London Overground Rail Operations Limited (LOROL)
LOROL at a Glance London Overground Rail Operations Ltd JV between MTR Corporation of Hong Kong and Deutsche Bahn AG of Germany Launched Nov 2007, franchised by Transport for London TfL sets fares, procures rolling stock, decides service levels 55 Stations ex Silverlink Metro and East London Line Links 20 of London s 32 Boroughs 68,000 passenger journeys per day
LOROL Geographic extents 35 stations
LOROL at a Glance Within 6 months of taking over the network, the number of trains arriving at their destination within 5 minutes of the timetabled arrival time had risen from 87.3% through to 94.7% Reported crimes and ticket fare evasion is now running at less than 3% By 2011 LOROL will be providing a more frequent metro style service, with a minimum of four trains running per hour all day, every day and up to eight trains per hour on the busiest parts of the network. By the end of 2011 we will have modernised all stations. In the interests of customer safety and station security we will installing better lighting and signage in all our station buildings, along with more CCTV, extra help points and enhanced information systems.
LOROL System Overview Amey are providing CCTV, Help Points, Public Address and CIS for all London Overground stations CIS Data feeds from CIF; TD.NET and TrackerNet data feeds All field assets are connected via CAT6 or CAT5e All CCTV field assets (Cameras, Encoders) will where possible use of PoE CCTV system installed needs to meet Network Rail standards, however concessions have been obtained relating to the use of IP Cameras
LOROL System Overview All stations work independently of the control centre Total of around 1500 cameras to be installed over the 45 stations CCTV system integrated with Help Point system to provide to automatic views at both station on control centre on Help Point activation Use of CCTV analytics currently under review System currently being expanded to cater for additional platforms and platform extension works to cater for new service patterns.

Information Sharing LOROL provide all real time service information to LU (covering 13 former Silverlink stations) Information provides details of train running status Within this architecture LU can supplement the information provided via local operators, such as Special Notices and PA announcements Local stations can operate decoupled from the main LOROL server.
Maximising the IP Infrastructure A number of benefits can be realised Reduced Installation costs and utilising the same cable type. Infrastructure provides the field equipment power i.e. PoE Additional equipment can be realised without re-occurring capital expenditure Open architecture systems allowing information to be viewed in the case of CCTV by a number of trusted parties

Induction Loops Regulatory Framework Disability Discrimination Act 1995 (DDA), amended by the Disability Discrimination Act 2005 Places legal obligations on station operators Four types of unlawful discrimination: 1. Refusing or deliberately failing to provide service because of disability. 2. Offering a lower standard of service or providing a service in a worse manner. 3. Providing a service on worse terms. 4. Not making 'reasonable adjustments' if necessary to use service fully. Need to comply to IEC standards for induction loop assistive listening systems and EN EMC standards
Induction Loops Application to Railways No specific Network Rail Standard regarding provision or usage. Department for Transport and Transport Scotland have Code Of Practice Accessible Train and Station Design for Disabled People 1. All PA systems should be linked to induction loops that cover the main public areas of the station (i.e. ticket office, waiting rooms, around customer information systems) 2. All systems that relay recorded information (PA systems and Help Points) should be equipped with an induction loop. Provision may not always be feasible due to background electrical noise, e.g. overhead electrical lines
Induction Loops Public Address Two main types 1. Amplifier driving wire loop installed under floor Advantage coverage of large areas Disadvantages installation costs, may not be possible to install 2. Wall/Post Mounted Listening Points Advantage simple installation Disadvantage relatively low area of coverage
Induction Loops Public Address - LOROL Wall-Mounted Listening Points connected direct to 100V PA line Two main types Mntech Omni-T 150 Doesn t need amplifier Coverage limited to radius of 1.5 to 2 metres Presents large load to PA line, 15W
Induction Loops Help Points - LOROL Two options available, either external or internal to Help Point Difficult to install Can achieve large area of coverage, though not so important for Help Points due to nature of use No installation issues other than background electrical noise Restricted coverage, though adequate for Help Point applications For LU applications Amey have IPR through Enhance
Summary The LOROL system has been designed to provide accurate customer information. With the introduction of additional CCTV cameras, help points and pro-active monitoring will support the secure station environment for passengers The system takes full advantage of the IP infrastructure through IP connected field equipment. The system supports information sharing be this CCTV live video streaming or customer information data Innovative solutions have been introduced to eliminate or minimise site works. System continues to evolve with the possible introduction of CCTV analytics, disaster recovery locations and a range of additional information from other franchise areas,
