3 GREGORY J. HOBBS, JR. Justice Greg Hobbs practiced environmental, land use, transportation and water law for 23 years before becoming a member of the Colorado Supreme Court on May 1, He currently serves as Vice-President for the Colorado Foundation for Water Education and a Co-Convener of the Water Judges'Educational Project, Dividing the Waters (National Judicial College). He is the author of In Praise of Fair Colorado, The Practice of Poetry, History and Judging (Bradford Publishing Co.2004); Colorado Mother of Rivers, Water Poems (Colorado Foundation for Water Education 2005), The Public's Water Resource, Articles on Water Law, History, and Culture (Continuing Legal Education in Colorado, Inc. 2007), Living the Four Corners, Colorado Centennial State at the Headwaters (Continuing Legal Education in Colorado, Inc. 2010); and Into the Grand (Continuing Legal Education in Colorado, Inc. 2OI2). His J.D. is from the University of California at Berkeley 1971; his B.A. in History from the University of Notre Dame LINDA BASSI Linda Bassi is the Chief of the Colorado Water Conservation Board's Stream and Lake Protection Section, and has worked for the Board since September Linda is responsible for all program areas of the Colorado Instream Flow and Natural Lake Level Program, which include new instream flow appropriations, legal protection, monitoring and enforcement of the Board's instream flow water rights, acquisitions of water for instream flow use by the Board, and development of legislation, policies and rules related to the Program. Prior to working for the Board, Linda worked in the Colorado Attorney General's Office, representing the Division of Water Resources and the Colorado Water Conservation Board on various water rights issues. Linda represented the Board in water court to adjudicate new instream flow water rights, change acquired water rights to instream flow use, and protect existing instream flow water rights. Linda received her J.D. from IIT- Chicago Kent College of Law in 1994, where she completed a program in Environmental and Energy Law. PATRICIA \ilells Patricia Wells serves as General Counsel for the Denver Board of Water Commissioners, a position she has held since In that position, she spends considerable time dealing with water and natural resource issues of all descriptions, along with an eclectic mix of contract, tort, employment and municipal law. Prior to joining Denver Water, she served for eight years in the administration of Denver Mayor Federico Peña as either City Attorney or Deputy City Attorney, the first woman to hold either position. Her legal

4 employment ncludes stints as a staff attorney for the Environmental Defense Fund and a judicial clerk for Ninth Circuit Court of Appeals. She has also taught local government law at the University of Denver Law School. Ms. Wells serves on the Colorado Water Conservation Board, and the disciplinary committee for Colorado Youth Rugby. She served on the Colorado Water Conservation Board from She served two terms as a member of the Water Quality Control Commission and has held positions on the board of the Colorado Water Trust, the Attorneys Section of the Colorado Municipal League and the International Municipal Lawyers Association. She received her B.S. from Auburn University and her l.d, from Harvard Law School. She is a reformed jogger, an Auburn Tigers and Oregon Ducks fan and the team-mom-in-chief for the East High Rugby Club, an innercity program with over 90 Players. ERIC KUHN Eric Kuhn is the General Manager of the Colorado River Water Conservation District (River District). The River District is the largest and oldest of Colorado's four conservation districts. It was chartered by the Colorado General assembly in 1937 to "preserve and conserve for Colorado, its Colorado River compact entitlement". The District covers the Colorado River Basin except for the San Juan and lower Dolores River Basins. Eric began his employment with the district in 1981 and became manager in Eric represented the Colorado River Basin on the Colorado Water Conservation Board from He is currently an at-large representative on Inter-basin Compact Commission. MELINDA KASSEN Melinda Kassen is the principal at WaterJamin Legal and Policy Consulting Services, Boulder, Colorado. She has served since 2005 as a gubernatorial appointee to Colorado's Interbasin Water Compact Committee. Her water experience includes: establishing and growing Trout Unlimited's Western Water Project, working at the Environmental Defense Fund's Rocky Mountain Office, where she was involved in the fight to stop Two Forks Dam, and representing the Colorado Water Quality Control Division & Commission, State Engineer and Water Conservation Board (instream flow program) as an Assistant Attorney General. Melinda also has held positions as: Environmental and Legislative Counsel for ICF Kaiser, primarily working on the clean up of the Rocky Flats nuclear weapons site, Environmental Counsel to the House Armed Services Committee (103'd Congress), Visiting Assistant Professor at the University of Denver College of Law and Deputy City

5 Attorney, Los Angeles, prosecuting domestic violence cases. She earned her A.B. magna cum laude from Dartmouth College and her J.D. from Stanford Law School. JAMES EKLUND James Eklund is the director of the Colorado Water Conservation Board. As a lawyer and a government official, Eklund is already a disappointment to much of his family on the Western Slope. He is redeemed in their eyes, however, because he drinks whiskey and fights over water (but never at the same time). The CWCB protects the state's water with responsibilities ranging from the Colorado Water Plan to Flood preparedness and response. Eklund is a graduate of Stanford University and the University of Denver College of Law,(neither of which, his father is quick to note, made him any better at cleaning ditches or irrigating pasture). The Upper Colorado River endangered fish he most identifies with is the Razorback Sucker because he thinks of himself as sharp but also somewhat gullible. DREW PETERNELL Drew is the director of Trout Unlimited's Colorado Water Project, the mission of which is to maintain and restore Colorado's rivers and creeks in order to sustain healthy coldwater fisheries. The Colorado Water Project often partners with irrigators on cooperative projects that create mutual benefits for coldwater fish and agricultural operations. Drew oversees these projects, and he works regularly with water rights holders and landowners and state and federal agencies. As an attorney for TU, Drew has handled a number of cases benefitting Colorado's trout populations, includíng a series of cases that resulted in stream flow water rights for the Black Canyon of the Gunnison National Park and several cases limiting unneeded municípal water diversions. Drew holds a B.A. in political science from Vanderbilt University and a J.D. and Certificate of Specialization in Environmental Law from the University of California, Berkeley. AMY BEATIE Amy Beatie is the Executive Director of Colorado Water Trust. She began her tenure at the Colorado Water Trust in 2007, after nearly six years practicing water litigation at two different Front Range water law firms. Prior to practicing water litigation, she clerked for the Honorable Gregory J. Hobbs of the Colorado Supreme Court. She obtained her undergraduate degree from Dartmouth College and her law degree from the University of Denver Sturm College of Law. While in law school, she helped found the University of Denver Water Law Review, and eventually served as its Editor-in-Chief.

6 She now sits on its Advisory Board, as well as the Advisory Board of Metro State University's One World One Water Center and the Board of Directors of the Colorado Water Congress. In May of 20L3, she received the Colorado Foundation for Water Education's Emerging Leader award. She has lived in Colorado since 1993, although two short detours took her for a year and half to Alaska and Wyoming. She's also a fourth generation kid to a farm in Maine that still uses her grandfather's 1935 Ford Phaeton to get around.
