22 The spatial impact of FDI investments Foreign investors choose the centers of clusters and sectors. With a diverse economic structure this leads to sprawl of investments. Opportunities in high end segments that rest on existing specializations: headquarters for transport, ICT and finance R&D for life science and ICT/software production facilities for petrochemical & alternative energy. Necessary and sufficient conditions for attracting FDI: investing in residential environment, clusters, knowledge. But for the Knowledge economy: networks - of cooperation, investment and talent - are more important than clusters (spatial proximity).
23 Results 1. South Holland has a very diverse economy (more than other regions in the Netherlands), with many different skills; 2. But dual ec. structure and labor market (North South). Urban economy versus production economy, traditional clusters get worse embedded in labormarket. 3. Growth is in knowledge & service skills also in traditional clusters. 4. "The strength of the region lies in the combination of sectors (Atzema & Louter 2012). Opportunities in emerging 'smaller related sectors, services: ICT and life science; 5. Opportunities in high quality features as headquarters, design and R&D, and in particular niches within clusters and across detailed industries.
24 Policy implications 1. From sector approach to related diversification approach 2. Location matters : campus, breeding & interaction places, mixed zones (incl. industrial+service model), amenities, housing. 3. It s foremost about networks of cooperation, investment and talent (skills).
