6 The Certified Federal Surveyor Program
7 In August 2004, the Department of the Interior approved the Fiduciary Trust Model (FTM), an initiative to simplify the delivery of accurate and reliable fiduciary trust services to eligible American Indians and Alaska Natives
8 Land is the most valuable asset Boundary surveys in Indian Country are often done by survey techs, engineering techs, or unqualified professional surveyors Boundary surveys may not be filed and do not meet minimum Federal or state standards
9 The CFedS Program was Launched To Expedite Delivery of Quality Land Surveys throughout Indian Country Objectives 1. To provide in-depth and specialized training for Professional Surveyors 2. To enhance the knowledge base of these individuals by informing them of the specific nuances and characteristics of surveys of Federal and Indian boundaries
10 To qualify for the CFedS Program, registered/licensed land surveyors must meet the following requirements: Be a registered/licensed land surveyor under state law in at least one state; Have no disciplinary actions within the last 5 years with any state registration board or court resulting in the loss of surveying privileges. Pre-registered/pre-licensed land surveyors must have passed the NCEES Fundamentals of Surveying examination

18 The Cobell v. Salazar Settlement is approved. The Settlement resolves a class action lawsuit that claims that the federal government violated its duties by mismanaging trust accounts and individual Indian trust lands. Division of Cadastral, Lands and Realty Management 18
19 Land Buy-Back Program for Tribal Nations The Buy-Back is a process to consolidate fractionated interests on over 300 Indian reservations A shared ownership of Indian lands stemming from one generation of persons to another. In FY 2015 over 80 buy back reservations will be mapped for records improvement, land descriptions, location and appraisals. In FY 2016 over 153 buy back reservations will be completed. Estimated to pay approximately $1.3 billion to landowners that choose to sell their fractional interests by Division of Cadastral, Lands and Realty Management 19
20 Requirements.to meet the specialized needs of federal government appraisers to accurately position assets and resources relative to parcel boundaries to determine parcel valuations..using data or information contained in federal databases or other systems and which are derived from official records..data/information to be from an authoritative sources. 21 Purpose To reduce the number of fractional interests in trust or restricted lands, using reasonable efforts to prioritize the consolidation of the most highly fractionated tracts of land as required by the Settlement. To maximize the number of tracts in which the tribe gains a controlling ownership interest to unlock land for beneficial use or conservation by tribal nations, taking tribal priorities into account.
