1 Division of Health Care Finance and Policy An INET Web Application User Guide to: Filing the Hospital 403 Cost Report via Web File Transfer 1. Prepare your 403 Filing. Beginning in January 2006, the Division is enabling the file upload function in our INET Web application, to accept 403 Acute and Non Acute file transfers. Using any personal computer equipped with an internet browser*, hospitals should use this method to submit their annual 403 file. Filers must be registered with the Division as a user, and have requested rights to submit the 403. Step 1a Prepare your DHCFP 403 filing using the Compu-Max D403 software. Below is a screen shot from the 2004 version. You will of course use the version specific to your cost report filing (eg version for the 2005 cost report due in 2006) Step 1b Create an extract file to submit to DHCFP. Complete entering all your information as you normally would, and generate your 403 file submission using the File, Save As menu option. 1

2 When you are prompted to provide a file name and location, do not save this file to your floppy (A:\ drive). Instead of copying your file to a diskette and mailing it to the Division, save it to your local (C:\) drive or any other Network hard drive for subsequent steps. You must use the naming convention below. This helps to prevent you from accidentally sending the wrong file. Save to your C:\ drive using the naming convention below C:\403_2005.dat Naming Convention: 403_YYYY[_*].dat Name must start with 403, followed by an underscore _. The YYYY must be a four digit year representing the year you are filing for. Examples: 403_2005.dat this is the minimal option If you want to add information you can but add another underscore: 403_2005_JordanHospital.dat 403_2005_v1.dat a long Option another option You have now created the submission file and are ready to transmit the file to DHCFP using the DHCFP-INET web application. 2

3 2. Transmit the 403 submission file to DHCFP. Step 2a Login to the DHCFP-INET Web Site. Use this URL - to access the DHCFP-INET Login page Login Enter Your User ID assigned by DHCFP when you register as a user. Enter Your Password determined by you. Click on the Continue button. Call the following number at DHCFP: General Helpdesk Note that questions concerning the content of the 403 Cost Report may also be directed to the Helpdesk at *Browser requirements: Internet Explorer (IE) 5.5, Netscape 7.0, Firefox Step 2b - Select your facility from the drop down list box. Example: Adcare Hospital of Worcester (Note - form may look different on your browser). Select your Organization name from the drop down. Most users will have only one name to select from, but those users who are registered with multiple facilities will see all the facilities with that they are registered with. 3

4 Step 2c - Select the application you wish to run. The list of applications presented to you on the Main Menu depends on which applications you specifically are registered for in INET.* To upload your 403 File submission select the Upload file option from the list presented on the Main Menu form. Click on the Upload Files To DHCFP link. Click here *Note that the menu options you see above are specific to you. Only those applications that you are signed up for in INET will be displayed here. For example you may see only the Upload Files To DHCFP option, or you may have many options. 4

5 Step 2d - Select Upload from the File Transfer menu. Click here to begin upload process. Upload the File. From the File Transfer Menu: 1. Select the Submission Type from the drop down list; either Hospital 403 Acute, or Hospital 403 Non Acute depending on your type of facility. 2. Select Year which equals the submission period that the data represents. 3. Click Browse to use a dialog box to select the file you saved in Step 1b. Click here to browse to your saved 403 submission file 5

6 In the screen below, I have browsed to and selected the file 403_2004_AdcareHosp.dat which was located on my local C:\drive. Now clicking on Submit to DHCFP will initiate the actual file transfer from my local drive to the DHCFP website. Click here to Submit the selected file to DHCFP File transfer will initiate immediately, and should take less than 1 minute. Do not click anywhere or press any keys while the transfer is taking place. A successful transfer will be indicated by a pop up message like the one below. 6

7 To view a history of files submitted to the Division click on the View Previous Submissions option located on the File Transfer Menu. You will see a list of all previous file transfers, with the most recent at the top. Note: If Transfer Succeeded does not say yes then you have not submitted. The Division will receive and process your submission usually within 24 hours. If the submission is found to have errors, it may not be accepted as meeting filing requirements. In this case a DHCFP auditor will follow up with you to determine what the problem is. You may also need to mail certain paper attachments to the Division as well, to meet the full requirements for submitting. 7
