BY TIFFANY CLARK Times Editor A ribbon cutting ceremony was held this past Friday at the Michael A. Bud Dobbs community center in Raiford. Mayor Channing Dobbs and the Raiford town council members celebrated the new park equipment the town received, funded by the Suwannee Valley Community Foundation. Town of Raiford clerk Alisha Redding said that she read about the Providence Park receiving equipment in an edition of the Union County Times. Without hesitation, Redding contacted Suwannee Valley Community Foundation s UC representative Avery Roberts who was more than happy to help her get the process started. Redding was put in contact with Community Foundation of Northeast Florida s Dave Pierson, who sent her an application. After the foundation gave their approval, Roberts called Redding with the good news. The town of Raiford received the funding to purchase the new park equipment. The Union County Office of Emergency Management would like to remind residents that taking time to prepare each year could prevent injury and damage to property. Hurricanes are strong tropical storms that affect us on an annual basis in Florida. It s best to know our vulnerabilities and what actions to take to reduce the effects of these storms. Preparing for the worst starts with knowing what to have, what to do, and how to stay informed. We recommend three major steps that could help you and your family prior to and during a hurricane or tropical storm. Prepare an emergency kit. Always make sure to include the basics. You need one gallon of water per person per day, at least a 3-day supply of non-perishable food, and battery-powered radios (AM/FM and weather radio). Other items to consider in your kit include flashlights, a first aid kit, plastic bags and ties for sanitation, cell phone chargers, tools, a can opener, and maps. Make sure your kit is portable in case you have to evacuate. Make an emergency plan. Plan how you will contact family and friends just before and during the event. Keep contact information (including work info) for all members of your household. Record social security numbers and medical information for each family member as well. Prepare an evacuation plan and find a common meeting place near your neighborhood in case anyone gets separated. Plan to protect your property. Cover windows with plywood, store anything not tied down inside your residence or storage, and try to keep trees and shrubs trimmed to minimize damage to property. Stay informed. There are many different ways a hurricane can affect us: lightning, tornadoes, flooding, and high winds. Use local news outlets, weather radios, and any information received from local government to keep up to date on the latest status of any storm. Familiarize yourself with the terms that are used to identify an impending hurricane. A Hurricane Watch means the effects of a hurricane are possible in your area. Start getting prepared and monitor news outlets. A Hurricane Warning means a hurricane is expected in your area. If instructed to evacuate, leave immediately. In almost every case, a Hurricane Watch will be issued before the Hurricane Warning in order to give you time to prepare and make plans. Hurricanes are classified into 5 categories. Categories 3 and higher are considered major hurricanes, though Category 1 and 2 still can produce major damage. Following these steps can minimize the effects a hurricane has on you and your family. The CRA funds are a portion of property taxes on businesses within the district that are earmarked to be spent in the business district to revitalize and maintain the downtown business area. These CRA funds do not increase any taxes on local businesses; it is funds already put aside for specific use within the city district. On May 6, Lake Butler City Manager Dave Mecusker met with Chairman Jimmy Tallman of the Union County Board of County Commissioners and Chris Drum of Union County Emergency Medical Services. Tallman approached Mecusker to discuss if there was a way the city could work with the allocated CRA Funds and assist in giving a percent to EMS for the sake of the entire county. During these financial strained times, it is realized that small counties such as Union County are facing the same budget shortfall dilemmas, said Tallman. He and Mecusker both agreed that it is critical that the city and county work together and pull their resources to continue maintaining a good working inter-local relationship. Tallman further explained, During these tough economic times, many people are unable to pay their EMS bills. About 50 percent of the EMS calls are within the city limits, however, everyone in the county should receive the best medical services available regardless of their ability to pay. We always help each other out (the county and city) when borrowing equipment or other things, and this is just how a good county and city working relationship should be, said Mecusker. The allocation of CRA Funds to the county was voted on by the Lake Butler City Commission Board at their monthly meeting on May 13. The board voted unanimously to assist the county while giving them time to reassess their budgetary priorities. The city will give $30,000 to the county to be earmarked to EMS for the budget year which begins October 1, Mecusker said, This is not a loan, it s a one-time adjustment to the city s budget to assist in the betterment of all of Union County citizens. EDUCATION Continued from 1A BY TIFFANY CLARK Times Editor Dating back to the 1800 s, the residents of the Union County area have worked toward obtaining their education. Classes were held wherever space permitted. In almost every area of the county, a school was formed. Although the schools have decreased in numbers, the school district continues to grow. From celebrating A schools to the many awards received by students in academics and clubs, the community and the school s district leaders continue to work toward higher education. The first record of a school in Lake Butler was in It was a small log building, which doubled as a church. Later the down stairs of the Masonic Hall was used. When the Bradford County Courthouse site was moved to Starke, the school then moved into the county owned courthouse. In 1887, school enrollment reached almost 2,000 students, which included 41 white and 11 black schools. A storm in 1896 damaged the building/courthouse. The school moved back to the Masonic Hall and an old wooden church. Later an addition was built on to the side of the Masonic Hall. In the 1900 s, schools were only open a few months each year. The rest of the time, children worked at home. Different grades took turns. Some students were older than the teachers. In 1908, Lake Butler built its first school of higher learning. This two-story brick building was called Lake Butler Normal and High School. In 1910, after moving to the new building in 1908, ninth grade was added. Before this time students attended school as long as they felt they could and then they would quit. With the added high school grades, many students from the area began to come to Lake Butler School. Some rode on horseback, some came in wagons and others boarded with Lake Butler families. The trains made it convenient for people to come from Hampton, 1914 Raiford School Basketball team New River, Union City, Lulu, Worthington Springs, Dukes, Raiford, Johnstown and sections of Bradford County. In 1913, the class of 12th-grade teacher Mae Riherd chose purple and gold as the school colors, a white rose as their class flower, and the motto Impossible is unamerican. In 1921, Union County was formed from Bradford County. Lake Butler School s names were changed to Union County High School and Lake Butler Elementary School. At that time, there were 7 black schools and 5 other black schools not in operation listed in the Union County area. There were 24 white schools. The map of the locations and schools were re-created by Bill McGill, from former superintendent T.S. Thomas. The map lists the location of schools as of Each community did not want to lose their school and tried to hold out. The last school to consolidate was in Union County students were then transported to attend school in Lake Butler. School districts were established across the county. Each district elected a trustee and a school board member. T. S. Thomas was elected superintendent of schools in When he took office he said that there were 24 white schools and 7 black schools scattered all over the county. He began the task of consolidating all of the one and two room schools and transporting students into the school of Lake Butler. The white school s in the 1920s included: Johnstown, Raiford, Pine Grove, Ellerbee, See EDUCATION, 3A $200 REWARD Free preschool screening set There will be a free preschool screening for children ages 3 to 4, Thursday, June 20, by appointment only at the Lake Butler Elementary School. As Israel crossed over the Jordan River to take possession of the land promised to their forefathers, the first city they face is Jericho, which was surrounded by a wall. The city is prepared to withstand a long siege and is shut up so that they cannot just walk in (Joshua 6:1). To some, Israel is facing a great challenge. However, God tells Joshua, I have given Jericho into your hand (Joshua 6:2). God instructs the people to march around the wall 13 times over 7 days, once a day for six days and seven times on the seventh day. When the people do such, the wall falls down flat (Joshua 6:19). As a result of their faith (Hebrews 11:30), which was accompanied by obedient works, they were able to take the city. Today, if we are to receive salvation from God, we must faithfully obey what He has told us to do (Mark 16:16).
