3 SMILTENE MUNICIPALITY The Smiltene municipality was established on July 1, 2009, after the administrative territorial reform in the Republic of Latvia. The municipality amalgamated the town of Smiltene and 8 surrounding rural parishes (Smiltene, Blome, Branti, Launkalne, Variņi, Palsmane, Grundzāle and Bilska). The total area of the Smiltene municipality is km². The population (on February 1, 2010), the density of population 15.3 inhabitants/km². The Smiltene municipality has a very favourable geographical location; it is situated in the north-east part of Latvia, 132 km from Riga, the capital of Latvia, and 40 km from the border with Estonia; it borders on the municipalities of Strenči, Valka, Ape, Gulbene, Rauna and Beverīna. The Smiltene municipality is crossed by the following main motorways: the highway (A2) Riga Veclaicene St. Petersburg (Russia) and the motorways of the 1st category Valmiera Smiltene, Smiltene Valka, Smiltene Gulbene, Smiltene Strenči; thanks to the road network, other populated areas can be easily reached as well. Although the Smiltene municipality is not rich in waters and they cover only 1% of the total territory, such rivers as the Abuls, the Palsa, the Nigra, the Rauza, the Vija and the lakes of Lizdole, Niedrājs, Spicieris are the largest water bodies in the territory. The largest part of the area is covered by forest land 49.4%. The largest owners of this land are the parishes of Launkalne, Variņi and Palsmane; the agricultural land covers 38.6% of the total territory of the municipality and the parishes of Smiltene and Blome have most part of the agricultural land. Forests and agricultural resources determine that the main branches in the municipality are forestry and wood processing, agriculture (dairy and meat farming, pig farming, horse farming, grain and grassland seed farming, vegetable gardening and growing other cultivated plants). A number of farms specialise in goat farming, apiculture, poultry farming, fisheries, etc. Inhabitants who live in the town are mostly employed in road building, food production, commerce, furniture production, sewing, and providing different services. In the municipality, a great attention is paid to providing social help, as well as education and recreation. Education of all levels is available starting with the preschool education up to the higher education. There is also an art school, a music school, a sports school, an interest education centre for children and youngsters, a youth council. The traditions of amateur art, culture and sports are developed in the whole territory of the municipality; inhabitants of different ages have possibilities to spend their free time. A number of local and international events are held in the municipality, and they attract guests from Latvia and foreign countries. The municipality is developing. Different institutions and organisations are involved in a number of projects. New contacts with other counties are established to share experience and to develop co-operation. The Smiltene Municipality Council has successfully established co-operation and friendship in different fields with the following municipalities from the foreign countries: Wiesenbach and Willich (Germany), Pincara (Italy), Pustomiti (the Ukraine), Pisek (the Czech Republic), Nakskov (Denmark), Steinkjaer (Norway), Ornskoldsvik, Kalix and Karlstad (Sweden), Donnery (France), La Laguna (Spain), Caerphilly (Great Britain). Pēc Latvijas Republikas administratīvi teritoriālās reformas 2009.gada 1.jūlijā tika izveidots Smiltenes novads. Tajā apvienojās Smiltenes pilsēta un astoņi apkārtējie pagasti (Smiltenes, Blomes, Brantu, Launkalnes, Variņu, Palsmanes, Grundzāles un Bilskas pagasts). Pavisam Smiltenes novada teritorija aizņem 946,1 km². Iedzīvotāju skaits novadā (2010. gada februārī), blīvums 15,3 iedzīvotāji/km². Smiltenes novadam ir ģeogrāfiski izdevīga atrašanās vieta, jo atrodas Latvijas Ziemeļaustrumu daļā, 132 km no Latvijas galvaspilsētas Rīgas un 40 km no Igaunijas robežas, kā arī, tas robežojas ar Strenču, Valkas, Apes, Gulbenes, Raunas un Beverīnas novadiem. Tā kā Smiltenes novadu šķērso galvenie autoceļi: šoseja (A2) Rīga Veclaicene- Sanktpēterburga (Krievija) un 1. šķiras autoceļi Valmiera Smiltene, Smiltene Valka, Smiltene Gulbene, Smiltene Strenči, tad pateicoties šiem ceļiem, citas apdzīvotās vietas ir viegli sasniedzamas. Lai gan Smiltenes novads nav bagāts ar ūdeņiem un tie aizņem tikai 1 % no kopējās teritorijas, tādas upes kā Abuls, Palsa, Nigra, Rauza, Vija un tādi ezeri kā Lizdoles, Niedrājs, Spicieris, ir lielākās ūdenstilpnes šajā teritorijā. Vislielāko daļu no novada teritorijas aizņem meža zemes 49,4 %. Ar šādu zemi bagātākie ir Launkalnes, Variņu un Palsmanes pagasti, bet lauksaimniecībā izmantojamās zemes aizņem 38,6 % no novada kopējās teritorijas un šāda zeme visvairāk ir Smiltenes un Blomes pagastos. Izmantojot gan mežu, gan lauku resursus, galvenie nodarbošanās veidi novada iedzīvotājiem ir mežsaimniecība un kokapstrāde, kā arī lauksaimniecība (piena un gaļas lopkopība, cūkkopība, zirgkopība, graudu un zālāju sēklkopība, dārzeņu un citu kultūraugu audzēšana). Atsevišķas lauku saimniecības pievērsušās kazkopībai, biškopībai, putnkopībai, zivkopībai u.c. Pilsētā novada iedzīvotāji vairāk nodarbināti ceļu būvē, pārtikas rūpniecībā, tirdzniecībā, mēbeļu ražošanā, šūšanā, dažādu pakalpojumu sniegšanā. Novadā ļoti liela uzmanība tiek pievērsta sociālās palīdzības nodrošināšanai, kā arī izglītībai un brīvā laika pavadīšanai. Šeit pieejama visu līmeņu izglītība sākot no pirmsskolas izglītības un beidzot ar augstāko. Darbojas arī mākslas, mūzikas un sporta skola, bērnu un jaunieši interešu izglītības centrs, jauniešu dome. Visā novadā ir attīstītas arī pašdarbības, kultūras un sporta tradīcijas, dodot iespēju ikvienam iedzīvotājam, gan lielam, gan mazam, lietderīgi pavadīt savu brīvo laiku. Tiek organizēti vietēja un starptautiska mēroga pasākumi, kas piesaista novadam viesus no Latvijas un ārzemēm. Novads nepārtraukti attīstās. Dažādas iestādes un organizācijas darbojas vairākos projektos. Tiek dibināti jauni kontakti ar ārzemēm pieredzes apmaiņai un sadarbībai. 4 Smiltenes pilsēta aizņem 7,2 km², iedzīvotāju skaits Attālums no Latvijas galvaspilsētas Rīgas 132 km, no autoceļa (A2) Rīga Veclaicene Sanktpēterburga 6 km. Smilteni šķērso vairāki nozīmīgi autoceļi: Valmiera Smiltene, Smiltene Gulbene, Smiltene Strenči, Smiltene Valka. Vārds Smiltene cēlies no latgaļu cilts vārda smiltesele, kas pirmo reizi vēstures avotos minēta gadā kā tirgotāju un amatnieku apmetne, taču tās pirmssākumi meklējami jau 13. gadsimtā. Tas liecina par Smilteni kā senas un bagātas vēstures pilsētu. Gadsimtu garumā pilsēta piedzīvojusi gan veiksmes, gan neveiksmes. Several important motorways cross the territory of Smiltene: Valmiera Smiltene, Smiltene Gulbene, Smiltene Strenči, Smiltene Valka. The name Smiltene originated from the Latgallian word smiltesele ; it was first mentioned in historic sources in 1427 as a settlement of tradesmen and craftsmen, but its beginning can be traced back already in the 13th century. Smiltene is a town with an ancient and rich history. During the centuries, the town has witnessed both the rough and the smooth. Since the 17th 18th centuries, different troops destroyed the town several times, but the local inhabitants persistently built the ruined houses anew and the town was reborn again and again. It is generally known that the history and development of a town and a municipality is determined by the personalities who live there. At the turn of the centuries (the 19th 20th cent.), in Smiltene, a small town in the north-east of Latvia, lived a man who cannot be compared to anybody else due to the scope of his activities for the benefit of the town and the surrounding area. Thanks to this man who was the landlord of the Smiltene manor at that time, the town experienced a rapid growth they built a hospital, the first hydroelectric power station in the Baltic, a shelter for the poor, a sawmill, a narrowgauge railway, etc. This man was the Prince Paul Lieven. Smiltene was conferred the town rights in Over the years, Smiltene has developed a characteristic construction of few-storied buildings, peculiar relief shapes hills and valleys, forests, parks and lakes. The river Abuls flows through the town; and the lakes of Teperis, Vidus and Tiltleju have been created on its dams. The lake Klievezers is located in the southern part of the town. The favourable geographical location promoted the development of entrepreneurship and infrastructure in Smiltene. The favourable environment has made the local companies competitive not only in the Latvian, but also the European market, making the name of Smiltene known in the world.

5 The largest enterprises are the following: A/S Smiltenes piens (milk processing), SIA Troll (production of wooden furniture), A/S 8CBR (construction and maintenance of roads and bridges), Madara 89 (groceries), etc. Different kinds of services are offered to the inhabitants as well. Smiltene is called a town of youth because education of all levels is available in the town there is a pre-school educational establishment Pīlādzītis, the elementary school Trīs pakalnu pamatskola, the Smiltene Centre Secondary School, the Smiltene Gymnasium, the Smiltene Professional Secondary School (the only school in Latvia that prepares road building specialists), the Smiltene branch of the Baltic International Academy (higher education). Children can attend out-of-class activities at the art, music and sports schools, as well as different interest groups. Smiltene is also called the capital of the Latvian schlager music because several well-known and favourite Latvian pop groups, such as Apvedceļš, Sestā jūdze, Kreisais pagrieziens, Velves, etc., have been established and work here. Cultural and sports traditions are very well developed in the town. There is a number of dance groups for different ages and choirs. The most popular groups in the town and the municipality are the following: the folk dance group Ieviņa (winner of international competitions), the choirs Vidzemīte, Pakalni, Lido. In the town, there is also an amateur theatre, a studio of national applied art, a museum, a cinema, a library for adults and children with a public internet access. There are also several sports groups and clubs in football, volleyball, basketball, orienteering, track-and-field athletics, ice hockey, cycling, motorsports, etc. Some of the annual culture and sports events have become popular in the town and the municipality not only with the local inhabitants, but also guests from other countries. Today Smiltene has become a beautiful, tidy, clean, green, Latvian and cosy provincial town and the centre of the Smiltene municipality in North Vidzeme of Latvia. Smiltene is popular with guests from Latvia and foreign countries; they come here to find peace and silence, to enjoy the beauty of nature, to admire the development of the town, culture and sports traditions and a busy life of the local inhabitants. The town is proud of its active people who live, study and work here. 6 Smiltenes pagasts atrodas Smiltenes novada ziemeļu daļā. Teritorija aizņem 69 km², iedzīvotāju skaits Pagasta administratīvais centrs atrodas Kalnamuižā, 1km no novada centra. Šis pagasts ir ar vislielāko lauksaimniecības zemju īpatsvaru, 63% no pagasta teritorijas. Laikmetu griežos Smiltenes pagasts piedzīvojis dažādus laikus. Senākās liecības glabā 14 gs. pilsdrupas. Pils celta kā nocietinājums vācu bruņinieku laikos, vēlāk pārdzīvojot zviedru, poļu un krievu laikus. Pilsdrupu teritorijā atrodas interesants objekts siera namiņš, celts gadā, kas ir vienīgais Latvijā. Šeit agrāk tika turēts un žāvēts siers, ko veda uz Rīgas tirgiem. Īstu kultūras un ekonomikas uzplaukumu pagasts piedzīvoja 19.gs., kad šeit saimniekoja firsts Pauls Līvens. Vēl līdz šodienai saglabājies Smiltenes muižas ēku komplekss, kas aplūkojams ikvienam interesentam. Šinī teritorijā atrodas mācību centrs Smiltenes tehnikums, kas ir viens no vecākajiem un vienīgajiem Latvijā, kurā iespēja apgūt veterinārmedicīnas profesiju un vienīgais reģionā, kur iespēja apgūt viesnīcu servisa un tūrisma specialitāti. Pagastā aktīvi darbojas amatierteātris Trīnis, jauniešu studija Arlekīns, Eiropas deju grupa Smiltesele, sieviešu vokālais ansamblis Mantojums. Ik gadus notiek tradicionālie sporta pasākumi un kopīgā vasaras saulgriežu svinēšana Līgo kalnā. Smiltenes pagasta teritorijā atrodas daļa no Sporta un atpūtas kompleksa Teperis. Interesants objekts ir vairāk kā 400 gadus vecās Zauskas priedes fragments, tāpat dziednieku iecienīts un interesanti veidojies Veczellīšu bļodakmens, Alkāsu liepa, Kritnis. Ievērojams arhitektūras piemineklis ir 18. gs. celtā Mācītājmuiža, kas saistīta ar visiem ievērojamiem Smiltenes mācītājiem, bet jo īpaši ar Kārli Kundziņu un viņa bērniem. Lielākās uzņēmēji un saimniecības SIA Kalna Tomēni (piena un gaļas lopkopība), Z/S Rožkalni (graudkopība rudzu, kviešu, miežu, rapša audzēšana un mežistrāde), SIA Kamalda (galdniecība, dārzeņu audzēšana, gaļas lopu audzēšana), Z/S Braslas (piena lopkopība), lauku māja Kalbakas un viesu nams Lejas Zauskas (tūrisms). SMILTENE PARISH The Smiltene parish is situated in the north of the Smiltene municipality. The area is 69 km², the population The administrative centre of the parish is located in Kalnamuiža, 1 km from the centre of the municipality. This parish has the largest proportion of the agricultural land, 63% of the total territory. At the turn of an age, the Smiltene parish experienced different times. The castle ruins are from the 14th century. The castle was built as a fortification for German knights; later it witnessed the Swedish, Polish and Russian times. In the territory of the castle ruins, there is an interesting object a cheese house that was built in 1763 and is the only one in Latvia. People used to keep and dry cheese there for selling in the market in Riga. In the 19th century when the Prince Paul Lieven lived and worked here, the parish experienced a real cultural and economic boom. The Smiltene manor house complex has been preserved and it is open for visits to everyone. The Smiltene Technical School is located in this territory; it is one of the oldest in Latvia and the only one where you can master the profession of the veterinarian, and the only one in the region where it is possible to study in the speciality of the hotel services and tourism. The Smiltene Technical School is rich in traditions; they have modernised the premises of the manor house and made them suitable for the needs of the study process. In the territory of the manor house, there is also a training hotel Kalna ligzda, a cafeteria, a library, and the parish administration. The territory of Kalnamuiža can be proud not only with its historic buildings, but also with a park of 18 ha where you can find different rare species of trees and bushes, as well as the first and largest rock garden in Latvia that was created in the fifties of the previous century. In the municipality, there is an amateur theatre Trīnis, a youth studio Arlekīns, a European dance group Smiltesele, a women s vocal ensemble Mantojums. Every year the traditional sports events are held and people celebrate the Midsummer Eve on the Līgo hill. A part of the sports and recreation complex Teperis is located in the territory of the Smiltene parish. There is a number of interesting sites, such as a piece of a 400 year old Zauska pine, a stone with a bowl-shaped hollow at Veczellīši, the Alkāsu lime-tree, Kritnis. The rectory built in the 18th century is an important architectural monument and it is related to all famous clergymen of Smiltene, but especially with Kārlis Kundziņš and his children. The largest enterprises and farms SIA Kalna Tomēni (dairy and beef-cattle farming), Rožkalni (grain farm growing rye, wheat, barley, raps, and logging), SIA Kamalda (a joinery, vegetable gardening, breeding beef-cattle), Braslas (dairy farming), the country house Kalbakas and the guest house Lejas Zauskas (tourism).

7 BLOME PARISH The Blome parish is situated in the western part of the Smiltene municipality. Its area is 75.9 km2, the population The motorways Smiltene - Cēsis and Smiltene Valmiera run across the territory of the parish. The distance to the centre of the municipality is 9 km. The southern part of the parish is hilly, but the northern part even and a bit swampy. The rivers Abuls, Nigra, Mutulīte and Lisa flow through the territory. The largest water bodies are the milllakes of Blome and Muinieši. The largest swamps are the swamps of Biksēja-Cūku and Vārnu. There are some deposits of sand and gravel. On the banks of the Nigra, there are two exposures of sandstone the Kāļu glen and the Krūmiņu rock. The name of the Blome parish has originated from the surname of the former owner of the Blomu manor it was Blomenhof. Since 1928, the owner of the Blome manor or castle is the Blome Parish Administration. After the war, the Blome parish was known as the collective farm Uzvara, but after 1955 as the village of Blome. The Blome parish has the largest proportion of agricultural land, and therefore agriculture is the leading branch in this parish. The farm Dimanti (dairy farming one of the most modern farms in Latvia), the farms Akoti and Oļukalni horse breeding, the farm Muižnieki goat farming, the farms Gailīši and Celmi - apiculture, Sirmiņi selection of lilies. The joint stock company Smiltenes piens has a cheese dairy in Blome; there are several wood processing companies, the largest of them is MMA, (specialises in production and building of round log houses, exports its products to Norway). There is a parish administration, shops, a culture house, a post-office, a doctor s assistant s office, an elementary school, a pre-school educational establishment Zīlīte and a library with an internet access. The cultural life is active in the parish; there are several dance groups, an amateur theatre and the society Kultūrizglītība un sports. The ancient graveyard of Krēsliņi or the Golden hill is a local historic monument; the Riņģi meetinghouse of the Brothers parish (in 2000 it was attributed to the European culture heritage flag for a well-kept rural landscape.) There is a number of monuments of culture history, such as a memorial to Ķikuļu Jēkabs, a granite decor Vārpa, the Blome manor castle, the school at Siļķītes. Interesting sites are the remnants of the Riņģi oak, and the Fairytale oak that is the symbol of the parish, an open air theatre at Jeberleja, as well as the ceramics workshop Zīlītes of Iveta Rone and the country house Donas (excursions, baking and tasting of bread). Blomes pagasts atrodas Smiltenes novada rietumu daļā. Tā platība 75,9 km², iedzīvotāju skaits Pagastu šķērso autoceļi Smiltene Cēsis un Smiltene Valmiera. Attālums līdz novada centram 9 km. Pagasta dienvidu daļa ir pauguraina, bet ziemeļu daļa līdzena, nedaudz purvaina. Pagasta teritoriju šķērso upe Abuls, Nigra, Mutulīte, Lisa. Lielākās ūdenstilpnes ir Blomes un Muiniešu dzirnavu ezeri. Lielākie purvi Biksējas-Cūku purvs un Vārnu purvs. Ir nelielas smilts un grants atradnes. Nigras upes krastos izveidojušies divi smilšakmens atsegumi Kāļu grava un Krūmiņu klints. Blomes pagasta vārds cēlis no kādreizējā Blomu muižas īpašnieka, kas uzvārdā bijis Blomenhof. Kopš gada Blomes muižas jeb pils īpašnieks ir Blomes pagasta pārvalde. Blomes pagasts pēckara gados bija pazīstams arī kā kolhozs Uzvara, taču pēc gada kā Blomes ciems. Blomes pagastā no visas teritorijas visvairāk ir lauksaimniecībā izmantojamā zeme, tāpēc lielākoties šajā pagastā attīstīta ir lauksaimniecība. Z/s Dimanti (piena lopkopība-viena no modernākajām fermām Latvijā), Z/s Akoti un Oļukalni nodarbojas ar zirgkopību, Z/s Muižnieki ar kazkopību, Z/s Gailīši un Celmi ar biškopību, Sirmiņi ar liliju selekcionēšanu. Pagastā darbojas A/s Smiltenes piens Blomes siera cehs, vairāki kokapstrādes uzņēmumi, no kuriem lielākais ir MMA, (specializējies guļbūves ēku ražošanā un celtniecībā, eksportē produkciju uz Norvēģiju). Pagastā darbojas pagasta pārvalde, veikali, kultūras nams, pasta nodaļa, feldšeru punkts, Blomes pamatskola, pirmsskolas izglītības iestāde Zīlīte un bibliotēka ar interneta pieejamību. Pagastā aktīva ir kultūras dzīve, jo izveidoti vairāki deju kolektīvi gan maziem, gan lieliem, darbojas tautas teātris, biedrība Kultūrizglītība un sports. Vietējas nozīmes vēstures piemineklis ir Krēsliņu senkapi jeb Zelta kalniņš, Riņģu Brāļu draudzes saiešanas nams (2000. g. piešķirts Eiropas kultūras mantojuma karogs par sakoptu lauku ainavu.) Kultūrvēsturiski nozīmīgie pieminekļi Ķikuļu Jēkaba piemiņas ansamblis, granītā kaltais dekors Vārpa, Blomes muižas pils, Blomes Siļķītes skola. Apskates vērts ir Riņģu dižozola atliekas, Pasaku ozols, kas ir pagasta simbols, Jeberlejas brīvdabas estrāde, kā arī Ivetas Rones keramikas izstrādājumu darbnīca Zīlītes un lauku māja Donas (ekskursijas, maizes cepšana un degustācija).

8 Brantu pagasts atrodas Smiltenes novada dienvidrietumu daļā, Mežoles pauguraines ziemeļu daļā. Pagasta reljefs ir izteikti paugurains. Augstākās vietas ir Kuiļa kalns un Dzērvju kalns. Pagastu šķērso upes Nigra, Dranda, Mutulīte. Lielākie ezeri ir Brantu, Strantes ezers un Prūšu dzirnavu ezers. 45,4% no pagasta teritorijas aizņem meži. Pagasta platība ir 81,4 km², iedzīvotāju skaits 654. Attālums līdz novada centram Smiltenei ir 3 km. Pagasta teritorija atrodas pie autoceļa Rīga Veclaicene Sanktpēterburga un pagasta teritoriju šķērso asfaltēts autoceļš Smiltene Rauna, kā arī to šķērso maģistrālie gāzes vadi Pleskava Rīga un Izborska Inčukalna pazemes gāzes krātuve. Brantu pagasta pirmsākums ir Brantu ciems, kas nodibināts gada 18.oktobrī. Pagastā darbojas pagasta bibliotēka, kas nodrošina bezmaksas interneta pieejamību iedzīvotājiem. Lielākais lauksaimniecības uzņēmums ir SIA Vidzemīte, tās vēsture aizsākusies jau pagājušā gadsimta 50. gados, attiecīgi izejot katru no Latvijas lauku attīstības vēstures posmiem. Pašlaik SIA Vidzemīte apsaimnieko ap 2000 ha lauksaimniecībā izmantojamās zemes. No gandrīz 500 slaucamajām govīm ražo un realizē augstas kvalitātes pienu. Nodrošinot darba vietas 70 cilvēkiem, ir lielākais nodokļu maksātājs Brantu pagastā. Apsaimniekojot laukus un ražošanas objektus, tiek veidota pievilcīga ainava pagasta teritorijā. Transporta pakalpojumus sniedz SIA Kalna Masaļi, tāpat viņi nodarbojas arī ar ceļu būvi. Lielākās zemnieku saimniecības ir Jaunlūres (augkopība un tehniskās kultūras), Paltnieki, Kalna Bicieri (kokapstrāde, gatavo produkciju realizē uz citām ES valstīm). Tūristus uzņem viesu nams Cērtenes dzirnavas, kas atrodas Smiltenes pievārtē pie Cērtenes upītes ūdenskrituma, z/s Lejas Prieņi, kas atrodas Nigras upes krastos, pie uzpludināta dīķa. Brantu pagastā ir vairāki valsts nozīmes arheoloģijas pieminekļi: Gailīšu, Lejasstrantu, Brantu, Lejaskleperu, Tīrumpampānu, Slavēku un Kalnastrantu senkapi un apmetne. Arheoloģijas piemineklis ir Kampu pilskalns. Emīļu dobumakmens ir interesants ar to, ka akmens iedobē nepazūd ūdens, tā garums 3,3 m, platums 2,9 m. Akmens aptuvenais svars ir 30 tonnas. Dižkoka apmērus sasniedzis Ducmaņu ozols, tā apkārtmērs 8,13 m, augstums 17 m. Pagastā ir redzama ozolu aleja pie Lejas Puntuļu mājām ar 55 ozoliem. Brantu pagasta teritorijā ir izveidots mikroliegums Melnā stārķa un trijpirkstu dzeņa ligzdošanas vietas. BARANTI PARISH The Branti parish is situated in the south-west part of the Smiltene municipality, in the northern part of the Mežole hilly area. The relief of the parish is very hilly. The highest points are Kuiļa hill and Dzērvju hill. The Nigra, the Dranda and the Mutulīte flow across the parish. The largest lakes are the Brantu lake, the Strantes lake and the Prūšu mill-lake. 45.4% of the territory are covered by forests. The area of the parish is 81.4 km², the population 654. The distance till Smiltene, the centre of the municipality, is 3 km. The territory of the municipality is located at the motorway Riga Veclaicene St. Petersburg, and the motor road Smiltene Rauna runs across the territory; there is also the long-distance gas pipelines of Pskov Riga and Izborsk Inčukalns underground gas depository. At the beginning, there was the village of Branti, founded on October 18, In the Branti parish, there is a library that ensures free access to the internet to the local inhabitants. The largest agricultural enterprise is SIA Vidzemīte ; its history goes back to the 50-ies of the previous century and passes through all historic phases of rural development in Latvia. At the moment, SIA Vidzemīte manages around 2000 ha of agricultural land. They have almost 500 dairy cows and their milk is of a high quality. The company employs 70 people and it is the largest tax payer in the Branti parish. They take care of their fields and production facilities, thus making the local landscape attractive. The company SIA Kalna Masaļi offers transport services; they also work in road building. The largest farms are Jaunlūres (crop farming and cultivation of technical crops), Paltnieki. The farm Kalna Bicieri (wood processing, their products are exported to other EU countries). Tourists are welcome to visit the guest house Cērtenes dzirnavas that is located near the town of Smiltene at the waterfall of the Cērtene river; the farm Lejas Prieņi is located on the banks of the Nigra, near an artificial pond. In the Branti parish, there are several national archaeology monuments: the ancient burial grounds of Gailīši, Lejasstranti, Branti, Lejaskleperi, Tīrumpampāni, Slavēki and Kalnastranti and a settlement. The Kampi castle mound is also an archaeology monument. The Emīļi hollow stone is interesting due to the fact that water never disappears from its hollow, its length is 3.3 m, the width 2.9 m. The stone weighs approximately 30 tons. The oak of Ducmaņi has reached considerable dimensions, its perimeter is 8.13 m, the height 17 m. The farmstead Lejas Puntuļi has an oak alley with 55 oaks. 9 VARIŅI PARISH The Variņi parish is situated in the south-east of the Smiltene municipality; the area is km 2, the population The distance till the centre of the municipality is 23 km. The motorway Smiltene Gulbene runs across the territory of the parish. The Variņi municipality is one of the youngest municipalities in Latvia; it was established on October 18, 1990, on the bases of the former collective farm Oktobris, now SIA Palsa, the territory was separated from the Palsmane parish. At the beginning of the 19th century, a large and rich family the Īvāni, lived in the territory of the parish. Pēteris Īvāns, one of the eldest members of this family, was a very strong man and could do a lot. It is the origin of the name of the Variņi parish. The Variņi parish is rich in forests. Forests cover ha of the total territory of the parish; the agricultural land ha, but waters ha. Part of the Šepka protected nature area, 373 ha, are located in the territory of the parish. There are two protected nature areas in the parish: the marsh Lielais purvs and Šepka. The river Palsa meanders along the length of the territory, hills interchange with valleys, and there are a lot of fish ponds. Two famous old trees enrich the landscape of the parish - the oak at Vilciņi located on the bank of the Palsa at the farmstead Vilciņi, a former property of the baron von Bleir. The perimeter of the oak is 8.25 m, the height 22 m. The big pine located at the motorway Ķeņģi - Jaunpiebalga, 2 km from the former Medņi forestry. The perimeter of the tree 3.3 m. Entrepreneurship is successfully developing in the Variņi parish: SIA Palsa cultivation of grain, dairy and meat farming, poultry farming; the company employs more than a hundred local inhabitants. The company SIA Dzērve works in wood processing; there is also horse farming and untraditional agriculture (growing strawberries, raspberries and bilberries). The Variņi Elementary School is interesting with the fact that it is constructed as a mirror image. There is also a pre-school educational establishment Saulīte, a culture house, a post-office, three shops, and a library where you can learn about the history of the Variņi parish and use the internet. The culture and sports life is very popular with the local people. In the culture house, there is a dance group for the middle-aged Varis, a dance group for young people Dancātājs, a women s ensemble Sinkope, a group of modern dances of different styles for dancers of all ages, line dances, and an art club. The parish has a tradition to exchange cultural programmes with neighbouring parishes. Every year singing families from many Latvian parishes come together for a song festival; they look for new talents at the singing event A song for my generation. The culture house is open to everyone who would like to be active and to find positive emotions. Maiga Āboliņa has compiled a private collection on the history of the parish and with a lot of interesting objects. Variņu pagasts atrodas Smiltenes novada dienvidaustrumu daļā, teritorijas platība 100,5 km 2, iedzīvotāju skaits 953. Attālums līdz novada centram 23 km. Pagasta teritoriju šķērso autoceļš Smiltene Gulbene. Variņu pagasts ir viens no jaunākajiem pagastiem Latvijā, kas izveidojies gada 18. oktobrī, uz bijušā kolhoza Oktobris bāzes, tagad SIA Palsa, atdaloties no Palsmanes pagasta. 19. gadsimta sākumā pagasta teritorijā dzīvojusi liela un bagāta dzimta Īvāni. Pēteris Īvāns, viens no šīs dzimtas vecākajiem iedzīvotājiem, bijis ar lielu spēku un varēšanu apveltīts. No tā arī radies Variņu pagasta nosaukums. Variņu pagasts ir bagāts ar meža zemi. Meži aizņem 5507,7 ha no kopējās pagasta teritorijas. Lauksaimniecībā izmantojamā zeme aizņem 3608,8 ha, bet ūdeņi 237,8 ha. Pagasta teritorijā izvietojas daļa no 373 ha lielās īpaši aizsargājamās dabas teritorijas Šepkas dabas liegums. Šobrīd pagasta teritorijā atrodas divi dabas liegumi: Lielais purvs un Šepka. Palsas upe met līkločus visā teritorijas garumā, pauguri pārmaiņus mijas ar ieplakām, kurās izvietojušies daudzie zivju dīķi. Pagasta ainavu bagātina divi dižkoki Vilciņu ozols dižozols atrodas Palsas upes krastā pie Vilciņu mājas, kādreizējā barona fon Blēra īpašums. Dižozola apkārtmērs 8,25 m, augstums 22 m. Lielā priede atrodas pie ceļa Ķeņģi Jaunpiebalga, 2 km no bijušās Medņu mežniecības. Koka apkārtmērs 3,3 m. 10 Launkalnes pagasts atrodas Smiltenes novada dienvidu daļā. Šis pagasts ir lielākais visā novadā, aizņem 222 km², iedzīvotāju skaits Attālums līdz novada centram 18 km. Pagasta teritoriju šķērso autoceļi Rīga Veclaicene Sanktpēterburga, Smiltene Gulbene. Pagasta teritorijā ir trīs ciemi Silva, Launkalne un Saltupi. Launkalnes vēsturiskais nosaukums ir Launekalns. 15. gs. šajā apvidū dzīvojuši somugri lībiešu vai igauņu priekšteči. Igauņu valodā loun nozīmē gan pusdienas, gan dienvidu, tādejādi vārds Launkalne būtu tulkojams kā dienvidkalne. Lielākā pagasta teritorijas daļa atrodas Vidzemes augstienes Mežoles paugurainē. Pavisam pagastā atrodas 23 pauguri, no tiem lielākā daļa virs 150 m v.j.l., augstākais pagastā un visā novadā ir Slapjuma kalns (248 m v.j.l.). Smiltenes novadā Launkalnes pagasts ir bagātākais ar meža zemi. Meži te aizņem ha pagasta teritorijas, kas ir 72,6 %, bet lauksaimniecībā izmantojamā zeme 3770,9 ha. Pagasta teritorijā atrodas 16 dažāda lieluma ezeri. Lielākie no tiem ir Lizdoles ezers 53,9 ha, Niedrājs 17,7 ha, Spicieris 16 ha, kas ir lielākie arī Smiltenes novadā. No 13 upēm un upītēm, lielākās ir Abuls, Rauza, Vija, bet no 10 purviem lielākais ir Krievu purvs 154 ha. Vēl pagasta teritorijā atrodas Kapusila karjers gadā viena no Launkalnes muižas ēkām tika pārdēvēta par Pilskalniem. Tajā šobrīd atrodas Launkalnes pagasta pārvalde, kultūras nams, bibliotēka. Pagastā ir pamatskola, pie kuras darbojas arī pirmsskolas vecuma grupas. Pagastā darbojas arī feldšeru punkts, pasta nodaļa, veikals. Silvas ciematā darbojas BMX sporta klubs Silvas ziķeri, ir iekārtota trase. Šis klubs ir Latvijas BMX federācijas biedrs. Launkalnes pagasta lepnums ir krāšņā un maz skartā daba, kas piesaista daudzu cilvēku uzmanību, tāpēc Launkalnes pagasta iedzīvotāji rūpējas, lai bagātīgo un interesanto dabas krāšņumu ieraudzītu gan savējie, gan viesi. Pagastā atrodas Mežoles liegums, kas ir īpaši aizsargājama dabas teritorija. Tas ir viens liels vienlaidu meža masīvs ļoti paugurainā reljefā. Specifisko reljefa un hidroloģisko apstākļu dēļ ir konstatēta liela biotopu un putnu sugu daudzveidība. Par dabas neskartību liecina Rauzas un Šepkas upītes tīras mežu upes ar izteiksmīgu ieleju. Te konstatētas Latvijas Sarkanajā Grāmatā ierakstīto upes pērleņu kolonijas un ir izveidoti Šepkas un Rauzas liegumi. Launkalnes pagastā izveidots Silvas dendroloģiskais parks ar platību 20ha, kurā aplūkojamas apmēram 300 koku un krūmu sugas. Izveidota dabas izziņas taka Veļu kalni, labiekārtota avota ūdens ņemšanas vieta Vecsautiņu avoti. Senā lauku sētā, kurā saimnieko Kleperu dzimta, apskatāma saimniecība, meža un senu lietu kolekcija, bet z/s Ezerlejas aplūkojami strausi, fazāni, pundurkaziņas, dambrieži. Pagastā darbojas atpūtas bāzes Silmači, Jeiskas dzirnavas, kā arī vairākas kafejnīcas. Pagastā galvenokārt attīstīta ir kokapstrādes nozare. Lielākie uzņēmumi ir a/s Stora Enso Timber, SIA Vudlande, SIA Smiltene Impex. Lauksaimniecībā galvenā nozare ir piena lopkopība. Viena no lielākajā saimniecībām ir SIA Abuliņi, kas apsaimnieko 300 ha lauksaimniecības zemes un nodarbojas ar piena lopkopību. SIA Sprīdītis nodarbojas ar cūkkopību gaļas ražošanu un realizāciju. Saimniecībā ir 7000 liels cūku ganāmpulks. Z/S Kadiķīši nodarbojas ar augkopību. Kopējā apsaimniekotā platība ir 130,7 ha. Tā ir viena no lielākajām rapša un graudu audzētājām saimniecībām pagastā. Saimniecības īpašnieka vaļasprieks ir būvēt ēku maketus pēc konkrēta pasūtījuma. LAUNKALNE PARISH The Launkalne parish is situated in the southern part of the Smiltene municipality. This is the largest parish in the municipality, it covers 222 km², the population is The distance till the municipality centre is 18 km. The motorways Riga Veclaicene St. Petersburg and Smiltene- Gulbene run across the territory of the parish. There are three villages in the parish Silva, Launkalne and Saltupi. The historical name of Launkalne is Launekalns. In the 15 th century, this area was inhabited by the Fenno-Ugrian peoples ancestors of the Livs or the Estonians. In Estonian the word loun means both lunch and southern, so the name of Launkalne can be translated as the southern hill. The largest part of the territory of the parish is located in the Mežole hilly area of the Vidzeme upland. There are 23 hills in the parish, most of them are higher than 150 m above the sea level; the highest hill in the parish and the whole municipality is Slapjuma hill (248 m). The Launkalne parish is the richest parish in the municipality in forest land. Forests cover ha of the territory, i.e., 72.6%, but the agricultural land covers ha. Sixteen lakes of different sizes are located in the parish. The largest of them are the lakes of Lizdole 53.9 ha, Niedrājs 17.7 ha, Spicieris 16 ha, which is the largest lake in the Smiltene municipality. There are 13 rivers; the largest are the Abuls, the Rauza, the Vija. There are 10 marshes, the largest Krievu marsh 154 ha. There is also a quarry at Kapusils. In 2000 one of the buildings of the Launkalne manor was renamed Pilskalni. At the moment it houses the administration of the Launkalne parish, the culture house and the library. There is an elementary school with preschool groups as well. They also have a doctor s assistant s office, a post-office and a shop. In the village of Silva, there is a BMX sports club Silvas ziķeri, they have erected a track. The club is a member of the Latvian BMX Federation. The Launkalne parish is proud of its beautiful and untouched nature that attracts attention of many people. The local inhabitants of Launkalne take care of nature, so that its rich and interesting beauty could be noticed both by the local people and guests. The Mežole protected area is under a special protection. It is a large continuous forest tract on a very hilly terrain. Due to the specific terrain and hydrological conditions, a large variety of biotopes and bird species have been found there. The rivers of Rauza and Šepka are examples of untouched nature they are clean forest rivers with impressive valleys. There you can find colonies of the river pearl-oysters (Margartifera margaritifera) that are registered in the Red Book of Latvia; the protected areas of Šepka and Rauza have been established. The Silva dendrological park, area 20 ha, is also located in the Launkalne parish; there you can see around 300 species of trees and bushes. There is a nature investigation trail called The ghost hills and a place where people can take spring water The springs of Vecsautiņi. In an old farmstead where the family of the Kleperi lives, you are invited to see the farm and a collection of forest objects and antiques, but in the farm Ezerlejas you can see ostrichs, pheasants, dwarf goats and fallow-deer. In the parish, there are also two recreation centres Silmači, Jeiskas dzirnavas, and a number of cafes. The most developed branch in the parish is wood processing. The largest enterprises are the following: A/S Stora Enso Timber, SIA Vudlande, SIA Smiltene Impex. The dairy farming is the leading branch of agriculture. One of the largest dairy farms is SIA Abuliņi that takes care of 300 ha of agricultural land. SIA Sprīdītis breeds pigs and produces pork; they have a herd of 7000 pigs. The farm Kadiķīši cultivates crops. The total area of the farm is ha. It is one of the largest farms in the parish that cultivates rape and grain. The owner of the farm has a hobby to construct model houses upon specific requests.

11 PALSMANE PARISH Palsmane is situated in the eastern part of the Smiltene municipality, on the banks of the Palsa river, at the motorway Riga Veclaicene. The distance till the centre of the municipality is 23 km. The area of the Palsmane parish is 99.5 km², the population the largest populated places are Palsmane and Rauza. The Palsmane parish was first mentioned in 1615, during the Swedish times, when it was separated from the Smiltene castle district. The parish was established around 1920 as a result of the land reform process. Several rivers flow through the territory: the Palsa, the Vidaga, the Vizla, and the Rauza. Half of the territory is covered by forests. The largest producer of agricultural products is the company SIA Palsmane (grain and grassland seed farming, cultivation of potatoes, cattle breeding); the farm Lejasgrīvas (dairy and beefcattle farming). The largest enterprises are the following SIA Ziķeri (wood processing), the farm Atvases (wood processing and a joinery), SIA Baltegle (cultivation and renovation of forest plants), SIA Agle, SIA Līvas V (production of soft drinks). There is an elementary school with a bit more than 100 pupils. There is also the Palsmane Specialised Boarding School, which is located in the castle built by the baron von Beer in 1880; since 1966, the building houses a school for children with special needs. The parish has also a cosy pre-school educational establishment. In the building of the old church pub, which is more than 100 years old, the Culture House has found its premises; it makes use of old and interesting traditions. Many local inhabitants and people from the whole municipality gather here in the evenings. In the parish, there is a dance group for middle-aged people Cīrulis ; young and old are its members. Some more interest groups have found their home in the Culture House: a senior dance group, a line dance group, theatre lovers and venturous players of board games. More than 180 people participate in the activities of the amateur groups. The Culture House also houses a library with an access to the internet. In the parish, there is also a doctor s office, a pharmacy and a post-office. There is a number of interesting sights in the municipality the Palsmane Evangelic Lutheran Church that was built in 1817 in an octagonal shape, the Palsmane manor (the boarding school) and a park, the Rauza mill (excerpts of the film A Short Instruction in Love were shot here), the lakes of the Rauza and Palsmane mills, the Palsmane Parish House. In the Palsmane Elementary School, you can have a look at an exposition of the history of the school and old household objects. The motto of the Palsmane parish is the following: It is better to see once than to read ten times! Palsmane atrodas Smiltenes novada austrumu daļā, Palsas upes krastos, autoceļa Rīga Veclaicene malā. Attālums līdz novada centram 23 km. Palsmanes pagasta platība 99,5 km², iedzīvotāju skaits Lielākās apdzīvotās vietas Palsmane un Rauza. Palsmanes pagasts pirmo reizi tiek minēts gadā, zviedru laikā, kad tas tiek nodalīts no Smiltenes pils apgabala. Mūsdienīgākā izpratnē pagasts tiek izveidots ap gadiem zemes reformas procesa rezultātā. Teritorijai cauri plūst upes: Palsa, Vidaga, Vizla, Rauza. Apmēram pusi no pagasta kopplatības aizņem meži. Lielākais lauksaimnieciskās produkcijas ražotājs ir SIA Palsmane (graudu un zālāju sēklkopība, kartupeļu audzēšana, lopkopība), z/s Lejasgrīvas (piena un gaļas lopkopība). Pagasta lielākās ražotnes SIA Ziķeri (kokapstrāde), z/s Atvases (kokapstrāde un galdniecība), SIA Baltegle (meža kultūru kopšana un atjaunošana), SIA Agle, SIA Līvas V (atspirdzinošo dzērienu ražotne). Palsmanē darbojas pamatskola, kurā zinības iegūst vairāk nekā 100 skolēni gadā celtajā barona fon Bēra pilī kopš gada atrodas Palsmanes speciālā internātpamatskola, kurā mācās bērni ar speciālajām vajadzībām. Pagastā ir mājīga diennakts pirmsskolas izglītības iestāde. Palsmanes vecajā baznīcas kroga ēkā, kurai ir vairāk kā 100 gadu, jauki iekārtojies Kultūras nams, kurā dzīvo senas un interesantas tradīcijas. Vakaros te pulcējas daudzi palsmanieši un novada ļaudis. Pagastā darbojas vidējās paaudzes tautas deju kopa Cīrulis, kurā dejo gan lieli, gan mazi. Vēl kultūras namā savu mājvietu raduši: senioru deju kolektīvs, līnijdeju dejotāji, teātra mīļotāji un azartiskie galda spēļu spēlmaņi. Pašdarbības kolektīvos iesaistījušies vairāk kā 180 dalībnieki. Kultūras nama telpās darbojas pagasta bibliotēka, kas nodrošina interneta pieejamību. Pagastā darbojas ambulance, aptieka, pasta nodaļa. Pagastā atrodas interesanti apskates objekti Palsmanes evaņģēliski luteriskā baznīca, kas celta gadā astoņstūra formā, Palsmanes muiža (internātpamatskola) un parks, Rauzas dzirnavas (šeit uzņemti fragmenti filmai Īsa pamācība mīlēšanā ), Rauzas un Palsmanes dzirnavu ezeri, Palsmanes pagasta nams. 12 Bilskas pagasts atrodas Smiltenes novada ziemeļaustrumu daļā. Pagasta teritoriju šķērso autoceļš Smiltene Valka, Smiltene Gaujiena, Rīga Veclaicene Sanktpētertburga. Attālums līdz novada centram 10 km. Pagasta teritorija aizņem 161,1 km², tai skaitā lauksaimnieciski izmantojamā zeme 6894,5 ha, meži 7177,8 ha, pārejā zeme 1848,6 ha. Iedzīvotāju skaits Par to, kā Bilska tikusi pie tāda savdabīga vārda, ir dažādas versijas. Viena: kādreiz šeit plašas zemes piederējušas poļu panam Beļskim, un viņa uzvārds likts Bilskas nosaukuma pamatā. Otra: zviedru kara laikā pie ezera bijusi zviedru karaspēka apmetne. Notikusi kauja, kas nesusi zviedriem lielus zaudējumus, kuru dēļ tie savas apmetnes vietu nodēvējuši Bilskanda, kas nozīmējis zaudējumu pie ūdeņiem, un tā cēlies Bilskas vārds. Bilskas pagasta nozīmīgākie centri Bilska, Mēri, Lobērģi, Zeltiņi. Pagasta dienvidu daļā augstienes un pauguraines mijas ar līdzenumiem, bet ziemeļdaļa ir līdzena, ar plašiem laukiem un ievērojamām meža platībām. Lielākie ezeri Bilskas 7,4 ha, Sūča 6,1 ha un Mēru ūdenskrātuve 1,6 ha. Teritorijā atrodas vairāki arheoloģiskie un kultūrvēstures pieminekļi. Kā kultūrvēsturiskā mantojuma centrs ir Mēru muižas apbūve ar parku (19. gs. beigas 20.gs. sākums). Muižas ēka celta 1905.gadā pēc muižas īpašnieka J. V. Hēkera pasūtījuma gadā Mēru muižas iekšējās telpas tiek pārbūvētas un piemērotas skolas vajadzībām. Līdz gadam šajā ēkā atradās Birzuļu pamatskola. Muižas parks ir ievērojams ar diviem dižkokiem lielāko ozolu Baltijā, kas ir 175 gadus vecs (stumbra apkārtmērs 5,05 m, vainaga lielums 33 x 30 m) un Eiropas lapegli. Parkā ir arī Latvijā reti sastopami, aizsargājami un eksotiski augi valrieksts, sarkanlapu ozols, svešzemju skujkoki, bārbeles krūms, parastā čuža u.c. Kultūrvēsturiski nozīmīgi pieminekļi: Kalnaegļu Upurozols, Līdaciņu Jāņu kalns ar akmeni, Līdaciņu senkapi, Panderu Upurkalns un Upurakmens, Piltiņu, Dzirkaļu un Vecruiku senkapi. Meži aizņem 44,4% no pagasta teritorijas. Valsts meža īpašumus apsaimnieko VAS Latvijas valsts meži. Daudzu gadu kopšanas rezultātā netālu no Mēru centra 72,3 ha platībā izveidota plusaudze Izcilā audze, Latvijā ir tikai divas šādas audzes, kokiem šeit ir izcili taksācijas rādītāji, tie ir slaidi, labi atzarojušies ar tieviem zariem un šauru vainagu. No šīm audzēm ņem potzarus, kurus izmanto sēklu plantāciju veidošanai. Meži ir bagāti ar meža dzīvniekiem, kas ļauj attīstīt medību saimniecību un tūrismu. Matuļu dabas takas jaunizveidota dabas taka Asaru mājās. Kopējais takas garums 1650 m, apskatāmi 150 dažādi dabas veidojumi, astoņas takas, katra ar savu tēmu. Pagasta teritorijā darbojas Bilskas pamatskola ar pirmsskolas izglītības iestādēm Bilskā un Mēru muižā, trīs bibliotēkas Bilskā, Lobērģos un Mēros, kas nodrošina interneta pieejamību, trīs veikali, pasta nodaļa, feldšeru punkts, aptieka SIA Kaķis LJ, Birzuļu tautas nams, kurā ar panākumiem jau 12 gadus darbojas Birzuļu tautas nama dramatiskā kopa Mēris. Lielākie uzņēmēji pagastā ir SIA Alis un Partneri kokapstrāde, SIA Druva piena un gaļas ražošana, pakalpojumi, z/s Kalējiņi-1, z/s Palejas, z/s Stapriņi, z/s Pakuļi piena lopkopība, z/s Birztalas cūkkopība, z/s Bābēni ārstniecības augi. Bilska Parish The Bilska parish is situated in the north-east part of the Smiltene municipality. The territory of the parish is crossed by the motorways Smiltene Valka, Smiltene Gaujiena, Riga Veclaicene St. Petersburg. The distance till the centre of the municipality is 10 km. The area is km², including the agricultural land of ha, forests ha, other ha. The population There are several versions how Bilska got its peculiar name. One of them is the following: once upon a time, a Polish pan called Belsky was a big landowner in the area and the name of Bilska originated from his surname. Here is another one: during the Swedish war, there was a Swedish army camp at the lake. There was a battle and the Swedes suffered severe losses, and therefore they called their camp Bilskanda, which meant losses at the waters, and that was the origin of the word Bilska. The most important populated centres of the parish are the following: Bilska, Mēri, Lobērģi, Zeltiņi. In the southern part of the parish, highlands and hills interchange with flat country, but the northern part is plain with vast fields and considerable forest areas. The largest lakes - Bilskas 7.4 ha, Sūča 6.1 ha and the storage pond of Mēri 1.6 ha. There is a number of archaeological and culture historic monuments in the parish. The centre of the culture historic heritage is the Mēri manor with a park (the end of the 19th century the beginning of the 20th century). The manor house was built in 1905, as ordered by its owner J.V.Heker. In 1926, the premises of the Mēri manor were reconstructed and adjusted to the needs of the school. Up to 2009 this building housed the Birzuļi Elementary School. The manor park is famous for two giant trees the largest oak in the Baltic, which is 175 years old, its perimeter is 5.05 m, and its crown is 33 x 30 m large, and a European larch. In the park, there are other rare, protected and exotic plants, such as a walnut-tree, a red-leaved oak, coniferous trees from foreign countries, a barberry bush, abbotswood bushes, etc. Culture historic monuments are the following: a sacrificial oak at Kalnaegļi, Līdaciņu Jāņu hill with a stone, Līdaciņu ancient burial site, Panderu sacrificial hill and sacrificial stone, and ancient burial sites of Piltiņi, Dzirkaļi and Vecruikas. In the Bilska parish, forests cover 44.4% of the total area. State forests are managed by the state joint stock company Latvijas valsts meži. Thanks to a good care during the years, not far from the centre of Mēri, there is a plus-wood of 72.3 ha The outstanding wood ; there are only two such woods in Latvia, the trees here have very good taxation rates, they are slender, with thin branches and narrow crowns. This wood is used for obtaining slip branches, which are used for creating seed plantations. Forests are rich in wild animals; it promotes the development of hunting and tourism. The Matuļi nature trail is established at the farmstead Asari. The total length of the trail is 1650 m, there are 150 different nature objects, eights pathways, each of them has a different topic. In the parish, there is an elementary school with preschool educational establishments in Bilska and the Mēri manor, three libraries with an access to the internet in Bilska, Lobērģi and Mēri, three shops, a post-office, a doctor s office, a pharmacy of SIA Kaķis LJ, and the Birzuļi community house that has been sheltering a theatre group called Mēris for already 12 years. The largest enterprises are the following SIA Alis un Partneri wood processing, SIA Druva dairy and meat farming, services, the farms Kalējiņi-1, Palejas, Stapriņi, Pakuļi dairy farming, the farm Birztalas pig breeding, the farm Bābēni cultivation of herbs.

13 Grundzāle Parish The Grundzāle parish is situated in the eastern part of the Smiltene municipality; the distance till the centre of the municipality is 26 km. The area of the parish is km², the population 987. The parish territory is crossed by the motorway (A2) Rīga Veclaicene, as well as the long-distance gas pipelines of Pskov Riga and Izborsk Inčukalns underground gas depository. Forests cover 41% of the area. The parish is rich in water bodies. There are five rivers the Vidaga, the Vizla, the Vecpalsa, the Stepupe and the Vija, and four small lakes Bezdibenis, Baltezers, Vizla mill lake and Duņķis, three ponds Aumeisteru, Melderu and Mucenieku. The largest populated places are Grundzāle (Dzeņi), Aumeisteri, Vizla. The Grundzāle parish is located on the Tālava lowland, which is crossed by the Aumeisteri hill rampart in the NE SW direction; a road runs along its highest place towards the Aumeisteri manor, which is the most important culture historical monument in the parish. The Aumeisteri manor complex is situated in a well-kept park of a peculiar shape; there you can find different species of trees and bushes from all over the world. The complex of manor buildings was erected at the turn of the 18th and the 19th centuries. In the parish, there are three historical burials, two of them are of a national importance the old cemeteries at Jaunbemberi and Ozoliņi; the medieval cemetery at Liepiņi is of a local importance. Three giant trees make the landscape of the parish more interesting two elms at the Jauncauņi household and the oak at Vanderi. An eminent fir-tree grows in the centre of the village. Every year at Christmas it is decorated with the brightest stars thanksgiving it for choosing its place in this parish. In the Grundzāle parish, there is a number of private tourism and recreation sites Purgaiļi, Kalna Bauņi, Aumeisteru muiža and Trīssaliņas. They offer a variety of services with accommodation, different amusements throughout the year both for those who love peaceful countryside and those who prefer active recreation. The Grundzāle parish administration is located in the administrative building together with a post-office, a library, a doctor s office and a culture house. The library offers traditional services, as well as possibilities to use computers and the internet. The administrative building is accessible to people in wheelchairs and moms with prams. The Grundzāle Elementary School was established in 1965 when its building was constructed. Alongside with the study process, the school takes an active participation in culture activities and sports events pupils dance and go in for sports not only for their own pleasure, they are often winners of different competitions outside the parish. Representatives from Grundzāle have been prize-winners even at the European Youth Championships in orienteering. There is also a pre-school educational establishment for around 26 children from the parish and its neighbourhood. The dance group Rieda exists for more than 20 years. The theatre group Cik jaudas, a line dance group and a women s ensemble have been active for several years. Grundzāles pagasts atrodas Smiltenes novada austrumu daļā, 26 km attālumā no novada centra. Pagasta teritorija aizņem 129,5 km², iedzīvotāju skaits 987. Pagasta teritoriju šķērso autoceļš (A2) Rīga Veclaicene, kā arī maģistrālie gāzes vadi Pleskava Rīga un Izborska Inčukalna pazemes gāzes krātuve. No teritorijas platības 41% aizņem meži. Pagasta teritorija ir bagāta ar ūdenstilpnēm. To caurvij piecas upes Vidaga, Vizla, Vecpalsa, Stepupe un Vija, četri nelieli ezeri Bezdibenis, Baltezers, Vizlas dzirnavu ezers un Duņķis, trīs dīķi Aumeisteru, Melderu un Mucenieku dīķis. Lielākās apdzīvotās vietas ir Grundzāle (Dzeņi), Aumeisteri, Vizla. Grundzāles pagasts atrodas Tālavas zemienē, kuru ZA DR virzienā šķērso Aumeisteru paugurvalnis, pa tā augstāko vietu ceļš vijas uz Aumeisteru muižu, kura ir ievērojamākais kultūrvēsturiskais piemineklis pagastā. Aumeisteru muižas komplekss atrodas interesanti veidotā un labi koptā parkā, kur aug dažādas koku un krūmu sugas no visas pasaules. Pašreiz redzamais muižas ēku komplekss ir veidojies 18. un 19.gs. mijā. Pagasta teritorijā ir trīs vēsturiskie apbedījumi, no kuriem divi ir valsts nozīmes Jaunbemberu un Ozoliņu senkapi un vietējās nozīmes Liepiņu viduslaiku kapsēta. Pagasta teritorijas ainavu bagātina trīs dižkoki divas gobas pie Jauncauņu mājām un Vanderu ozols. Ciemata centrā aug diža egle. Pateicībā par to, ka tā savu vietu ir izvēlējusies šajā pagastā, katru gadu Ziemassvētkos tā tiek rotāta visspožākajām zvaigznēm. Grundzāles teritorijā esošās tūrisma un izklaides atpūtas vietas Purgaiļi, Kalna Bauņi, Aumeisteru muiža un Trīssaliņas pieder privātīpašniekiem. Katra no tām piedāvā atšķirīgus pakalpojumus, bet visas ar naktsmītnēm un daudzveidīgām izklaidēm visos gadalaikos nodrošina gan lauku klusuma, gan aktīvās atpūtas iespējas. Paralēli mācību darbam skolā notiek radoša un aktīva kultūras un sporta dzīve dejotāji un sportisti darbojas ne tikai savam priekam, bet arī gūst uzvaras dažāda līmeņa sacensībās ārpus pagasta robežām. Grundzāles orientēšanās sporta entuziasti ieguvuši godalgotas vietas arī Eiropas jauniešu čempionātos. Pagasta aprūpē ir arī pirmsskolas izglītības iestāde, kuru apmeklē vidēji 26 mazuļi gan no pašu, gan kaimiņu pagastiem. Kultūras dzīvi Grundzālē jau vairāk kā 20 gadus kuplina deju kolektīvs Rieda. Vairākus gadus darbojas arī teātra kopa Cik jaudas, līnijdeju kolektīvs un sieviešu ansamblis.
