2 Introduction A bit about me Commenced as CEO of MAC in June Most recently CEO of Attorney- General s department. Public sector involvement and change management. Vision for MAC and CTP. Committed to continuing improvements in road safety. 2

3 The Cost of Crashes in SA The cost of road crashes is approximately $1.8BN per year. Human costs, medical treatment, long-term care, inability to work and diminished quality of life. 150 crashes - each day Injuries - the forgotten tragedy. Every fatality = 70 injuries. 2

4 MAC and Road Safety The South Australian Road Safety Strategy : - don t accept road crashes as an inevitable. Aspirational target = no injuries from road crashes. Comprehensive plan - reduce annual deaths and serious injuries by at least 30 per cent. MAC is a partner with State Government and key road safety stakeholders a new record low for road fatalities of 93. Serious injuries - below 1,000 for the last 2 years. Last 10 years serious injury toll halved. 3

5 . Road Trauma In 10 years the road toll reduced over 1/3 In annual toll was 158. In lowest toll on record at 93 fatalities. 4

7 Road Safety improvements Raft of new measures to improve road safety - speed limit reductions, roadside drug testing, mandatory alcohol interlocks, changes to the Graduated Licensing Scheme, etc. Not always popular but do save lives. SA s fatality rate = 5.6/100,000 pop. biggest 5 year reduction of any Australian State. Reductions achieved despite rising number of registered vehicles. 5

8 MAC and Road Safety For mass media campaigns, road safety research and sponsorships spend approx. $11.5m/an. Strong enforcement + legislative regime + MAC s road safety advertising campaigns = Changes in community attitudes and behaviour. Young people over-represented in crashes and claim costs MAC campaigns skew to young males in particular. Directions for mass media in have included speed, inattention, drink driving and motorcyclists. 8

10 Cycling safety Schoolies Festival Bus Service With people turning to cycling for health, environmental and transport reasons, cycling incidents on rise and is an emerging road safety issue. Over the last decade road crash casualties have fallen by 21%, whereas cyclist casualties have increased by 22%. 9

11 Cycling safety Schoolies Festival Bus Service Cycling is now contributing to an increasing proportion of CTP claim payouts. Cyclists account for approx 6% of CTP claims, costing the insurance fund over $20 million annually. In recognition of these statistics, MAC has elevated its focus on cycling safety through its major partnership with the Santos Tour Down Under. 9

12 Cycling safety Schoolies Festival Bus Service MAC s Be Safe, Be Seen campaign - research revealed cyclists not conspicuous 50% of cyclists have high frontal visibility 20% have high rear visibility. Good lighting, fluorescent, reflective and generally light and bright clothing to help increase their safety on the road. Visibility drivers react quicker to avoid potential car/cyclist crashes TDU video MAC s efforts on cycling safety. 9

13 CTP Reform Schoolies Festival Bus Service One of the main agendas for today is to be part of the continuing discussion on CTP reform. Government do not have a monopoly on good ideas. They must engage in constructive debate on ideas. We now have proposed reforms that have wide buy-in, that consider the long-term impacts of the way we manage scheme, and that provide greater certainty for those that need reliable access to CTP. 9

14 CTP Reform Schoolies Festival Bus Service The CTP Reform White Paper (along with draft Bills) launched in Nov Key aspects included (1) a new no fault scheme to deliver lifetime care and support to catastrophic injured (2) no fault scheme for children for treatment, care and support and (3) restrictions on benefits under the fault based CTP scheme. These changes included: A new point injury scale (ISV) threshold for some heads of damage based on ISV Introducing regulations re an accreditation scheme for medical assessments threshold for payment of claimant legal fees Past and future economic loss set at 80% of assessed loss Minor chance (below 20% chance of a circumstance occurring) excluded from future economic loss calculations 9

15 CTP Reform Schoolies Festival Bus Service Following negotiation with a wide variety of stakeholders, changes accepted by Government include: Lowering thresholds for future loss of earning capacity to more than 7 points on ISV scale and for non economic loss, voluntary services and loss of consortium, claimants to exceed 10 points on ISV scale; and MAC s liability to pay legal costs is now limited by total amount recovered in respect of the claim and is consistent with the recent Statutes Amendment (Courts Efficiency) Act. i.e. no reimbursement of claimant legal fees where total amount recovered is below $25,000. An exception to MAC s liability for costs will be made for approving settlements involving a minor or a person with a legal disability. 9

16 CTP Reform Schoolies Festival Bus Service Reductions in CTP premiums of $104 in and $50 ongoing from following the introduction of a levy for the lifetime care scheme. First stage of reform expected to take effect from 1 July 2013 with lifetime care operational in Work needs to be done on three key issues: Administration of the new system of independent medical reports for CTP claims; Governance arrangements for the new Lifetime Support Scheme; and Processes for the Claims Manager and MAC in light of the reforms. 9
