1 Meeting the ACI-NA Human Resources Steering Group Members Committee Leadership Christine Santiago, SPHR, Chair Christine Santiago is an Assistant Director for the Clark County Department of Aviation (CCDOA) and oversees a team that provides employee services, safety and risk management services for the airport system which includes McCarran International and four general aviation airports. As a member of the executive team she advises senior management on a broad range of issues related to human resource management, labor relations and risk and insurance. Christine joined the staff of the CCDOA in 1997 after more than 20 years in health care where she held several nursing executive leadership positions. She is a member of SHRM and has held the designation of SPHR since Gale LaRoche, Esq., Vice Chair Gale is the Vice President of Human Resources at the Wayne County Airport Authority (Detroit) since January of She has over 20 years of HR/Labor Relations experience in public and private sector industries and is an attorney. Gale holds a Juris Doctorate, MSA in HR, BA in HR, and AAS Business Management and is a current candidate for a PH.D. in Psychology with a concentration in Industrial/Organizational Behavior, and a member of the Psi Chi Honors Society. Janet Barrow, Second Vice Chair Janet is the Director of Human Resources at the Louisville Regional Airport Authority since 2002 and has over 20 years of public and private HR leadership experience. Her responsibilities include but are not limited to oversight of HR, Safety, and DBE. She is currently pursuing a Doctorate in Leadership Education. She earned her Master s degree in Public Administration from the University of Louisville, and a Bachelor s degree in Business Administration from Spalding University. She holds a SPHR certification and is a member of SHRM and ASTD. She is also a former board member of the Highland Park Community Development Corporation. Cathy Arnit, Immediate Past Chair Cathy Arnit is currently the Director of Employee Relations for the Tucson Airport Authority and Chair of the Human Resources Committee for Airports Council International North America. Her responsibilities at TAA include directing team-member and organization-wide development initiatives in employee policies and metrics. She also advises supervisors, Leadership and Senior Leadership on discipline, grievance concerns, termination appeals process and oversees employee legal compliance and other policy development. Cathy joined TAA in She has a Bachelor of Science degree in Business Management from the University of Phoenix and is a member locally and nationally of SHRM, IPMA, and the American Society for Training and Development.
2 Steering Group Members Jeff Lindeman, SPHR, Past Chair Jeff Lindeman serves as the Senior Director, Talent & Engagement for the San Diego County Regional Airport Authority where he leads the coordinated work of the Talent, Culture and Capability as well as the Vision, Voice and Engagement departments. He is a University of California, San Diego instructor teaching courses in Performance Management Systems and Strategic Staffing. He was the Chair of the Human Resources Committee for Airports Council International North America from and is Past President of the San Diego Chapter of SHRM. Jeff is a past honoree for the San Diego Business Journal s HR Professional of the Year and holds a Master of Science in Executive Leadership degree which is a program offered by the AACSB accredited University of San Diego s School of Business in conjunction with the Ken Blanchard Companies. Amelia N. Armstrong, Past Chair Amelia (Amy) N. Armstrong is the senior vice president of workforce strategy and development and chief people officer for the Metropolitan Nashville Airport Authority (MNAA), where she has worked since Part of her daily duties include the planning, organization and strategic direction of the human resources management program, administration of the health and welfare benefits, employee compensation and administrative services. A career army officer (Retired, Lt. Col.), Armstrong has more than 21 years of military leadership experience from her international postings and 7 years of private sector experience before joining MNAA. She has a B.A. degree in Geopolitics from Austin Peay University in Clarksville, Tennessee and has a Master s degree in Public Administration from the University of Oklahoma at Norman. Armstrong founded the Airport Human Resources Consortium and has been instrumental in having it recognized as a committee under ACI-NA, serving as its Chair ( ). Paula Adams, Member Paula Adams is the Director of Human Resources for the Los Angeles World Airports (LAWA), the Los Angeles City department that today owns and operates three Southern California Airports: Los Angeles International (LAX), LA/Ontario International (ONT), and Van Nuys (VNY). Ms. Adams is responsible for managing LAWA s Human Resources Division which covers the key areas of employee relations, equal employment opportunity, labor relations, training and development, staffing and compensation, records management, and rideshare. Ms. Adams has studied as an exchange student in Sao Paulo, Brazil. She holds a Bachelor of Arts degree from the University of California, Santa Barbara; a Master s Degree in Public Administration from California State University, Dominguez Hills; and a Certificate in Corporate Litigation from the University of California, Los Angeles Extension. James Beam, SPHR, Member Jim is the Human Resources Director at Hartsfield-Jackson Atlanta International Airport. He is responsible for leading a team of HR business partners and organizational development professionals in aligning talent management strategies to support the business objectives at the world s busiest airport. Prior to joining the airport, Jim served as an internal consultant of organizational development and also as the Deputy Commissioner of Human Resources for the City of Atlanta. He was also the Human Resources Director of Latin America for Turner Broadcasting System, Inc. Jim holds the SPHR designation and graduated from University of Alabama in Spanish Language and Literature.
3 Rosa Beckett, Member Rosa is the Chief Administrative Officer at the Jacksonville Aviation Authority (JAA). As a member of the executive team, she oversees all aspects of the Authority s human resources, information technology and procurement/warehouse functions. After holding a number of leadership positions at Merrill Lynch, including Vice President of Change Management and Assistant Vice President of Strategic Planning, she joined the JAA in She currently serves on the Chamber's Executive Human Resources Coalition, Innovate Northeast Florida and Business Development committees. Rosa sits on the Board of Directors for the local Children's Home Society and Commercial Real Estate Women Chapter. She was recognized as a 2013 Jacksonville Business Journal Woman of Influence honoree and is a graduate of Leadership Jacksonville Rosa recently received her AMPAP IAP designation. She earned a MBA and MHRM from the University of North Florida. Chappelle Broome, Member Chappelle Gwen Broome is Director of Human Resources for the Columbia Metropolitan Airport. Chappelle wears many hats in her current position. Chappelle is responsible for all aspects of the Human Resource activities of the Airport District including but not limited to: hiring, retention, discipline, termination, training, diversity, Equal Employment Opportunity Compliance (EEOC), Affirmative Action, legal compliance, compensation and industrial organization. She is the Airport s Title VI Coordinator for the nearly 3000 acres of airport property; the Chief Diversity Official and the Airport s designated Disadvantaged Business Enterprise (DBE) Liaison Officer with the responsibility of overseeing airport compliance in providing opportunities to DBE/minority, women-owned and small/local businesses. In June 2014, Chappelle was inducted as President of the Cayce-West Columbia Rotary. Chappelle s involvement in the community has focused on women groups and students. She works with students and adults on interviewing skills, mentors college students and makes career presentations. John Dauenhauer, Member John is the Vice President of Human Resources at Hudson Group. Mark Faubert, Member Mark is the Director Human Resources with the Ottawa International Airport Authority, located in Canada s national capital. Mark has been with the Ottawa Airport for more than two decades; he started his career in Human Resources concentrating on compensation and benefits and has since broadened his skill set to include occupational health & safety, emergency planning, terminal & customer service and airport operations. Mark holds a Certified Human Resources Professional (CHRP) designation under the statutory authority conferred to the Human Resources Professional Association (HRPA) and earned a Management Certificate Human Resources Stream from Carleton University. David Gambone, Member David has served as the Director of Human Resources for the Massachusetts Port Authority (Massport) since March, In this role, David has oversight of all functions for Human Resources (recruitment, compensation, organizational development, performance management, succession planning, training & development, benefits management, health & wellness, employee relations, leave management, and HRMS/Time & Attendance systems). Previous to his employment at Massport, David worked for Linkage, Inc., and the American Management Association, both leadership consulting and educational training and publishing organizations. David earned his BA Degree in Philosophy from Boston College. He holds a SPHR certification and is a member of SHRM and ASTD.
4 Kurt Gering, Member Kurt Gering is the Director of Talent, Culture & Capability at San Diego Country Regional Airport Authority (SDCRAA). With over 15 years of experience in organizational development, he has expertise in workforce planning, performance management, individual development and succession planning. He holds certification as a Senior Professional in Human Resources (SPHR-CA) and a Human Capital Strategist. Prior to joining SDCRAA, Gering served Vice President of Organizational Development & Training at GreatCall, Inc., a wireless health and safety services company, and as Director of the Master of Science in Executive Leadership at the University of San Diego. Gering holds an M.B.A from the University of San Diego and an M.Ed. from the University of Minnesota. Kirstan Jewell, Member Kirstan has been a leader in the field of Human Resources management for almost 15 years. She has spent the bulk of her career in the energy and resources sectors with companies such as Boise Cascade, Almita Piling and ENMAX. She brings that extensive sector experience to her current role as Director of Human Resources for Edmonton International Airport. She is passionate about the power of relationships to fuel business success. Her many professional successes include negotiating a collected agreement that was recognized for innovation in labour relations by the Western Energy Institute. Kirstan s human resources expertise also helped several organizations she worked with achieve Alberta s Top 40 Employer status. In 2011, Kirstan earned her Master of Business Administration (MBA) from Royal Roads University. She also holds a Certificate in Industrial Relations from Queen s University and a Human Resources Diploma from Confederation College. In 2001, she became a Certified Human Resources Professional. George Mabon, Member George E. Mabon is Vice President of Human Resources for the Memphis-Shelby County Airport Authority (MSCAA). George began his career with MSCAA in 1996 when he was hired as Manager of Human Resources. Now as the head of HR at the Authority, George and his dedicated staff of HR professionals have responsibility for employment, employee relations, labor relations, benefits and compensation, training, O&D, formulation and implementation of policies and programs, reporting and compliance, and many of the company-sponsored employee activities and events. George is a graduate of the Leadership Memphis Executive Class of 2005 and served a 3-year term on the Board of Directors. He currently serves on the Board of Directors for the Memphis Child Advocacy Center (where he is also past-chair) and on the Board for Victorian Village, Inc. His previous board work includes Playhouse on the Square, Memphis Film Forum, Friends For Life, Inc., the Alliance for the Blind and Visually Impaired, and served on St. Peter Catholic Church Parish Council and the St. Martin DePorres Shrine and Institute Advisory Board. Dominic Macrone, Member Dominic Macrone is currently the Director of Human Resources at Tampa International Airport. His responsibilities for the organization include; Training & Development, Benefits, Compensation, Talent Management, Employee Relations, Labor Relations, Recognition, Performance Appraisal, Succession Planning, Organizational Design, Temp and Intern Staffing, Onboarding, Terminations, Policies & Procedures, and HR Information Management. Regular presenter to HCAA Board of Directors. Serve as Deputy Director for Hillsborough County Civil Service Board. Prior to joining the airport, he was the Director of Human Resources- North America for Masonite, managing over 30 HR professionals and office admin staff in three countries supporting over 6,000 employees.
5 Sybil Murphy, Member Sybil Murphy serves as Vice President of Human Resources for the Kenton County Airport Board (KCAB), operators of the Cincinnati/Northern Kentucky International Airport (CVG). With since 1998, she is responsible for all human resource functions for the Board. Her areas of responsibility include recruitment and staffing, benefits, classification and compensation, learning and development, workforce and succession planning, employee relations, human resources information management, performance management and leadership development. Murphy serves on the Northern Kentucky United Way Action Council, which develops and implements strategies in Northern Kentucky that contribute to the regional Bold Goals in the areas of Education, Income and Health. Lisa Naylor, Member Lisa is the Senior Vice President of Human Resources at the Pittsburgh International Airport. She is responsible for the administrative and strategic management of the Human Resources function in the areas of organizational development, succession planning, performance management, workforce planning, total compensation and benefit planning, HR policy and procedure development, employee and labor relations, HR administration (Kronos) and supervision of HR staff. Lisa holds a Master Degree in Human Resource Management and a B.S. in Business Administration with concentration in Human Resources Management at the Robert Morris College. She holds the Profession in Human Resources Management (PHR) and Group Benefits Associate (GBA), IFEBP certification. Harleen Smith, Member Harleen Hines Smith is the Chief Human Resources Officer for the Houston Airport System (HAS). She leads human resource functions for all three airports impacting over 1,200 employees. With more than 15 years of human resources experience in the private sector, Smith is working to make Houston Airport System an employer of choice. She manages the Human Capital Management department, and her areas of responsibility include human resources business partnerships, client relations, payroll, benefits and talent development. Before joining the Houston Airport System, Smith served as the Senior Vice President of Human Resources at Hong Kong and Shanghai Banking Corporation (HSBC). There she led human resource strategy and objectives for their retail card services. Prior to HSBC, she held senior leadership roles at JP Morgan Chase, where she worked for over 18 years. Smith received a Bachelor of Arts degree in Business Administration from Franklin University. Bobbi Stedman, Member Bobbi Stedman serves on the executive team for the Port of Portland as Director of Human Resources. Bobbi has 20+ years of experience in human resource management and has spent the last 16 years in executive human resource leadership roles with large, global companies such as Vestas North American Wind Technology, Philips North America and adidas-salomon North America. Bobbi s experience spans the spectrum of sales, service, retail, energy, and regional leadership organizations, in private and public-sectors organizations. Her primary areas of functional expertise are in human resource strategy, organizational design and development, business transformation, executive coaching, employee engagement, and employee relations. Bobbi has B.S. in Business and Leadership with a minor in Human Resources Management from Marylhurst University.
6 Tracy Thompson, Member Tracy Thompson is a licensed attorney in Texas and has 21 years of experience in airport management and business planning, airport development planning and implementation, airline affairs and rates and charges, terminal management, and non-aviation airport real estate development. She joined LeighFisher in 2004, and is leader of our commercial development and concessions practice. Tracy is a frequent speaker at industry conferences. Prior to joining LeighFisher, she was Vice President of the Real Estate Department at Dallas/Fort Worth International Airport, a position she held for 10 years. Anthony Vegilante, Member Anthony J. (Tony) Vegilante is currently the Vice President of Human Resources at Metropolitan Washington Airports Authority. In this role, he will develop and improve the Airport s Authority human resources programs, while working to attract and retain highly qualified staff. Vegliante has more than three decades experience in human resources, including managing human resources for more than 600,000 employees and participating in 20 national labor negotiations at the U.S. Postal Service, the second largest employer in the country. In 2010, he was elected a fellow of the National Academy of Human Resources, the first public sector executive to receive the honor. He is generally regarded as the architect of the Postal Service s highly successful pay-for-performance program for all employees not covered by collective bargaining. Committee Secretaries Nancy Zimini, Secretary Nancy Zimini serves as Senior Vice President, Administration and Operations at Airports Council International- North America, where she s worked since She oversees its corporate operations, including administration, accounting, human resources, personnel, information technology, and office services. She serves as the Secretary to the Human Resources Committee for ACI-NA. With over 20 years of management and administration experience, her background includes marketing, managing, training, conducting public seminars on financial planning as well as having directed activities for several national and international market research projects for a number of Fortune 500 companies. Nancy holds a bachelor's degree in marketing and behavioral science from the University of Maryland. Nelson Lam, Secretary Nelson Lam serves as the Manager of Economics Affairs and Research at Airports Council International- North America. He provides analytical support to various research projects undertaken at ACI-NA. He serves as the Secretary to the Risk Management, Human Resources, and Air Cargo Committee for ACI-NA; and assists the Finance Committee. Prior to ACI-NA, he was an analyst at IATA s Airport Consulting Division; and has interned with various aviation organizations including LeighFisher, San Francisco International Airport, Norman Y. Mineta San Jose International Airport, and NICE Air Training School. Nelson holds Double B.S. in aviation management and business management from San Jose State University; and a Certificate for Advance Accounting Proficiency at Santa Clara University.
