1 Manchester Housing Providers Partnership Complex Dependency Project Update 1 st September 2015 Claire Davies, Complex Dependency Project Officer Next step meetings with the MHPP members have been completed and the summary is presented below. The purpose of the meetings was to establish: 1. What is your commitment to the principles of this new way of working, and do you want to sign up to one of the 4 levels of provision, based around the Key Worker model, as identified in the report? 2. Do you want to enter into the Resource Agreement, and if so at which of the 3 levels? This is a commitment to provide tier 2 services to your own tenants when they are referred by Key Workers from other organisations. All the meetings have been positive as well as providing an opportunity to update all members on the developments to Social Care provision in Manchester: Confident and Achieving Manchester programme new name for Complex Dependency project and part of the Early Help Offer Early Help Offer for all referrals into Social Care below statutory intervention / Safeguarding Early Help Hubs 3 multi-agency hubs to be developed across the City from September North (Abraham Moss), Central (Alexander House), South (Etrop Court although may be temporarily elsewhere whilst a floor is refitted). Hubs will consist of MCC staff initially from 28th September from the Family Recovery Service and Early Help Coordinators / Advisors. Partner agencies encouraged to co-locate physically or virtually. Hubs will have a number of functions: triage, allocations, advice and guidance for professionals, problem solving and information sharing. Key difference will be multi-agency approach to allocation and case management. Development over time of place based knowledge and more agencies linked in. Launch events for the 3 hubs have been arranged for 22nd September (North), 23 rd September (South) and 24 th September (Central), details have been forwarded to each RP contact for this project.

2 New Levels of Need and Early Help Assessment Form (replaces MCAF) Triangle levels of need replaced by more fluid approach to reflect that families are not static. 5 levels of need (diagram attached). Expectation that single agencies will work with families at Levels 2 and 3 to prevent need from escalating, by completing the Early Help Assessment Form (EHA), developing and action plan and seeking advice from the Hubs. When Level of Need identified at Level 4 EHA used to refer in to Hub for intensive support. MASH All Safeguarding referrals to continue going through Contact Centre and are allocated to the Multi-Agency Safeguarding Hub if Safeguarding Concern. Cases are managed by Senior Social Worker who will start a MASH enquiry by sending co-located agencies a risk assessment for completion, which requires search of systems for intelligence and assessment based on that information. Piloting how Housing information can be collected and feed into this process virtually. Southway Housing, Wythenshawe Community Housing Group and other MHPP members have attended a number of workshops and design meetings around these new ways of working. Involvement will continue and before this project comes to an end all member points of contact will be updated with access and contact details for Early Help Hubs in their areas of operation and encouraged to make contact, visit the Hubs and build up the networking links. Training will also be provided for front line staff on completing the EHAs and there is an expectation that RPs will be pro-active (unlike completion of the MCAFs which was low from RPs). RPs front line staff are in an excellent position to start working in a positive way with families at an Early Help stage and will be able to access practical and supportive advice from the Hubs as well as access problem solving sessions. Bespoke training for Key Workers and other front line workers is currently being commissioned by MCC with partnership representation from myself and Paula Marshall from WCHG, along with other partners. An update will be circulated by the end of September. Initial training will be free but as more partner Key Workers are recruited there is likely to be a financial contribution. Key Worker The Levels of Key Worker that are applicable to the Manchester Confident and Achieving Manchester programme are: Level 2: Case Holder Key worker delivers brief interventions and coordinates actions of others, additional capacity or re-designation of existing roles e.g. Tenancy Support.

3 Level 3: System Navigator - Key worker coordinates actions of others could be additional capacity or alongside existing role. Level 4: No direct key worker provision able to refer to other agency key workers. N.B Level 1 Troubled Families Key Worker (commissioned and cross tenure) is not part of the Manchester delivery model as Manchester City Council has an internal fully resourced service to manager Troubled Families referrals that fit the eligibility criteria (TF2). It is anticipated that RP Key Workers will manage cases at a lower level, however where RPs are managing cases that fit the TF2 criteria the financial offer will apply, provided the performance monitoring data is completed: 75% of the 1000 government funded attachment fee for each family 75% of the 800 payment by results fee, subject to the outcomes achieved evidenced through the Family Outcomes Plan. By adopting the Key Worker approach detailed the business case produced for the MHPP; Troubled Families and Complex Dependency: Registered Provider Involvement and Response, the overall view of MHPP members is that Key Working is not a new skill and can easily be incorporated into existing housing management or social investment roles. The financial offer is accepted as a welcome gesture which RPs will plough directly back into the work with families to cover the cost of practical items such as furniture, house clean and clearance, assistance with gardening etc. The financial offer was not seen as a motivating factor or a barrier by the majority of MHPP members. The commitment from the 18 members of the MHPP (Eastlands and City South now counted as One Manchester) is as follows: Level 2 Case Holder (additional or re-designated dedicated resource of Key Worker, delivering interventions and co-ordinating actions of others) One Manchester Northwards Housing Wythenshawe Community Housing Group Southway Housing To be confirmed Mosscare Great Places All above will provide Level 3 Key Workers in addition to Level 2. Level 1: Housing Management low level debt and financial advice (budgeting & financial inclusion), community safety advice, low level tenancy support, suitable housing including provision of adaptations. 5 An information and referral leaflet has been drafted (attached). Members have been asked to provide an address that the form can be sent to by other agency Key Workers, where it will be prioritised for action, can be allocated to the right intervention and monitored. Logos will be included for each RP. Launch Event A launch / sign up event will be held on 9 th October 11.30am 1pm at the Banqueting Suite, Manchester Town Hall. This will a networking opportunity, over a lunch buffet, with short speeches from MCC to overview the Confident and Achieving Manchester and MHPP chair, Karen Mitchell to outline the Partnership s commitment to align resources support the programme. The sign up document is called a Resource Agreement, attached. Most members have confirmed attendance. Key Workers from Southway, WCHG and Great Places will also be in attendance to talk about their experience of key working so far. Greater Manchester As previously reported the delivery models for TF and CD are different in each of the GM Authorities, as part of this project I have visited all GM TF leads (apart from Wigan). Some have internal services (Bury); others have commissioned providers (Rochdale & Bolton) or a mixture of both (Stockport). Only a couple work in partnership with agencies on a formal (funded) arrangement (Trafford & Tameside), whilst others work in partnership with agencies, including RPs on an informal, case by case basis (Oldham & Salford). I have raised the ability and willingness of RPs to get involved in the delivery models and that for many MHPP members (such as IVHA) being able to have a Key Worker that operates in the same way across GM would encourage them to be involved in the Manchester delivery model. Most are developing Public Service Hubs and have encouraged RPs in their area to get involved at this level. Work is going on at the TF / CD GM Executive to develop a more consistent approach. So far this has led to the production of a GM Key Worker job description, which I have had some input into using detailed Key Worker role from the business case report. The JD is written in a way that it can be a stand alone role or a supplemental JD to existing roles. Northwards are going to trial the JD as part of their Key Worker recruitment. Taking a GM approach has led to the roll out of GMP PCSOs as Key Workers (although Bolton have opted out). There is a financial commitment from each Authority to this approach, but Manchester have assured us it is no more than the offer to RPs. Overall it is unlikely that funded models (like Trafford and Tameside) will be extended, alignment of resources in a cooperative and mutually beneficial approach is seen as the only way forward. Like Manchester, many are offering out training packages as part of the offer. Oldham has extended Engagement training

6 to all front line staff as part of the Early Help approach and there is work at a GM level to commission this training jointly. Place-Based Integration is the next work stream that the GM PSR team have launched. Cath Green CEO First Choice Homes is the Housing member of the Executive Group. An introductory event was held on 5 th August, presentation and notes can be circulated on request. Within Manchester, a meeting has been set up by MCC to look at a specific neighbourhood, Abbey Hey, and developing a place based approach. Adactus are attending and the first meeting will be about what partners can contribute to the approach.

8 Joint Resource Agreement: Confident and Achieving Manchester This document launches a joint Resource Agreement between the Manchester Housing Providers Partnership (MHPP) and Manchester City Council (MCC) to deliver the Confident and Achieving Manchester programme. Background: Manchester has two priorities sustainable economic growth and ensuring all residents can benefit from that growth. Good progress has been made on growth across Manchester and Greater Manchester. But more needs to be done to connect Manchester residents to those opportunities, support independence, and reduce demand for complex, expensive public services. The Confident and Achieving Manchester programme is how we will connect more residents to the opportunities of growth, in particular those with a combination of complex needs who are further from the labour market. It will apply the principles and ways of working of Troubled Families to working at much greater pace and scale integrated approach, working with the whole family, key workers, and using evidence based interventions. Many more families and individuals will be supported, including those at risk of becoming complex in future. And there will be a stronger focus on good quality, sustainable employment as the goal for more residents. The Agreement: MCC and MHPP have developed a joint proposal to align our resources towards improving these key outcomes for the city, localities and residents. This is in the form of a Resource Agreement which details the commitments that MHPP members and MCC will make to work together (and with other partners) to deliver Confident and Achieving Manchester. This work will evolve over time and expand as the new Early Help offer is embedded across the city. MMHP members that are signatories to this agreement, commit to: Make available services as detailed in the Resource Agreement to all agency Key Workers working with their tenants or a member of the household (for example debt advice, tenancy support, employment support) Adopt a Key Worker approach within their organisation at the appropriate level Be part of the Early Help offer within the localities, including raising awareness across all front line workers of the assessment process and things to say, see and do. MCC commits to: Make available induction, training and on going support to MHPP member s Key Workers Develop joint working arrangements as part of the Early Help offer including on referral, case allocation and on going case supervision Monitor performance, quantity and quality, of cases managed MHPP Key Workers

9 Following this launch event MCC will work with each MHPP member adopting the Key Worker approach to set up the service and align it with the Early Help offer in the appropriate locality. 11 Background to the Resource Commitment The Manchester Housing Providers Partnership (MHPP) working together with Manchester City Council (MCC), has identified services provided by each member Registered Provider (RP) that can be accessed by all agencies Key Workers working with the Confident and Achieving Manchester (CAM) cohort. The services offered by each RP support Key Workers in addressing identified needs in the right order, at the right time and in the right place. MHPP members have developed many place based services and partnerships that can contribute to achieving the action plan developed by the Key Worker. The eligibility for these services are: Engaging with a Key Worker from any agency A tenant or part of the tenant s household of the individual RP The services on offer include but are not limited to: Financial advice ranging from budgeting, debt management and financial inclusion Help with getting work ready including access to advice, programmes and volunteering opportunities Tenancy support ranging from low level provided by Housing Officers to more in depth debt case management from specialist staff The services are grouped into three Service Levels. This agreement confirms each MHPP member s commitment to prioritise access for referrals from Key Workers working within CAM. Steps to take 1. Establish which RP is the landlord for the household 2. Refer to the three Service Levels (Page 3) and identify which level of service meets the identified need /s. 3. Referring to Page 4 select the which Service Level the RP offers

12 4. Contact the RP using the contact details on Page 6 if more information is required. 5. Fill out the front of the Referral Form (Page 5) leaving reverse blank and to the RP. 6. Await the response of the RP (within 5 working days).

13 Service Levels Level 1: Housing Management Services including: Low Level Debt and Financial Advice information, advice and guidance, signposting and referral, general financial inclusion advice Community Safety Advice ASB case management, interventions and mediation Tenancy Management promoting responsible behaviour and behaviour change Preventative services Low level tenancy support, referrals to Family Intervention support, affordability assessments and budgeting advice Housing Provision rehousing where at risk and assistance when fleeing violence, disability assistance and provision of adaptations, priority rehousing where private rented sector property condition affecting health and wellbeing. Level 2: Housing Management Plus Services including (but not limited to): Medium Level Debt and Financial Advice case management on benefit advice and income maximisation, setting up bank accounts, advocacy and representation High Level Complex Debt Advice / Money Mentors intensive and bespoke debt advice case management, household spending analysis, payment plans to creditors, charity/trust applications, Debt Relief Orders /Bankruptcy Internal or Partner services low cost loans, furniture schemes, Credit Unions, food banks, hardship funds Level 3: Social Investment Services including (but not limited to): Preparation for work assisting in making work ready, placements and opportunities Digital Inclusion support
