2 EDITORIAL 9 ï NEWS YEAR OF RENEWAL Through its business units, the State Security Networks Group secures the operation and man- Finnish security and societal development. This year, we will delve deeper into the change and growth, initiated at State Security Networks in key player in the security industry. The centre helps to resolve legal matters related to cyber security, by organising research and training forums. Through exercises held by the centre, methods of repelling network attacks are learned and tested. According to CCD COE Director, Colonel Ilmar Tamm, threats to data networks are growing and developing. More and more network attacks are politically motivated. Under its doctrine, NATO must take account of the cyber dimension of modern conflicts. Without cooperation in the fields of training, exercises and operations, it would be impossible to create secure data networks that states can rely on. The vulnerabilities and risks concern everyone. Finland is a non-nato partner whose contribution is vital to the success of this exercise. Exercises of this nature form the basis of a multinational and reliable specialist network in data network risk management. Given Finland s relatively small population, it would be extremely worthwhile for Finland to continuously identify, test and implement the best network defence practices. This would also ensure that Finland remains a trusted partner at the regional and global levels. Since 2008, the Army has been planning the formation of an operational force, by modernising the troops organisation, equipment and combat doctrine, which is the key subject of reform.
