Session 8: Social Dialogue at the Workplace COSATU/ ETUC/ Sustainlabour Project Social Dialogue for Green and Decent Jobs. South Africa European Dialogue on just Transition South Africa European High Level Dialogue Feb 2013, Johannesburg

Content Introduction Trade unions and the process of energy transition ( Energiewende ) in Germany and NRW Integrating the environment in the TU industrial policy approach Greening the workplace DGB suggestion: A Marshall Plan for Europe

Energy transition in Germany Energy transition ( Energiewende ) means the transition of the energy system until 2050 to a system based on renewable energies (wind, sun, water, biomass, geo thermal energy). Aims of the energy e concept cept of the German government e (corresponding EU roadmap): 40% reduction of greenhouse gas (GHG) emissons until 2020 (at least80% until2050) 2050), Increase of renewables from 10% final energy consumption (2012) to 60% (2050). 80% energy consumption. Longterm reduction of energy consumption ( 50% primary energy consumption, base 2008), 25% electricity until % energy consumption in the traffic sector (2005), Energy renovation of houses should be doubled (from 1% to 2% /year).

Selected impact factors and bottlenecks s Grids EU energy market price for oil + gas New gas pipelines Prices development Qualified workforce/ skill gap Federal states competence Capacity markets acceptance participation Job quality, working conditions (renewables) R & D E-mobility Storage facilities Investments, financing models New technologies New materials New power plants (fossile)

Bottleneck qualified workforce/ skill gaps Energy transition t needs qualified and motivated employees Good job quality makes companies attractive: healthy, age adequate working conditions, work life balance CLAs and equal pay, not low wages. Equal pay Flexible and fair working time models Co determination and interest representation Just ttransition No exclusion of transition losers Creating safe transitions on the labour market Orientating the education and qualification system to energy transition

Energy transition in North Rhine Westfalia Great challenges for the production based economy in NRW: 40% of electricity consumption in GER 33 % of electricity production in GER Still 80% coal (basic material for energy production) 35% GHG emissions in GER More than employees in energy intensive industries Mln. of jobs are directly or indirectly connected with the production sector in NRW Highest density of population in GER

Policy change towards the aim of a sustainable economy Red green government decided the first regional climate protection law in Jan 2013 Aim: at least 25% GHG reduction until 2020, at least 80% until 2050 One element: Adaptation of regional development planning to climate protection targets Policy innovations Concrete strategies and sector specific sectors targets will be developed in a broad participation process ( climate protection plan ) until autumn 2013 TU are participating in 5 of 6 working groups (energy transformation, production sector, Housing, traffic, private households)

New role for TU Promoting green economic change as an opportunity for jobs and income Focus esp. on the employment dimension (high employment, high h job quality = preventive approach, claim li for a contemporary monitoring) Continous reality check of the proclaimed aims (esp. consequences for jobs and industries) New perspective on regional contexts (beyond the scope of the single company and industry) Internal dialogue with employees: increasing information, acceptance External dialogue: representing interests of employees in the transition process

Role of TU in the process of energy transition in NRW DGB NRW: Coordinating political positions of the TU Political lobbying (government, political parties, public opinion) Networking, new alliances with civil society Starting initiatives to promote ecological change and social progress (information, organizing discourse on local and regional level between TU) Integrating climate protection in the TU industrial policy approach Trade unions, works councils CLAs Interest representation of members, esp. on the shop floor Initiatives for greening the workplace

How will it affect our company? What are the consequences for employment and job quality? How can we adapt to the change? Transformation Office Coordination of dialogues Consulting for works councils Regional networks Carrying through company strategies for more employment and job quality Participating employees, using the know-how Developing and implementing qualification instruments Organizing supra-company exchange, creating synergies Building innovation networks Activities in the company and in the region

Greening the workplace The relevance of environment issues for works councils and employees has been evident for a long time Foundation Work and environment, IG BCE (since 1990) Identifying good practise, Environment award for green activities of companies, WC and employees Award winners e.g. steel company, chemical parc, insurance company but many WC do not use their room for manouvre To take the initiative To be a promotor of change To use the legal rights for information

Greening the workplace Many ways to promote greening the workplace Information + motivation of all employees Campaigns for energy savings Systematic exchange of experience Competition of good ideas to save energy Special budget for e efficiency activities Introducing a responsible person for e saving Communication about results Combining working and private life Trainings, workshops E efficiency as a strategic issue for WC Agreements on the shop floor level
