4 The MTA Network MTA subways, buses, and railroads move 2.4 billion New Yorkers a year. Develops tabletop and functional exercises to foster interagency cooperation between the various levels governmental agencies. Counter Surveillance Initiative- using plain clothes officers to monitor key transportation hubs, stations, parking lots and commuter trains. 9

13 Uniformed Presence SECURITY INITIATIVES District Based Train Patrol Rapid Mobilization Drills Joint MTAPD/ NYPD Train Patrols Operation MASS Daily Train Patrols conducted daily by each district and tour. Initiative will create high visibility of MTAPD on trains and stations. All Districts conduct Mobilization Drills for critical incidents. One RMP will respond per District along with K-9, Highway and ESU. Creates high visibility of MTAPD and NYPD officers on trains and stations. Initiative is conducted weekly. Multi Agency Super Surge performed twice a month at Penn Station and Grand Central with the MTA Police performing Security Inspections, Stepping on and off trains with a security package consisting of ESU- Emergency Service Unit, Highway Unit and K-9 Unit. 17 Security Awareness Training Origin 2006: MTA Office of Security performed a comprehensive assessment of system wide security training Office of Security established training committee comprised of: NYCT, LIRR, MNR 4 year, $19 million initiative to be conducted in 2 phases Phase 1 training commenced September 2007 Phase 2 (Commenced July 2009) Training was given throughout the system involving all MTA entities around the clock to maximize the number trained classes were given in two three-hour blocks 2009: Underwent 3 year review. 17

22 Technological Advances Integrated Electronic Security System (IESS)- Command, Communication and Control (C3) (IESS/C3) programs will enhance security while providing security operators incident management response and recovery capabilities across the MTA infrastructure. Centralized MTA Police Communications Unit and Dispatch ensures agency wide operational picture is attain Ability to monitor Long Island Rail Road, MetroNorth Railroad, New York City Transit, and Bridge and Tunnel cameras. 23 Partnerships Lower Manhattan Security Initiative (LMSI) Regional partnership with DHS and New York City Police Department, the MTA has activated security cameras that are now providing live feeds to NYPD's Command Center from three key transit hubs Grand Central Station, Penn Station, and Times Square. The MTA has been able to add more than 1,400 security cameras in the past six months and now has nearly 3,700 security cameras online and operational in our subways. Full time MTA representative has been assigned to the LMSI to foster increased information exchange 23
