1 What is Course Access? Course Access is a state-level program that provides public school students with expanded course offerings across learning environments from diverse, accountable providers. Course Access enables K 12 students to supplement existing curricular options offered by their public schools where they remain enrolled with accredited courses offered by third-party course providers: other school districts, independent nonprofit or for-profit companies, colleges and universities, industry training organizations and teacher-entrepreneurs. Course Access basics: 1) access to both in- and out-of-state providers offering academic and career and technical education (CTE) courses not offered at their schools 2) All modalities: online, face-to-face, blended 3) Dynamic online course catalog and registration system 4) Continuous state-owned evaluations with consequences for course providers 5) Courses are free to students, publicly-funded 6) Provider payments can be indexed to student achievement outcomes 1
2 Course Access Supplements Traditional Public Education Principal Our school uses Course Access to offer Spanish 1 and 2, given the difficulty we have hiring World Language teachers in our rural community AP Physics, which is not offered at my school dual enrollment courses at my local community college a welding course at an industry training center. By the end of the year I ll have the chance to earn a professional welding certification Computer Science, which is only offered at my school when I have football practice Superintendent Our district uses Course Access to expand our course offerings in a cost efficient manner a SAT Prep course not available at my school 2
3 Benefits of Course Access Alleviates student access disparities Schools otherwise limited by location or budget can expand the high-quality academic and CTE (career and technical education) courses their students can take. Personalizes learning Course Access gives students access to courses customized to their needs. These courses are integrated with the student s traditional school schedule and extra-curricular activities. Allows states to only pay for courses that work Course providers can be selected, evaluated, and then retained or terminated based on the student outcomes they achieve. Expands learning for students Course Access gives schools the opportunity to re-imagine the school day and provide students with extra time, enrichment, and instruction beyond the four walls of their school. 3
