1 Preamble: UN VOLUNTEER DESCRIPTION OF ASSIGNMENT The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. 1. UNV Assignment Title: Specialist on social services for elderly people and persons with disabilities 2. Type of Assignment: International UN Volunteer 3. Project Title: Improving quality of social service delivery for persons with disabilities and lonely elderly people in Uzbekistan 4. Duration: 9 months 5. Location, Country: Tashkent, Uzbekistan 6. Expected Starting Date: February/March Brief Project Description: The main goal of the project is to promote institutional reform of the Ministry of Labour and Social Protection of Population of the Republic of Uzbekistan with the aim to improve social services for persons with disabilities and lonely elderly. The goal will be achieved through the implementation of the following project components: further improvement of legislative framework on social service delivery; functional review and proposed streamlining of the Ministry, widening the scope, development of standards and improving quality of social services; introducing feedback mechanism for measuring user satisfaction; organization of joint capacity building activities for civil servants and civil society organisations. 8. Host Agency/Host Institute: UNDP Country Office in Uzbekistan 9. Organizational Context: a) Implementing partner for the project is Ministry of Labour and Social Protection of Population of the Republic of Uzbekistan (MLSPP). MLSPP is the main state institution responsible for labour, employment, and social protection policy making. The ministry is tasked with ensuring social protection of population, provision of social services for and medical-social rehabilitation of persons with disabilities and elderly lonely people, as well as with regulation of labour relations and labour protection, labour market and employment of population. MLSPP reports to the Cabinet of Ministers. All social services planned to be improved within the project are under general supervision of MLSPP. Hence the management and specialists of MLSPP jointly with the project team will be main daily contact persons for UNV specialist.

2 b) The project Improving quality of social service delivery for persons with disabilities and lonely elderly people in Uzbekistan (hereafter, the Project) is implemented within Good Governance Unit of UNDP Uzbekistan (hereafter, GGU). Under the direct supervision of Project Manager the UN Volunteer shall work in close cooperation with the specialists of GGU of UNDP Uzbekistan. 10. Type of Assignment Place: Family Duty Station 11. Description of tasks: Under the direct supervision of the Project Manager (PM), the UN Volunteer will undertake the following tasks: Based on strong technical knowledge of social service delivery and in agreement with the PM, develop a) guideline of social service provision for lonely elderly people and persons with disabilities (including the introduction of gate-keeping and case management); b) standards of social service provision for lonely elderly people and persons with disabilities; c) new qualification characteristics to social protection specialists working in centres for employment and social protection of population; Review of existing situation Review and provide recommendations to a questionnaire form of the survey organized by the Project among lonely elderly people and persons with disabilities to define their needs and expectations within the system of social services provision, problems they face and opinions on quality of services delivered*. The results of the survey (a survey report) will be available to UN Volunteer for further use and reference within conduction of situational analysis; Conduct a review of existing services together with project team and specialists from MLSPP to identify issues with delivering social services and social transfers including introduction of gate-keeping, case management. Agree on the key issues to be addressed by the incumbent with the project support. Develop and substantiate applied recommendations to address the issues defined taking into account the country s conditions and real capacities; Provide a consolidated report agreed by all parties (e.g. the Project team) based on the situational analysis and recommendations; Guideline and standards development Develop a draft guideline on social services provision for lonely elderly people and persons with disabilities (including the introduction of case management and gate-keeping); Develop a draft standards on social services provision for lonely elderly people and persons with disabilities; Develop a draft new qualification characteristics of social protection specialist of centres for employment and social protection of population; Piloting Provide guidance and contribute to the piloting of the guideline and standards in 4 centres for employment and social protection of population. Piloting will be implemented by the Project with UN Volunteer s guidance; Based on piloting results, finalize the guideline, standards and qualification characteristics ready for adoption via a legislative document.

3 *Provided that the UN Volunteer is hired before conducting the survey. Otherwise methodology of the survey and questionnaire will be developed without UNV participation, but he/she will be provided with the survey report. Furthermore, UN Volunteer is encouraged to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (e.g. International Volunteer Day); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 12. Results/Expected Output: Brief technical report on the key issues (with evidence) in delivering social services for lonely elderly people and lonely persons with disabilities and recommendations to address them drafted May 15, 2015 The report with agreed recommendations for further implementation finalized - June 7, 2015 A guideline on social services provision for lonely elderly people and persons with disabilities (including, the introduction of case management and gate-keeping) drafted July 31, 2015; Draft standards on social services provision for lonely elderly people and persons with disabilities July 31, 2015; New qualification characteristics of social protection specialist of centres for employment and social protection of population drafted July 31, 2015; Guidance for the piloting of the drafted guideline and standards provided August 30, 2015; The guideline and standard as per piloting results finalized September 30, 2015; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed submitted October 30, Qualifications/Requirements: Education Advanced university degree in a relevant discipline such as social work, social care, disability, aged care. Combination of first level university degree in one of the above areas with Master s Degree in another other disciplines can be acceptable. Experience At least 5 years of experience in social work, such as policy formulation and analysis, programme administration and social care practice, particularly for the elderly and persons with disabilities. At least 2 years of hands-on experience in the delivery of social work and/or social-care for elderly and persons with disabilities (preferably both in both community-based services and residential care institutions). Experience in training of social welfare workers, social workers and social careers is an asset.

4 Skills & Competencies Sound understanding and competence in basic social work and social care practice, particularly assessment of psycho-social needs, case-planning, individual social work and social care, facilitating family contact and visitation, key work, case-recoding, personalization of care; personal care practice and documentation. Sound understanding and competence in principles, practices, and techniques used in the administration of public social services including management, coordination and monitoring mechanisms for the social service system. Good knowledge of the international policies, laws, standards and other documents guiding social service delivery for elderly people and persons with disabilities. Understanding of social services modernization in the context of CIS countries is an asset. Competence in basic social-care related occupational and physical therapy is an asset. Competence in training of social welfare workers, social workers and social caretakers is an asset. Languages Good level of written and spoken Russian and English. 14. Living Conditions: The UN Volunteer is responsible for organizing her/his own accommodation. Tashkent, the capital of Uzbekistan and Central Asia's premier metropolis, betrays little of its 2,000-year history as a crossroads of ancient trade routes. This modern city of 2.5 million people, the fourth largest in the CIS after Moscow, St. Petersburg and Kiev, holds many attractions, from imposing squares, monumental architecture and fine museums, to the mud-brick maze of the old Uzbek town, autumn colors on dappled poplar lanes and the sweet spray of fountains on burning summer days. Rebuilt after the 1966 earthquake, Tashkent comprises concrete apartment blocks decorated with Uzbek motifs and illuminated slogans, yawning parade grounds around solemn monuments, and a remarkably comprehensive public transport system. Tashkent offers an array of different housing options from which the volunteer may choose. Volunteers are responsible for securing their own accommodation. 15. Conditions of Service A 9 month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 1,776 (single rate); US$ 2,026 (rate plus 1 dependent); US$ 2,226 (rate plus 2 or more dependents); settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service. 16.
