4 OVERVIEW This report, Institutional Alignment Assessment, reviews and inventories the education and training offerings in the greater Charleston region within the major disciplines of the target sectors and associated competency areas. The inventory encompasses all opportunities for skill development within the education and training ecosystem all Higher Education Institutions, For Profit, Public and Private Two and Four Year schools, as well as proprietary training providers under the Workforce Investment Act (WIA) Approved Training Provider list for the Charleston region. The following institutions are included in the inventory:! The inventory includes programs that fall within the following areas, which are the official target sectors and target competencies of the Charleston Metro Chamber of Commerce and Charleston Regional Development Alliance:! Target Sectors o Advanced Security and IT o o Biomedical / Healthcare o Target Competencies o o o! Degree and certificate programs are assigned in the inventory to one or more target sector or competency, providing a snapshot of how well each target is supported by local education institutions. Only programs that terminate with a degree or certificate are included, from short-term certificates to Doctorate degrees. Further detail will be provided in the forthcoming Phase 3 report that will identify content development recommendations as well as programmatic support strategies within the ecosystem to create a stronger workforce pipeline for the region s targets. 5 ! The following graphs provide an overview of the education and training programs in the four target sectors and three cross-cutting target competencies. The various tables include data that indicates the type of credential program offerings per sector (certificate programs through Doctorate programs), the type of institution per sector, (public college, private university, for profit); and provides an overview of each institutions programs per sector. 7 SECTOR/COMPETENCY AND INSTITUTIONAL OVERVIEW: POST-SECONDARY INSTITUTIONS The first graph shown below (Credentials per Sector and Competency) details the total number and type of credential offered supporting each target sector and competency (Associate, Bachelor, etc.).. This graph shows how some sectors and competencies have more programs supporting particular sectors or competencies. Notably there are twice as many Certificate level programs than any other Post-Secondary Education credential within the region. Additionally, certain target sectors have less programs available at the Baccalaureate and higher levels, with the chief exception being the sector. Other sectors and competencies such as, and have a number of skill development opportunities at the Certificate level, but limited programs at the Associate and above level. Further review of each sector and a benchmark comparison to other regions nationally will be detailed in the forthcoming Phase 3 report. This report will also detail content recommendations to strengthen current education and training programs locally. 9 The second graph (Type of Institution s per Sector and Competency) details the type of institution which offer education and training opportunities supporting the target sectors and competencies. The data shows a significant percentage of targeted skill development programs are offered at For-Profit Institutions, specifically for Computer Science programs a competency that cross-cuts skill needs within each target sector. These totals do not rival program availability within Public institutions, however, it is key to understanding what type of offerings exist within the larger ecosystem. 10 The last graphs in this section (s per Institution by Sector and Competency) provide further detail for programming in each sector and competency within the collection of education and training programs in the Charleston region. It is not surprising that Trident Technical College has the largest number of programs and offerings supporting the target sectors locally. Also notable is the even distribution of program offerings among the 4-year degree institutions in the region. It will become increasingly important to understand what differences can be derived from one program to the next in terms of market value and use program competencies to guide talent development needs with local business and industry. This is true both of the higher and lower level programs. Clearly there are many offerings available to curate a talented local pipeline, both from the Technical college and 4 year institution perspectives, the question becomes whether or not these programs are addressing critical skills gap as it s perceived on the labor demand side. 13 CREDENTIAL AND DEGREE PATHWAY SECTOR SUPPORT Making certain education and training decisions at Charleston institutions offer varying degrees access into the Target Sectors within the region is important to the workforce pipeline. The following chart provides a breakdown that details how program content lends itself to career opportunities in the area. It is clear that while all of the programs offer direct links to one growth sector or another, there are certain pathways that connect to a majority of career opportunities. These dynamic pathways address foundational and technical skills that can be applied across the local employment base in Charleston. Specifically, Electrical Engineering is a skill set within very high demand (locally and nationally) that allows for clear access points into Charleston region employers and industries that will continue to demand a talented pipeline now and in the future.
