1 941 Market Street P.O Box 799 Piketon, Ohio Phone: (740) Toll Free: (866) Fax: (740) TDD: (740) Volume 3: Issue 3 Spring 2014 Free Community Action of Pike County Receives Loans and Funding from USDA Rural Development: The Former Southern Ohio Growth Partnership Loan Portfolio The Community Action Committee of Pike County (Pike CAC) is now servicing the former Southern Ohio Growth Partnership s (SOGP) business loan portfolio, as well as overseeing the administration and lending of the remaining federal loan funds originally from United States Department of Agriculture s Rural Development Program (USDA RD). Pike CAC has been working closely with the USDA RD the since October of 2012 finalizing the transfer of the approximately 40 active loans, as well as the balance of the loan funding. Two types of federal funding make up the program: RBEG (Rural Business Enterprise Grants) and IRP s (Intermediary Relending Program). IRP funding is a loan from the USDA and must be paid back with interest over time. Both funds revolve, so as loans are given and then paid back, the principle continues to be loaned out again to other businesses. The interest from the payments is used to operate the programs including expenses for servicing, invoicing, records, legal and other pertinent duties. We are extremely happy to be able to service these programs through our Agency. USDA RD made us an offer to take over the portfolio; and while working with our Business Development Director, Lisa Pfeifer, we came to the conclusion that it is in our community s best interest to keep these monies in Southern Ohio. In that way, we will continue to serve the needs of the small businesses here, stated Gary Roberts. The Business Development Program s service area includes Pike, Ross, Scioto, and Jackson counties. With the addition of the new funding, they will be able to expand into three more counties including Lawrence, Adams, and Brown. Furthermore, Business Development offers additional services including a 5-week Small Business Class, full-day computer classes in Microsoft Office and QuickBooks, as well as customized training; and also offers low-cost services in Marketing, Consulting, and Document Imaging. Lisa Pfeifer added, I believe USDA RD came to us because we already have the knowledge and experience to operate a revolving loan fund. We ve been lending money to small businesses since In 2011, we were the first recipient in the state of Ohio to be awarded an RMAP (Rural Microenterprise Assistance Program), which also came from USDA. I am excited at the opportunity to serve even more businesses and expand business development in Southern Ohio which will ultimately increase jobs. Small Business Loans from the Business Development Program can range from $200 to $250,000, with the exception of the USDA RMAPsponsored loans which are capped at $50,000 and the USDA RBEG-sponsored loans capped at $100,000. Loans in excess of $50,000 require the participation of some other form of financing. Rates and terms vary depending upon each business ability to repay. Terms cannot exceed 20 years. Job creation criteria may apply, as well, depending on funding source. Individuals interested in accessing loan funds must submit a written business plan including cash flow projections, as well as pertinent personal financial information. 5 Community Action Committee of Pike County s Family Health Centers Announce Name Change The Family Health Centers are proud to announce that they are changing their name to Valley View Health Centers effective immediately. The name change reflects a redirection and expansion of our health care services. Valley View not only defines the geographic identity of our region, but it also ties all five (soon to be six) locations under one umbrella. Their newest facility, located at 621 Broadway Street in Portsmouth (on the corner of Broadway and 7th Streets) opened on March 10th. For over 30 years, the Health Centers mission has been to provide quality, comprehensive health care services to the residents of Southern Ohio, no matter their pay type or ability to pay; with the organizations primary focus on the uninsured and underinsured. 6 Featured Business: Focus Residential Treatment Facility Focus Residential Treatment Facility is owned and operated by Paul and Kelly Gifford. The Southern Ohio business, which will house up to 12 women at a time, is a client-centered, 24-hour-monitored facility accommodating those who have been assessed as drug or alcohol dependent and desire treatment. Their motto is Changing Lives One at a Time. Focus s treatment is not pharmacologically controlled but rather behavioral based using cognitive, behavioral therapy and the 12 step programs like AA (Alcoholics Anonymous) and NA (Narcotics Anonymous.) Focus believes in the community and are committed to helping win the fight in the battle of addictions. They realize every person is unique and every situation is different. The counselors have diverse experience and many years working the mental health field; most hold state licensures with specialized counseling in addictions.
