Relocation or disturbance expenses will not be paid if this happens. PURPOSE OF POST: We are looking for a manager who has ideas and can think creatively but is also able to embed changes into practice across front line services. A manager who will: Operationally line manage the team on a day to day basis Participate in a considerable transformation agenda to ensure sustainability and financial viability for the future Promote collaborative working within all other partner agencies including internal and external partners. Relocation or disturbance expenses will not be paid if this happens. RESPONSIBLE TO: Group Manager, Mental Health and Learning Disabilities Services Children Services..Who are we? Our Purpose:- We are a small team currently based in Chepstow that has a countywide brief. The Independent Living team supports adults with a disability and comprises social work provision, sensory impairment services and the direct payment team. This teams provide a range of support to the people of Monmouthshire. This includes assessment, support planning and safeguarding. Our purpose is to: Help people live their own lives. We have developed some key operating principles that help guide how we develop and operate our services. Expectation and Outcomes of this Role:- I am looking for an enthusiastic and committed manager to take forward the principles of partnership working with our health and social care colleagues and services. We believe this model of building services around the person delivers the best outcomes for people, organisations and staff. Equally we know it is not easy to achieve and your role is pivotal in achieving true integration at the front line. I need you to have a good understanding of how to manage a budget. Ours is shrinking in a world where demand is increasing. As a service we are continuing to manage this by increasing the pace around the transformation of our practice which is proving to be successful but we need to do more and I will need you to lead this within the team.

3 Safeguarding remains high on the agenda of the community service and you as the manager will hold a pivotal role as a Designated Lead Manager under the All Wales Protection of Vulnerable Adults Procedure. I need you to be a creative thinker and an effective communicator. It is important that your values are driven from needing to ensure people are able to live their own lives and we facilitate this through our service delivery. I will also need you to be a good networker and collaborator. You will be able to influence the direction of travel and be able to inspire people with your vision for the future. In return you will form part of a dynamic team that is challenging the status quo and striving to do the right things. This means you will be working in a dynamic environment with like-minded people Key Responsibilities and Duties I need a manager who can show real commitment to providing a quality front line service. Someone who is committed to listening to staff and helping to remove the obstacles which get in the way of them doing their job. A manager who puts the person at the centre of their decision making. Someone who wants to know what the public think about the way we work and about the services we deliver and is able to bring these views back into the service model to make improvements. Someone who has excellent communication skills shown through their relationships with staff, public and partners. A manager who understands that safeguarding is an integral aspect of our daily work and can support the team to manage risk and safeguarding in a proactive way. I need you to participate fully in the DLM role as laid out in the All Wales POVA Procedures. A leader as well as a manager, someone who can embed the changes that are imperative to take forward the transformation agenda. Someone who can manage and deliver a service model with decreasing budgets and increasing demands. A manager who has excellent organisational skills and is able to set up and manage data to inform practice and measure impacts. Someone who brings ideas to the table and is also able to take them back and embed them into practice which then deliver better outcomes for people. I need you to be flexible and able to prioritise your own work load taking into account the demands that each day brings.

4 You will need to be able to cope with crises and be able to show resilience and negotiate for successful resolution. I need you to be active in keeping up to date on developments within the health and social care field to inform and develop work with in the team. I need you to hold a current driving licence and have the use of your own car for which the agreed MCC mileage allowance will be paid. As the successful candidate you will have demonstrated:- Excellent people management skills Front line operational management experience Ability to implement policies and procedures across all employing organisations Knowledge and understanding and experience of legislation relevant to adult health and social care, (where relevant Children & Young People in relation to transitions). Relevant experience of working in a community setting A thorough understanding of safeguarding in a community setting Able to manage complex budgets and finite resources Able to analyse data to improve service delivery and ensure quality ( right person, right time, right service) Commitment to ensure the person is at the centre of all service delivery Ability to deliver strategic change across diverse range of practices Ability to manage the pace and complexity of change in order to deliver and achieve a sustainable service Willingness to try new ideas Ability to be creative and innovative Ability to turn ideas in practice. Effective communication skills across a wide audience eg staff, Directors, senior managers, providers and community Experience and familiarity in use of IT Experience of consultation processes, presentations and writing reports Organisational skills for self and team Professional background in Health or Social Care.
