2 Distance Learning Rate Each institution shall select one local measure for inclusion in the Commissioner s recommended performance funding model. One local measure option recommended by the Commissioner of Education focused on capturing the opportunity for students to accelerate their college education through distance learning opportunities. In particular, this measure was conceptualized to determine Distance Learning participation. The method for quantifying this measure is provided as follows. Defining the Cohort This measure captures the prevalence of distance learning students attending a Florida College System institution within an academic year. All students are included in this measure. Timeframe for Measurement The timeframe for measurement is a year, inclusive of the summer, fall, winter and spring terms. Sources of Data To identify the outcomes for this measure, Division of Florida College System and Florida Department of Education staff utilized two databases within Community College and Technical Center Management Information System (CCTCMIS; Table L5.1): The Student Data Base and the Personnel Data Base. Table L5.1. Descriptions of Databases Database Description CCTCMIS CCTCMIS is a statewide data collection system for the Florida College System and Career & Adult Education institutions administered by the Florida Department of Education Source. Metric Particular metrics were created after defining a concept to measure and then defining the cohort, timeframe for measurement, and sources of data. The metric for this measure is the percentage of students enrolled in either a distance or hybrid course. A college's performance for the measure is determined by using the threshold resulting in the highest score, doubled. So, for example, if the college earned 4 points on the Excellence Threshold and 1.5 on the Improvement Threshold, the college would get a score of 8. Excellence Threshold. For the Distance Learning Rate measure, the Excellence Threshold was determined using data for each college's most recent year and comparing it to the mean for all 28 colleges' prior three-year means. Colleges below the mean minus one standard deviation receive no points. Colleges receive points on a scale from low (the mean minus one standard deviation) to high (the mean plus one standard deviation) in ten increments. 4 Improvement Threshold. For the Distance Learning Rate measure, the Improvement Threshold was determined by using data for each college's most recent year rate of change from the mean and comparing it to the prior year for that college alone. Colleges with a rate increase below.50% receive no points. Colleges receive points on a scale from low (.50%) to high (5.00%) in ten increments. Colleges above the high point of the scale receive the maximum points available. Data for each college on the Distance Learning Rate measure are provided in Table L5.3. Table L5.3.
