CANDIDATE QUESTION: Why are you interested in leading the Health Section as a council member?

3 Mark Whitford, FSA, CERA, MAAA Director, Brookfield Investment Management New York, NY I have been in the Actuarial profession for the past 17 years and a FSA for the past seven years. I am a regular speaker at the SOA conferences and usually speak/moderate three a year. I am in the process of finalizing an article for the quarterly Health Watch publication on ERM analysis and how it differs by company size and type. Society of Actuaries Experience (section and committee memberships and participation I am a member of numerous SOA sections and was the Actuarial track chair for the SOA LTC section. Part of my career was spent on the liability side of the balance sheet for healthcare companies. Currently my role is to take an ERM approach to creating investment strategies for healthcare companies. Knowing the importance of ERM and how certain risks impact the balance sheet, I would like to join the Health Section to bring an outsiders view to the council and help increase the importance of ERM analysis for healthcare companies.

4 Shasha Huang, ASA Senior Associate, KPMG LLP New York, NY I have five years of experience in the health insurance industry and actuarial analysis, focusing on data analytics, forecast modeling and health care reform. Currently I am a volunteer at the SOA International Section and help the section to promote its section group on LinkedIn. Other volunteer experiences include Soup Kitchen and God s Love We Deliver. These two organizations in New York provide food and care for hunger and homelessness or people who are in the midst of great suffering of illness. Society of Actuaries Experience (section and committee memberships and participation) I am active members for many SOA sections: Entrepreneurial, Financial Reporting, Health, International, Investment, Long Term Care, Product Development and the International Actuarial Association Health. I am a volunteer of the SOA International Section. I have worked in the health insurance industry for the past five years and currently I am working as an actuarial consultant at KPMG actuarial group. I have provided consultant services to all kinds of stakeholders in the health care industry and have experience with all aspects of the industry. Other than working experience, I also have volunteer experiences at social non-profit organizations and SOA International Section. The section is very relevant to my work and the section s focus is also my professional interest. By getting involved in all kinds of section s activities, I can have the opportunities to interact with professionals and experts who have the same interests as I do, share my experiences, and get a wider perspective of the industry.

5 Richard Paul Anderton, FSA, MAAA Actuary, Utah State Insurance Department Salt Lake City, UT Prior to my current position, I worked in corporate, valuation and appointed actuary roles with my previous employers. Currently I am with the Utah State Insurance Department and am primarily involved with the implementation of health care reform (risk adjustment in the Utah Health Exchange, rate review, and implementation of the ACA). On the volunteer side, I am involved in a number of NAIC working groups dealing with health care reform. Society of Actuaries Experience (section and committee memberships and participation) With the SOA, I have participated on POG s (Project Oversight Groups), as an ATF with past SOA research studies and have administered exams for a number of years. 6 Kara Clark, FSA, MAAA Senior Director, Outcomes & Analytics, Walgreen Co. Deerfield, IL I have twenty years of experience in healthcare, serving a variety of organizations (corporate firms, consulting organizations, and professional associations) in both traditional and nontraditional roles. As part of a multidisciplinary team at Walgreens, my responsibilities include traditional actuarial functions as well as nontraditional and emerging areas such as business and clinical analytics. Prior to joining Walgreens, I served as the Executive Director of the American Society for Healthcare Risk Management, one of the personal membership groups of the American Hospital Association. I began my career in the employee benefits area of CIGNA, followed by several years of payer and employee benefits consulting at both Ernst & Young LLP and Hewitt Associates LLC. While on staff at the Society of Actuaries, I completed my MBA from the Kellogg School of Management (Northwestern University), with concentrations in Health Industry Management and Management & Organizations. My volunteer experience includes various leadership roles for a community-based organization as well as for the SOA. Society of Actuaries Experience (section and committee memberships and participation) My involvement as a Society volunteer began shortly after I received my FSA (as a member of the Education & Examination Professional Development Task Force). I served on staff at the SOA for nearly nine years, beginning as the Health Staff Fellow and ending my tenure with the organization as the Managing Director for Strategy. My staff responsibilities involved direct partnership with all aspects and levels of volunteer leadership of the SOA from the Health and other Section Councils, E&E committees, and research project oversight groups, to the Board of Directors and other Strategic Management teams. Since leaving the SOA staff to pursue new experiences (including operational management and responsibility for the bottom line) at the American Hospital Association, I have continued to be involved as a volunteer in supporting initiatives around the CERA credential, as a speaker at meetings, and in developing communications courses for online professional development. I believe my wide range of professional experiences will position me to be an effective member of the Health Section Council. I spent the first 15 years of my career working in the insurance and consulting (payer and employee benefits) industries, and then meeting, supporting, and partnering extensively with a wide range of health actuaries in providing health-focused education, research, and practice related content to the SOA membership. My last two roles at the SOA gave me great familiarity with the SOA s strategic plan and processes, and how Sections contribute to the SOA s overall strategic direction. My more recent nontraditional experiences at the American Hospital Association and Walgreens have given me further insight into how actuaries can make contributions in business and for the public good - even beyond those for which we are already well known. Health actuaries have much to offer the healthcare industry in terms of skill, experience and leadership. I would consider it a privilege to have the opportunity to work with the staff and other volunteer leaders to keep the profession relevant and thriving during this time of tremendous change. I would also like to leverage my network of actuaries at all levels of experience as well as professionals from other healthcare disciplines to create high quality programming (such as continuing education and research initiatives) that will draw upon the experience of top contributors to the field and will increase our professional visibility.

I have had the pleasure and experience of creating highly-rated SOA meeting content on behalf of the Management & Personal Development Section for the Health and Annual meetings for the past few years. I am eager to now channel that effort to the Health Section. I have the time, energy, and passion to dedicate to the Health Section Council. I am ready and able to represent and give voice to health actuarial issues both inside and outside the SOA. I bring a sprit of fun and enthusiasm. I have found my volunteerism at the SOA to be extremely rewarding and want to continue to contribute. Thank you for your consideration!

8 Thomas L. Handley, FSA, MAAA Vice President & Principal, Lewis & Ellis, Inc. Overland Park, KS I worked for three different insurance companies in the health insurance actuarial and underwriting functions for 18 years. For the last company (a Blue Plan), I served as chief actuary. I have been a consulting actuary for 23 years and with my present employer for the last nine years. My clients include health insurance companies, Blue Plans, HMOs, physicians, hospitals and employers. My experience includes pricing, modeling and valuation. I have been through three different attempts at reform efforts in , the efforts from the Clinton administration ( ) and now PPACA. Society of Actuaries Experience (section and committee memberships and participation) I am a member of the Health, Joint Risk Management, Smaller Insurance Company and Social Insurance & Public Finance Sections. I have made presentations at SOA meetings in the past, the most recent being the Health meeting in Boston in I have served on the Academy Medicaid and Risk Management committees. Published in the Transactions, Society of Actuaries (1985), Developing Premium Rates for a Preferred Provider Organization. I have been involved with health actuarial activities for over 40 years. While some might consider me a dinosaur, I survived (the dinosaurs did not) and have seen the actuarial profession adapt to the needs of pricing and changing health insurance. When I started there were very few HMOs and no PPOs and I had to develop rates for one of the very first PPOs in existence (1983). During my years, I have served in management roles at the insurance companies and ownership roles at my consulting firms. I have been involved in the profession for many years and feel my experience will be especially valuable as the profession adapts to the changes coming with whatever is left of PPACA. I have hired and served as a mentor to a number of actuaries through the years and would like to expand that type of role with leadership of the health section.

9 Eric Goetsch, FSA Principal and Consulting Actuary, Milliman Brookfield, WI I have been a health care consulting actuary with Milliman for 18 years. My area of expertise is health insurance and managed healthcare programs, including being a firm wide leader in Medicare Advantage and Part D consulting. My client work has been in the areas of feasibility and strategic analyses, risk model development, premium and capitation rate development, experience analysis, liability estimation, and other actuarial projections. I have volunteered for numerous committees within Milliman and am looking forward to expanding my volunteer experience to the SOA. Society of Actuaries Experience (section and committee memberships and participation) I am a member of the Health Section and multiple-time speaker at SOA meetings. I have been a contributing author to two SOA publications, The Actuary and Health Watch, as well as Group Insurance, a textbook on the SOA syllabus, and Managed Care Executive. I have advised managed care organizations, state government agencies, insurance companies, employers, and other organizations. My well-rounded background will lend itself well to contributing to the many facets of the Health Section Council. I have taken a lot of pride in the contributions I have made to my firm and would like to offer my leadership by assisting the Health Section Council in their initiatives. I am very excited about the opportunity to work with other leaders within the SOA to promote the benefits of the SOA to all Health Section members.

10 Andrea (Andie) Christopherson, FSA, MAAA Managing Consultant of Actuarial Services Optiminsight Consulting Eden Prairie, MN Andie currently directs the data strategy for the Health Care Cost Institute, an independent and non-partisan organization focused on providing insights to improve understanding of the drivers of health care costs in the United States. She leads a diverse team of actuaries, data experts and health care operations and technology experts, working to create a multi-payer integrated claims database for academic research and the advancement of effective U.S. health care policy. Ms. Christopherson spent a year living part-time in the United Kingdom working with several divisions of the NHS (National Health Service) on providing actionable analytics and better management of health care costs. It was rewarding to learn a new health care system and provide an actuarial perspective on things very similar in some respects, and very different in others. Andie has extensive experience in trend analytics and forecasting, working across sectors (Commercial, Medicare, Medicaid & Behavioral Health) with national health plans and employers. She is a Fellow in the Society of Actuaries and serves on several SOA committees. She is also a member of the American Academy of Actuaries and serves on the board of the Twin Cities Actuarial Club. Over the last 18 months, working on the formation of the Health Care Cost Institute and the production of its first Health Care Cost and Utilization Report has crystallized for me that we, as health actuaries, have an excellent opportunity to share our knowledge outside of the profession and inform the national debate. I am a consensus builder and like the challenge of incorporating multiple perspectives into a common vision towards which everyone can work.

11 Charles T. Doe, FSA, MAAA Self-Employed Consulting Actuary Durham, CT My 40 years in group health involved nearly all aspects of group health pricing and included developing improvements in reserving, trend analysis, pricing, financial projections, and rate filings for medical and pharmacy. My experience also included dental pricing, developing company responses to proposed small group reform laws, and managing the small group reform compliance team. The two years of consulting work I ve done included assuming the role of group actuary for a new group health company offering individual medical plans with no pre-existing condition provision and a nontraditional marketing role.
