New pool patio furniture (umbrellas/tables/stands) is being purchased within the pool furniture budget. 2. In keeping with past practice, there will be no fee for pool use by owners, residents, or guests for The pool alcohol restriction was voted on by the full Board with No Alcohol consumption at both pools until 2:00 p.m. each day. 4. The Buildings and Grounds Committee is studying new ways to control non-resident use of our tennis courts. 5. A new clause in the Clubhouse Rental Agreement will limit access to the pool area by issuing a fine for violation of the Clubhouse Rental Agreement. Trash & Recycle 1401 Thrush Place Brentwood, MO (314) Fax: (314) Trash is picked up on Mondays and Thursdays and must be placed at the curb no later than 6:00 a.m. on trash pick-up days but no earlier than 7:00 p.m. on the evenings prior to. Recycling is picked up on Mondays. Trash is picked up one day later if the holiday falls on a Monday or Thursday. Tie trash bags securely and place lids tightly on containers to keep the grounds free of debris requiring extra clean-up. The City of Brentwood picks up larger items (furniture, mattress, carpeting, appliances, etc.) on the fourth Friday of each month upon request for a nominal fee. Call and ask for the Public Works or call any hauler of your choice.

2 President s Notes Jud Calkins-----President A YEAR IN REVIEW As this last issue of the ForestLine closes out the year of service of the current Board of Mangers, we take a look back at the course of a year: 1. Building on Work of Prior Board. The current Board built on important work undertaken by the prior Board: First,they fleshed out the 2012 Rental Cap Amendment to the Bylaws, which sought to strike a balance between the interests of owner-renters and owner-occupants while also satisfying FHA lending requirements by holding rentals below 50 percent. The new Board, turning to its two lawyer-members and unit-owner-counselor Deb Behrendt, promulgated comprehensive implementing regulations giving guidance to owners and BFCA staff alike. It was a lengthy but beneficial process. Second, the Board moved to implement recommendations solicited by the prior Board from consultants Rubin Brown on financial controls for the BFCA office and upgrades in hardware and software. The upgrades, preceded by installation of a new electric service for the office complex, will pave the way for a vastly improved BFCA website. 2. Marketing Committee. A Marketing Committee was established with the preliminary goal of enhancing the BFCA website to market Brentwood Forest to new buyers and serve the interests of current owners -- all in furtherance of making BFCA the premier condo complex in the St. Louis Area per location, amenities, and reasonable condo fees. 3. Open Meetings and Public Hearings. The Board has conducted its business strictly in open session except for personnel matters and litigation strategy. This included a thorough public briefing by our insurance broker followed by decision-making on the annual insurance package, and our annual audit report from our accountant Ken Martz. Two public hearings were conducted for owner comment, one on the Rental Cap regulations that were under consideration and a second on visions for the future of our complex. In a third public session the Board heard from financial experts on implementation of our newly revised Investment Policy. 4. Human Resources. Following due deliberation on the proper management model for Brentwood Forest, the Board named Brad Florek as permanent Director of Operations, and, after a formal search conducted by the HR Committee retained Kent Allen as maintenance supervisor. Meanwhile, Board Secretary Lynn Morgan, chair of the HR Committee, reviewed and revised our Employee Handbook. Lynn, together with yours truly, prepared the first-ever evaluation form for use with our Director of Operations; we put it to use in our May performance appraisal of Brad. 5. The Savings Push. In a concerted effort to find savings aimed at avoidance of those annual bumps in condo fees, the Board converted our largest contract, that with Greenwood (landscaping and snow removal) from a three- to a five-year agreement, with pricing frozen at 2007 levels. Savings exceeding $125,000 are anticipated over the life of the contract. The Board also retained Mutual of Omaha Bank, which caters to condo complexes, as our new banker, resulting in multiple banking conveniences and substantial savings in lock-box and other operations. Great thanks from me to the Board of Managers and the BFCA staff for a fine record of achievement with a maximum of cooperation and a minimum of friction. 4 Brentwood happenings By Alderman Tom Kramer Missouri American Water Company is set to wrap up a generational water main replacement along Wrenwood Lane by late June. Finally! The project received a late start this year thanks to a stubborn winter. Though, it was originally to begin much later in 14. By working with the water company, the city was able to get the installation in ahead of our $125k budgeted resurface of Wrenwood this summer. Expect a restoration of the disturbed areas along the new water line to conclude by late July. An approximate one-week repaving should follow. The water company wishes to extend a sincere thank you to all residents for their patience. Updates: As part of $340k in budgeted street and sidewalk repairs, Brentwood Forest will soon see Phase #4 of our Concrete Curb Retrofit Project. The portion along Wrenwood, from North Swan Circle to Swallow, will convert from asphalt to concrete next. Then, a requested ADA curb cut will be installed adjacent the Gazebo on the Lake Jefferson sidewalk. Future phased curb retrofits, include the area north along High School Drive, set for Ameren is making excellent progress in their pledged "infrared" scan for issues that might negatively affect service to our community. This includes every line, circuit, switch, transformer and tree limb sequence, from the Rock Hill f eeder to Brentwood Forest. Numerous repairs have already been made. Various wires, splices, switches, PG clamps and primary conduits have recently been replaced. Some tree hazards have been trimmed, while some trees will need to be removed entirely. Without this negotiated inspection, these items are likely to have been a cause for near-term storm failure. We remain grateful f or Ameren s courteous offer of a rarely approved service item for our community. Richmond Heights has approved Phase I of the new E4 Living (Manhasset Village) luxury apartment complex. Construction is set to begin this September. The development s early stage will see a mid-rise landscaped building, surrounding a 3.5 level internal parking facility and saltwater pool. An expensive Nichiha fibercement architectural treatment is approved for the exterior. Entry for the 280 unit enclave will be on the east side of McCutcheon Road. The city continues to study traffic impacts along Eager Road. The Board of Aldermen has entered into its summer schedule f or June, July, August and September. Those meetings will be held at 7pm, the third Monday of each month in the Brentwood City Hall. All meetings are open to the public and you are invited to attend. Your suggestions and concerns are always important: A healthy and enjoyable Summer start and Independence Day to all. Thank you for your continued support! sometimes a Bark Can Feel Worse Than a Bite Bites eventually go away, but barking can go on, and on, and on. Sometimes it seems that there s almost nothing you can do. But take heart! There are some steps you can take to put a civil-end to all that noise. First, don t blame the dog. It s not his fault. Second, don t automatically blame the neighbor. They may be at work all day (or night), completely unaware that the dog is barking at all. The very best thing you can do is to politely remind your neighbor that the dog is barking incessantly while s/he is away. If the owner is aware, and just doesn t seem to care, there are legal steps that you can take. If you are the owner of a barking dog, try to remember that your neighbors really don t want to report you. They just want some peace and quiet. The sound of your barking dog may make you feel secure, but it s nerve-wracking to others. There are lots of reputable dog trainers who can teach you how to quiet even the most boisterous barkers. 4 Brentwood Forest ForestLine

5 Kent Allen - Maintenance supervisor The BFCA pools are now open! While the winter weather was cold and harsh, the main pool at Brentwood Forest was getting a makeover. Bi-State Pool started the project in January and worked all through the winter weather to complete their portion of the job. The main pool received a new drainage system and concrete pool deck. This was a large task with removal of existing concrete, installing new piping and pouring new concrete. The BFCA maintenance staff installed a new handrail, repaired the sundeck and fencing. The West pool received updated plumbing, painting of the bathrooms and doors, caulking and new signage. The Bi-State pool staff worked many hours at cleaning and preparation, making sure every detail was gone over before the pools opened. Both pools look great. There are many details that go into the pool opening every year. All parts came together with the hard work of all involved. 7 Tornado safety The past has shown all of us the terrible destruction a tornado can unleash here in Missouri, and in other parts of the country. What should you do if a tornado is headed for the Brentwood area? How will you stay safe if you live on the second floor of your building? Where is the nearest place of safety? Remember, a Tornado Watch means the weather is favorable for a tornado and a Tornado Warning means a tornado has been sighted in the area. If a Tornado Warning is issued, you need to seek a safe place. In a condominium, the safest place is the lowest floor, away from the windows, in a center room, like the bathroom or a closet. Crouch as low as possible to the floor and cover your head. The bathtub can offer a shell of protection. Cover yourself with a blanket or mattress to protect against falling debris. Be sure to have your shoes on, in case you must leave the area in the aftermath. A bicycle helmet, if handy, would be beneficial. If you live on the second floor, have a plan set up with a neighbor on a lower floor. Another option, if you have time, is to get in your car and drive to the Magna Bank parking garage on Eager Road. Park on a lower level, and listen to the radio for updates. happy Father s Day MID-COUNTY YMCA Mid-County YMCA is offering free aqua fitness classes to Brentwood Forest residents. All classes will be held at the West Pool. Be sure to bring your pool pass and ID. Classes will run from May 26 to August 10, A separate schedule will be available for August at a later date. As a word of caution, those residents with health issues or those residents who walk infants, children and/or pets will want to complete your walk before approximately 8:00 p.m., every Thursday to avoid exposure to the full strength of the fogging spray insecticide (Kontrol 4-4).
