Er studierte Verwaltungswissenschaft an der Universität Twente und Enschede promovierte er mit einer Untersuchung nach möglichen Varianten im Verhältnis zwischen Behörden und Verwaltung am Beispiel der dreißig größten niederländischen Kommunen sowie dreier Fallstudien in Deutschland, Kanada und Finnland. Hiemstra & De Vries gilt als das Organisationsberatungsbüro, das Verwaltungsbeamte und Manager dabei unterstützt, die Leistungsfähigkeit ihrer Organisation zu verbessern.
