16 The conditioning of traffic in the Historic Area has already been made PARADIGM 1960 SHIFT THE NEW MUNICIPAL MASTER PLAN It is possible to expand the concept to all the first crown and win the city for its inhabitants, extending the usable public space and improving the environmental conditions of Lisbon
17 First of all it is necessary to reduce the number of cars circulating in Lisbon 4 MONETIZE HOW CAN WE REDUCE CAR TRAFFIC AND THE TRANSPORT SYSTEM

19 4 MONETIZE HOW CAN WE REDUCE CAR TRAFFIC AND THE TRANSPORT SYSTEM Public Transportation is better than we thought. However it's not efficient enough. It never is! Ideal transport, would be "instant, free, without capacity limit and always available. Any change in cost, or frequency of convenience on public transport, causes immediate abandonment of users. The reversal of these effects only got results much more later.
20 4 HOW CAN WE REDUCE CAR TRAFFIC AND MONETIZE THE TRANSPORT SYSTEM It is necessary to introduce in Lisbon the basic concepts of Mobility Management, because it is through this kind of methodology to avoid investments in infrastructure and equipment, prior to monetize what you get. PSR Consultores Lda Strategic Measures for Mobility - Entry Control Cars - Interfaces, Parks Deterrents and Tariff Policy Parking - Signs Informational Dynamic Guidance - Changing Traffic Lights - Strengthening Public Transport and Ticketing - Reinforcement of Soft Modes of Transport Measures to Increase Efficiency of the Transport System - Campaigns and actions to promote travel by public transport, walking and cycling, preferably centered in the city interfaces ; - Conditioning of expressions to use car, through the promotion of parking, accompanied help, as customized as possible, the indication of viable alternatives Mass Transportation ; Introduction of Information Technologies to facilitate contact with the users of the transport system ; - Provision of Public Transport Tickets through partnerships between employers, Municipality, Transport Operators and parking as a way to discourage car use for journeys between home and work ; - Providing rental of shared cars ( carsharing ) and shared bicycles ( bikesharing ) in residential areas in the city interfaces, preferably in the input and public car parks services ; - Promoting soft modes ( pedestrian and cycling ) or as autonomous transport modes, either as complementary to public transport modes ; - Promoting mobility plans for schools that allow organizing safe walking and / or cycling, for children, the home-school movement and promote education on sustainable mobility; - Promote the creation of a local mobility center, based in the Centre for Mobility, for counseling alternatives for commuting or school but also for counseling leisure travel and tourism Public transportation within the city ; - Conditioning building permits significant new measures to minimize its impact on the mobility ventures ;
21 The reduction of road channels and increased use of Public Transport allows the qualification of urban space by returning the city to its inhabitants. 4 MONETIZE HOW CAN WE REDUCE CAR TRAFFIC AND THE TRANSPORT SYSTEM
