From the construction of the Ohiopyle visitor center in western Alfred Uzokwe, P.E. Pennsylvania to the rehabilitation of flood damaged areas and structures at the Delaware Canal in eastern Pennsylvania, work continues to progress. The project entails rehabilitation of the pool complex to include replacement of the main pool and filtration systems and Nockamixon Dam Rehabilitation installation of spray ground and filtration systems. The bath houses will also be renovated and an open air changing stockade will be incorporated into the shower house building. There also will be space for life guard and first aid station, while the existing life guard first aid station will become a storage space. Many more projects are in the works, at various stages of design as well as construction, especially under the Enhance Penn s Wood initiative. Bureau of Facility Design and Construction staff will continue to diligently shepherd these projects from cradle to grave. Pictures of works in progress (WIP) will always be brought to readers in this newsletter to keep you apprised of the great infrastructure upgrades going on in our various parks and forests Andrew Orlovsky, P.E., Senior Civil Engineer A contract was recently completed for the rehabilitation of Nockamixon Dam in Nockamixon State Park, Bucks County. The contractor was Clearwater Construction of Mercer, Pa. Several mechanical components of the 45-year-old dam were repaired or replaced. The contract consisted of the cleaning and painting of the 10-inch low-flow pipe hanging from the ceiling of the left outlet conduit and the replacement of several components of the pipe. Those components consisted of a cone valve at the downstream end of the pipe. The cone valve s operating mechanism was also replaced. Continued on page -2-

2 Nockamixon Dam Rehabilitation Continued Top view of new 10 cone valve (open) and repaired 60 Bunger valve (open) Side view of new 10 cone valve (open) and repaired 60 Bunger valve (closed) In addition, a 10-inch gate valve near the upstream end of the low-flow pipe, a compression coupler fitting near the downstream end of the pipe, and a damaged steel beam that supported the pipe were also replaced. The project also consisted of the rehabilitation of a 60-inch Howell Bunger Valve, which is used to release large amounts of water from the dam for biannual whitewater rafting events. The hex bolts and nuts, stem, and gear box assembly of the valve were replaced. The valve was also cleaned and painted. New 10 knife gate valve at upstream end of low flow pipe This much needed rehab project not only allows for more efficiency in controlled water releases, but enhances the safety and service longevity of this dam structure. The pits are well off the stream channel limit. HDD eliminates the need to create cofferdam or other construction techniques that require working in the stream and inevitably generating large amount of debris and pollution of water. The beauty of HDD: cross the stream and leave no footprints (Photo 1). In design of the project, the Eastern Engineering Office received timely and effective support from the BOFDAC central office engineer Shawn Beeler and from biologist Marcus Snyder as well as guidance from Victoria Neboga of the Bureau of Topographic and Geologic Survey and Susan Werner from DEP. The project would not have been a success without the assistance and cooperation of Nolde Forest staff. The contractor, Lechmanik Inc. from West Chester, Pa. was able to deliver the project while enduring the severe winter weather. (Photo 2) Use of horizontal directional drilling (HDD) allows for crossing the stream, with little or no impact! After a long, hard winter, a water line project to serve the park residence and Sawmill Comfort Station in Nolde Forest Environmental Education Center in Berks County has been completed. The work under the contract included an extension of the existing water distribution system. The extension was comprised of 1,665 feet of 2- inch HDPE pipe and associated connections and devices. The project also included the abandonment of a well and revisions to the plumbing system inside the park residence. The existing well that served the residence and Sawmill facility had a history of low capacity and bacterial contamination, which created problems for the users of popular trails during peak usage season. Often, the facility needed to be closed due to lack of an adequate water supply. The project used directional drilling to cross the Punches Run, a cold water fishery that runs through the Center. Horizontal directional drilling (HDD) continues to gain popularity as the alternative to conventional trenching. Horizontal directional drilling (guided boring) is a method of trenchless construction using a surface launched steerable drilling tool controlled from a mobile drilling frame, and includes a field power unit, mud mixing system and mobile spoils extraction system. 4 Public-Private Partnerships in Joint Projects at Presque Isle State Park John P. Jaskolka, P.E., Regional Engineer View of the fireplace at the Erie Runners Club Pavilion Private groups have helped enhance state parks by making approved improvements for use by the public. Two such improvement projects occurred recently at Presque Isle State Park, one in association with the Erie Runners Club, and one in association with the Presque Isle Partnership. The Erie Runners Club recognized a need for a pavilion in Presque Isle State Park and approached the park with a proposal for a joint project. This project was to construct a large pavilion at Beach 1, adjacent to the existing comfort station/change house where their various events start and finish. The pavilion was constructed by the Runners Club and is to be turned over to the park for use by the public. This joint approach is a win for the state, the public and the runners. The park gets the new pavilion at no cost, the public gets a pavilion they can enjoy and the club has a facility to use for their events. This joint project was reviewed and approved by DCNR. The club paid for the planning, development, design and construction of the pavilion. There is no state money used for the structure. The cost for the pavilion was estimated to be between $100,000 to $150,000. The work began last summer and numerous local companies and volunteers have been involved in the construction. The general contractor was Joe Dobrich of Dobrich Construction, who is also a Runners Club member. The 40'x 50' pavilion has an enclosed space and will be able to hold a little over 100 people. The pavilion has electricity, hot and cold water in an indoor sink, cabinets, countertops, roll-up service windows and a fireplace that has both indoor and outdoor sides. The Bureau of Facility Design and Construction provided technical assistance and review for the park on this project. The joint project enables enhancements to be made within a park where they would not normally take place due to lack of funding and other infrastructure needs within the park. The Erie Runners Club pavilion at Beach 1 is a fine example of this type of project. This is not the only joint project in the park. The Presque Isle Partnership also completed a similar joint project at the Perry Monument. That project involved improvements at Perry Monument and a new pavilion. The new pavilion replaced an existing pavilion which was in disrepair. The new pavilion is 30' x 40', has electricity, and can hold between 80 to 100 people. This pavilion was designed and constructed by the Presque Isle Partnership. The funding ($50,000) came from the Partnership from the 2012 Crosby, Stills, and Nash concert. Many thanks to all of our partners who make these projects possible. Presque Isle State Park, which is in Erie County, is a 3,200-acre sandy peninsula that arches into Lake Erie. As Pennsylvania's only "seashore," Presque Isle offers its visitors a beautiful coastline and many recreational activities, including swimming, boating, fishing, hiking, bicycling and in-line skating. 5 Annual Spring Beach Walk at Presque Isle State Park Denise Kelly, P.G., Professional Geologist Presque Isle State Park is continually subjected to the weather effects triggered by Lake Erie. Throughout the year continuous wind and wave action contribute to beach sand migration from the neck of the spit up to Gull Point. Since Presque Isle State Park is the only state park in Pennsylvania that provides visitors with surf swimming, preserving the beaches is essential for the legions of park visitors. Since 1975, a 50/50 monetary cost share agreement has been in place between the U.S. Army Corps of Engineers, Buffalo District, and the Commonwealth to provide annual beach sand nourishment. The Corps and DCNR work closely together to develop each year s sand nourishment contract although the bidding and administration of the contract is the responsibility of the Corps. Twice each year, in the spring and the fall, a beach walk is conducted to ascertain the condition of the beaches related to the on-going beach nourishment project. In the spring, the beaches are inspected to determine the extent of erosion/accretion as a result of the winter storms. Pictures and extensive notes are taken, and the Corps uses this information to fine tune the annual beach nourishment contract. In the fall, the purpose is to see how successful that year s sand nourishment was and to refine where nourishment changes are needed. Beach 10 Presque Isle Extensive ice cover on both the lake and the beach forced the spring beach walk to be rescheduled to April 22. On that cool, misty, foggy day various intrepid representatives from the bureaus of State Parks and Facility Design and Construction, the Corps, the Presque Isle Advisory Committee and others began the walk at Beach 5 and continued to Sunset Point, a distance of approximately 3 miles. During this walk, the beaches were inspected for areas of accretion and erosion; tombolos (where the sand has connected to the offshore breakwater) and salients were also noted. In the afternoon, the 3.5-mile shoreline of Gull Point was inspected, also for erosion and accretion. Gull Point is the most biologically dynamic and fragile area of the park. There are several outstanding examples of ecological succession as well as many threatened or endangered plant species here. Gull Point has also become a resting, feeding, and possible nesting place for rare and migratory shore birds. In order to preserve the valuable resource of this area, it has been determined that Gull Point must continue to grow at a rate equal to or greater than 0.4 acres per year. This growth comes primarily from sand migration from the down drift beaches. The semi-annual beach walk, along with subsequent air photos, are used to determine if this target goal is being attained. Lake Erie s lower lake water level coupled with the extensive ice cover during the winter and spring helped to attenuate any significant impact from the winter storms although, as always, there are still areas in need of sand replenishment and sand redistribution. The Corps will use the information gathered during the recent beach walk to adjust the current nourishment contract, and it is anticipated that the contractor can begin in a few weeks so the beaches will be ready for Memorial Day weekend, the unofficial start of summer at the park. 8 Employee Profile: Jamie Pritts Bureau Activities & News Jamie Pritts resides in Champion, where he grew up. He started working heavy highway construction when he was 19 years old. He started out as a laborer and worked his way up in a short period of time to superintendent. From there Jamie moved to PENNDOT District 12 in Uniontown, Pa. as a transportation construction inspector. Jamie s love of the outdoors led him to the DCNR where he now works as an environmental projects construction inspector. Jamie and his wife Michelle were married in 2000 and have a 12-year-old daughter named Cameron. Jamie loves spending time outdoors with his family. He also enjoys skiing, golfing, hunting and fishing as much as possible! Jamie is thankful to have the opportunity to travel throughout this area and work in all of the wonderful state parks and forests that Region 2 has to offer. He is looking forward to meeting everyone in our DCNR family. Employees will gather for training and discussion, including an hour and a half presentation on Enhance Penn s Woods, a project database training and a sprains and strains safety training. An engineer in Region 4 is scheduled to go to the 2014 International Bridge Conference, sponsored by the Engineers Society of Western Pennsylvania, in Pittsburgh, June The conference includes technical information on designing bridges, case studies of bridge designs, best practices and inspection information. The four-day program gives an opportunity to learn about bridges through workshops, technical sessions, seminars and tours. This training is a valuable asset to the department in the management of bridges. A central office engineer and a Region 1 engineer will attend the Pennsylvania Association of Sewage Enforcement Officers Installation of Wastewater Treatment Systems training course in June in Williamsport. This two-day course will educate attendees in proper design and installation of septic systems in a manner so that the systems operate effectively upon start up and are accessible for regular service over the life of the system. Topics covered will include: Industry Integrity, Installation Safety, Soils and Site Evaluation, Materials and Techniques, Installation Planning, Distribution Pressure and Gravity Systems, Tanks, Installation Piping, and, Pumps & Controls
