunization Registries. Patricia Miller, RN, is a member of the Indiana Senate, representing the 32nd District since 1983, and chairs the Senate Committee on Health and Provider Services. In 2007, Sen. Miller authored and led the drive for passage of the Healthy Indiana Plan, perhaps one of the most comprehensive bills for better health this state has seen. Thanks to HIP, thousands of Hoosiers who had no health insurance are now covered. Sen. Miller has received several awards over the years, including the George H. Rawls Indiana Public Health Award and the American Medical Association s highest accolade, the Davis-Bacon Award. She graduated from Indiana University and the Methodist Hospital School of Nursing. Senator Miller also has an honorary doctorate of human letters from Asbury Theological Seminary. Sen. Miller was a member of the Indiana House of Representatives from 1982 to Sam Nussbaum, MD, is executive vice president, Clinical Health Policy, and chief medical officer for WellPoint, Inc. He is the key spokesperson and policy advocate for WellPoint. In addition, he oversees corporate medical and pharmacy policy to ensure the provision of clinically proven, effective care. Dr. Nussbaum collaborates with key leaders in the industry physicians, hospitals and national policy and health care organizations to shape an agenda for quality, safety and clinical outcomes and to improve patient care for WellPoint s 34 million medical members nationwide. In addition, Dr. Nussbaum partners with WellPoint s Consumer Business Unit to advance WellPoint s international business and with HealthyCare Solutions, the strategic area focused on improving our customers access to innovative health care services. Prior to joining WellPoint, Dr. Nussbaum served as executive vice president, Medical Affairs and System Integration, of BJC Health Care, where he led integrated clinical services across the health system and served as president of its medical group. He earned his medical degree from Mount Sinai School of Medicine. He trained in internal medicine at Stanford University Medical Center and Massachusetts General Hospital and in endocrinology and metabolism at Harvard Medical School
6 and Massachusetts General Hospital, where he directed the Endocrine Clinical Group. As a professor at Harvard Medical School, Dr. Nussbaum s research led to new therapies to treat skeletal disorders and new technologies to measure hormones in blood.
7 Thomas P. Penno, MBA, is COO of the Indiana Health Information Exchange (IHIE), the nation s largest health information exchange organization. He leads the company s day-to-day financial and operational activities and long-term strategic initiatives and planning. IHIE connects the state s hospitals, physicians, long-term care facilities and other healthcare providers, enabling medical information to follow patients regardless of treatment location to improve care coordination and patient outcomes. Physicians in the IHIE network provide care to over ten million patients. Mr. Penno joined IHIE after spending nine years at Bangs Laboratories, Inc., a supplier of materials used in Life Science Research and Diagnostics manufacturing. As President, he led a successful change in direction from distribution to manufacturing. This effort led to the sale of the company to a leader in the industry. Prior to that, Mr. Penno spent 15 years in the Life Science and Biotechnology markets in various Sales and Marketing functions. Bart Peterson, JD, joined Eli Lilly and Company in June 2009 as senior vice president of corporate affairs and communications. He is a member of the company s executive committee. From 2000 to 2007, Peterson served two terms as Mayor of Indianapolis, the nation s 12th largest city. He also served as president of the National League of Cities in As mayor, along with Indiana University, Purdue University, Lilly, and the Central Indiana Corporate Partnership, he created BioCrossroads, a focused effort to push Indianapolis to the forefront as a life sciences capital. Prior to joining Lilly, Peterson was managing director at Strategic Capital Partners, LLC, from June 2008 to June During spring 2008, Peterson was a fellow with the Institute of Politics of Harvard University s Kennedy School of Government. During the school year, Peterson was a Distinguished Visiting Professor of Public Policy at Ball State University. He continues as a fellow with the University s Bowen Center for Public Affairs, as well as serving on their Board of Advisors. Andrew VanZee, MS, is the statewide health IT director for Indiana Family and Social Services Administration (FSSA). He oversees Indiana s state designated entity, the Indiana Health Information Technology, Inc. (IHIT), and its board of directors and works to determine the best use for the HIT funding. VanZee ensures that FSSA s Medicaid HIT efforts are properly coordinated and integrated with all statewide HIE / HIT initiatives. Board certified in healthcare management, VanZee is a fellow in the American College of Healthcare Executives. VanZee received a bachelor s degree in biology from Knox College, a master s degree in healthcare administration from the University of South Carolina, and a master s degree in information systems from the University of Maryland-Baltimore County. Peggy Welch, RN, is a member of the Indiana House of Representatives, representing the 60th District since She serves on the House Ways and Means Committee, the House Health Committee, and the State Budget Committee. She is a former chair of the National Conference of State Legislatures Health Committee and now serves on the NCSL Executive Committee and the Health Reform Task Force. Peggy is a practicing cancer nurse at IU Health Bloomington Hospital.
8 Marcus Wilson, PharmD, is president of HealthCore, WellPoint s wholly-owned outcomes research subsidiary. Dr.Wilson serves as member of the FDA Mini-Sentinel Program s Project Operations Council, the Brookings Active Safety Surveillance Council, the Observational Medical Outcomes Partnership (OMOP) Executive Board, the Board of Visitors for the Mayes College of Healthcare Business & Policy at the University of Sciences in Philadelphia and the 2020 Vision Task Force for the International Society of Pharmacoeconomics and Outcomes Research (ISPOR). He is a past member of the Board of Directors for ISPOR and is a reviewer for multiple journals. Steven M. Witz, PhD, MPH, is director of the Regenstrief Center for Healthcare Engineering, St. Vincent Health Chair of Healthcare Engineering, and Clinical Professor, Health Sciences, at Purdue University. He joined the Regenstrief Center in January of 2006 as the center s first director. RCHE is an interdisciplinary research center applying systems science to improve healthcare delivery with major research projects emphasizing care coordination to improve population health. Before joining Purdue, Witz was a healthcare administrator for 26 years in both community hospital systems and academic medical centers. During his administrative career he held responsibilities for a wide range of healthcare organizations; academic medical centers, critical access hospitals, skilled nursing facilities and multi-specialty ambulatory care facilities. In addition to serving as a hospital administrator, Witz has held academic positions at the University of Minnesota, University of Utah, and Brigham Young University.
