The area includes many of the national most deprived communities in the country with deep-set social, economic development and environmental problems going back five decades. Clyde Gateway status (list) URC was set up to tackle these issues in 2007 and has delivered numerous projects from ground level community and employment interventions to large scale land assembly and attracting private sector investment. Clyde Gateway URC has made good progress during its first years of operation in addressing the long established market failure and barriers to growth which characterise its area of operations. Much more still remains to be done over this national regeneration initiative s lifespan. Elements covered by national development status will: Reinforce property market opinion that Clyde Gateway is exceptionally well placed to target the economic rebound which is forecast for the second half of the decade Attract the key sectors that will best exploit Clyde Gateway s competitive advantages namely, financial and business services, manufacturing and engineering, renewables and energy, tourism, food and drink and the creative industries. Make a significant contribution towards the move to a low carbon economy e.g. through BREEAM excellent buildings and developments centred around key transport hubs. Help address regional equity and poor external perception of the area. Reverse historically low levels of private sector investment and business growth. Clyde Gateway projects underway will leave a permanent legacy and many are pivotal in supporting people moving in to and towards employment through jobs, volunteering and training opportunities. Much of this will be associated with the 2014 Commonwealth Games up to during and after the event. The key to a successful Games for Scotland however is the sustained improvement of peoples lives in the Clyde Gateway area and beyond. Two major Clyde Gateway employment locations underpin this: 1. Shawfield National Business District: This has recently secured planning permission and aims to create the basis for a new nationally important employment location. 2. Dalmarn ock Regeneration: Major masterplan area covering seve ral

2 longstanding vacant and derelict sites. Fit with criteria and statement of more than regional importance (guide words) These projects aim to unlock the development potential of the area by adopting long term and sustainable approaches to infrastructure development and in particular regional urban drainage issues. They will includes major infrastructure replacement (water, gas, telecoms, roads), new key routes and public spaces, business space and housing sites. Clyde Gateway is highlighted in NPF 2 as a component of National Developments for the Commonwealth Games Infrastructure and Glasgow Metropolitan Strategic Drainage Scheme. There are also numerous references to Clyde Gateway as an operational URC and it is singled out as the priority URC area. Clyde Gateway s activities are aligned to 5 of the 7 economic purpose targets within the Scottish Government s Economic Strategy and 7 of the 15 national outcomes. It particularly supports priorities of supporting business environment, transition to a low carbon economy, learning, skills and well-being, infrastructure, development and place, Effective Government and Equity. The operation of Clyde Gateway is unique given its remit as a URC within Scotland s largest city in partnership with two local authorities and Scottish Enterprise to deliver over 1billion of investment over 20 years. NPF 3 should reflect the strategic position of Clyde Gateway in leading long term regeneration which will deliver new development on long standing badly contaminated vacant sites, generate jobs and transform many of the poorest parts of the country. Clyde Gateway has three strategic goals: - Sustainable place transformation - Increase economic activity - Develop community capacity These will be at the heart of its national development status and aim to secure sustainable economic growth. It will tackle some of the most difficult problem areas in Scotland and transform these into thriving, desirable, balanced and mixed communities and town centres. This will raise the perceptions of what can be achieved through modern regeneration policy and set down a new standard for collaborative multi partner working. Through planned and focussed intervention and funding it will tackle area based and community regeneration and realise the economic potential of these places. To date Clyde Gateway has directly created 170 jobs, safeguarded 15 and supported local people into 360 jobs thanks to its projects, business support activities and training efforts. Clyde Gateway makes significant contributions to skills development, reducing unemployment and job creation through supporting businesses, attracting inward investment, community benefit programmes and delivery of new building stock.

3 Strengthening Scotland s links with the rest of the world is a key consideration for Clyde Gateway through seeking international investment and transforming the perception of visitors to the area. Clyde Gateway has led the development of green/blue infrastructure. A network and several major new spaces are to be created. These vary from functional SUDS to large scale replanting of previously inaccessible wooded sites. Clyde Gateway puts considerable emphasis on the importance of improving the quality of the built environment and this is demonstrated through the design process and quality of projects. Also through this process the effects of mitigating and adapting to climate change are being addressed. Our projects aim to improve the quality, use of, and functionality of digital media, transport systems and utilities. All of our sites aim to minimise waste and several major decontamination projects are undertaking soil washing onsite resulting in no landfill. Location (description, map reference, or map) Clyde Gateway s area of operation extends to 850 hectares of the East End of Glasgow and parts of South Lanarkshire. The main communities covered are Bridgeton, Dalmarnock, Rutherglen and Shawfield, although our physical boundaries extend further afield to places like Auchenshuggle, Camlachie, Oatlands and Toryglen.

4 Public Engagement to date (guide words) Environmental Study / Assessment available? (yes / no) Community engagement is central to Clyde Gateway s operation and over 1,760 people have taken part in public consultation across 80 different events since 2008, this included a public exhibition and consultation on the National Business District at Shawfield. This engagement will continue across the NPF 3 timeframe. Clyde Gateway carefully considers Environmental Impact. EIA screenings are undertaken for development with full EIA s performed where needed. Clyde Gateway is a partner to the Metro Glasgow Strategic Drainage Partnership (MGSDP) which is currently preparing a Strategic Environmental Assessment. We also fall under elements of the SEA undertaken for Glasgow Through opportunities to deliver low carbon footprints and maximising resource efficiency Clyde Gateway integrates sustainability and environmental management considerations into the delivery of all of our projects. All of our Masterplans take consideration of this ensuring that developments are planned with minimum impact based on a philosophy of Integrated Urban Infrastructure which brings together greenspace, surface water management and resource efficiency. If yes, what significant effects were identified Delivery timescale EIA has been undertaken for the Shawfield National Business District. Many of the sites being developed by Clyde Gateway have severe contamination issues and as such there is a continuing drive to improve sustainability and improve the quality of the environment through remediation and new development. All of our developments aim to have sustainability and low carbon considerations taken onboard from the outset. Clyde Gateway has already delivered and contributed to several transformational projects in the area and numerous projects are ongoing and will be delivered as designs and proposals are taken through the

Planning Permission, Building Warrants, Roads Construction Consent and other statutory consents will be required as appropriate.
