2 Schools International Education Business Association of New Zealand (SIEBA)* PROPOSAL That New Zealand schools engaged in the provision of international education join together, with support from Education New Zealand (ENZ), to establish a business association to grow value and quality within the sector. RATIONALE Through the Strategic Roadmap process, to achieve its future aspirations, the school sector has called for: 1. Leadership 2. Increased cohesion 3. Increased business capability; and 4. 3 VISION: BUSINESS GROWTH WITHIN THE SCHOOL KEY ROLES INTERNATIONAL EDUCATION SECTOR THROUGH LEADERSHIP, THE DEVELOPMENT OF PROFESSIONAL CAPABILITY AND COLLABORATION 1 LEADERSHIP 2 PROFESSIONAL DEVELOPMENT 3 QUALITY STANDARDS DEVELOPMENT 4 REPRESENTATION AND SECTOR COHESION POTENTIAL SERVICES Business training and professional development for members Best practice systems and documentation for schools Advisory services for core functions e.g. pastoral care, market development, financial and legal management Quality standards recognition and promotion Liaison and partnership initiatives with government and other sector peak bodies
4 GOVERNANCE AND ORGANISATION SIEBA will be a not-for-profit legal entity established to serve member schools and their staff. It is envisaged that there are two categories of membership institutional and individual, and that schools would be encouraged to be active in both categories. An Establishment Board will be formed to guide the formation and source initial funding. This group will be convened by Education New Zealand and will include sector stakeholders and relevant external expertise. Funding is likely to include a combination of member contribution, government seed funding, sponsorship/ business support and user-pays service income. Education New Zealand will establish an ongoing strategic partnership with SIEBA as a peak body but each organisation will have distinctive roles and functions with respect to the school sector. 5 YOUR CONTRIBUTION SCHOOLS INDUSTRY ROADMAP A lunchtime forum will be convened during the NZ International Education Conference 2014 on Friday 22 August. This is an opportunity for feedback and questions that will assist the next stage of development. Prior to the conference, we would welcome your contribution by ing ebd@enz.govt.nz An Establishment Board is likely to be convened from early September towards a possible launch date later this year or early This proposal has been prepared with input from the following Working Group, who are also prepared to discuss any aspects of it with you; Jennifer Kirkham, Robbie Pickford, David Hodge, John Van Der Zwan, Mary Camp, Richard Kyle, Greg Scott.
6 FREQUENTLY ASKED QUESTIONS How can we be sure there is the need and support for an Association? The Strategic Roadmap project included extensive consultation with the school sector. During workshops and interviews, the idea of a sector-led organisation was supported as a means of furthering many of the strategic choices identified. Shouldn t ENZ undertake the proposed roles of SIEBA? ENZ is a Crown Agency and while many of its objectives will be similar, it is charged with delivering on Government goals across the industry. SIEBA would focus on raising quality in the school sector, supporting its staff and providing a mechanism for partnering with ENZ to bring a cohesive and strong representation in growth initiatives. How will you ensure that SIEBA is truly representative of the school sector? The Establishment Board will be tasked with ensuring that the establishment documents of the Association achieve this. These will be available to all prospective members prior to formal adoption. There will be the need for promotion of the potential benefits to schools to ensure that membership covers a large proportion of the school sector. How can we be sure there will be adequate funding for SIEBA? This will be investigated thoroughly by an Establishment Board, however the possibility of multiple sources of income gives some confidence that adequate funding can be sourced.
