4 GP Public Schools Employee Health Improvement Program EXECUTIVE SUMMARY Great Plains Public Schools (GPPS) understands the value of healthy employees and believes that our students and employees are our most valuable assets. We have reviewed the literature that documents the relationship between healthy, happy employees and the associated impact on productivity, absenteeism, turnover, and health care costs. Great Plains Public Schools agreed to implement a comprehensive employee wellness program beginning in the Fall. This Strategic Plan articulates the purpose and direction for our Employee Health Improvement Program. This Plan was developed as a cooperative effort by our GPPS Wellness Committee, whose membership represents all major organizational departments of the school system including administration, and the Healthy North Dakota Worksite Wellness Consultant. The current members are: Ralph Copper, Karen Dahl, Kate Gohman, Lois Roberts, Jon Tufte, and Julie Tobin. The committee shall consist of at least six members with representation from administration and nutrition services. The responsibilities of the committee include program design and implementation with assistance from the Healthy North Dakota Worksite Wellness Consultant. Committee members should be advocates for leading a healthy lifestyle, motivate and encourage fellow coworkers, and having at least one committee member with publishing knowledge. Each committee member will be assigned specific responsibilities throughout the course of the Plan. Committee members will be recognized for their service during the Fall of This Plan was developed during a six-month span of time between the fall of and spring of The scope of the project included an analysis of healthcare utilization trends, a culture audit to assess the degree to which our working environment supports or hinders healthy behaviors, a baseline assessment of employee health status, and a survey of the health needs and interests as perceived by employees. The results of our analysis served as the basis for the strategic direction for the Employee Health Improvement Plan outlined in this document. The Plan outlines the strategic goals and direction GPPS and the program will take over the next two years. The Wellness Committee intends, however, that this Plan can and may change over time as we discover better ways and methods to accomplish the goals reflected in this document. In fact, certain components, such as the major objectives and implementation plans, will be evaluated on an annual basis and revised as necessary in order to improve the program and accomplish our mission. 5 GP Public Schools Employee Health Improvement Program SITUATION ANALYSIS/DATA SUMMARY The Great Plains and Big River Districts work together in a unique arrangement to serve the 7,600 students who attend schools in the two communities. Eleven hundred people are employed including 700 teachers and 400 support and administrative staff. Two grades 9-12 high schools, an alternative high school, four grades 6-8 middle schools, 12 twelve elementary schools, and one Head Start Program comprise the arrangement of the schools. The school district expects and receives strong performance from the students. This is possible because of a rich curriculum design led by highly qualified teachers - 75% of them have Master degrees and beyond. The population of benefited employees eligible for health insurance is 45% male and 55% female. Parent and community support is strong and very instrumental in the success of the schools. Emphasis is given to class size, curriculum, staff qualifications, and student achievement. The result is 96%+ average daily attendance, well-behaved students, safe comfortable schools, and academic results that exceed those of the state and nation. Great Plains Public Schools provides a generous compensation package, including health insurance at reduced rates for all employees and their families. Employees pay only 25-30% of their annual premium and GPPS pays the remaining 70-75% of annual premiums for full-time employees. Part-time employees are prorated according to their percentage of work hours. The GPPS benefit plan is self-funded and costs have been increasing as high as 21% in varying quarters. Our Wellness Committee is hoping to halt the progressive increase in health care costs by implementing an aggressive health promotion program. Health Life, a 100 day community wide fitness and activity event will be used as an intervention to address high risks. It was felt there were enough people who wanted health screens that did not have them completed in Sept.. Two more days will be scheduled for Jan. 07 Awareness Pedometers were donated by Healthy ND for all those employees who screened in September which will be very useful for Health Trip. Packets complete pedometers packaged Pedometers were distributed to all Wellness Coaches which they will distribute to the 300 employees who screened. 25 teams from the school district registered and are participating in Health Trip which ends on April 28,. Health Screenings were conducted at two additional sites: - Jan. 23: South - Jan. 24: North Continue with internal communications and support for all Health Trip participants. Health Trip will be ending next month so an intervention must be in place to continue the motivation to keep people moving toward healthier lifestyles BCBS Member Benefit presentation Health Journal Advertised through , flyers & personal invitations Introduce Summer Challenge Incentive prizes were given away: 2 bicycles, health club memberships, personal training sessions, gift certificates to Menards, and the grand prize was an Apple Ipod. Ralph and two nurses each day for on-site screenings & HRA completion - Karen will have water bottles and apples at each site for employees being screened Wellness Comm members & Julie Karen, Ralph, Julie Julie, Jon, Karen Provide interventions to all employees but we need to target our employees who completed the health screening process & HRA s. Reach our 100% participation rate for the allowed 500 screenings & HRA s Increase participation Keep employees active and motivated 60% of those screened in Sept 06 & Jan 07 Target High risks of those screened as well as all employees Development of School Walk This program will run through the end of Health Trip. There are 10 days scheduled for anyone wanting to meet and walk. These are scheduled at 10 different school sites as availability to all employees is one of our marketing strategies. Rx:Wellness credit will be given for each hour walked. Screened an additional 79 employees bringing the total to 379 which is 75% participation. On-going Summer Challenge will be developed so we don t lose folks over the summer months. Over 150 employees signed in. % is not available as to how many were ones screened vs. those who were not. 13 GF Public Schools Employee Health Improvement Program Marketing Plan 1. Marketing Strategy Great Plains Public Schools Wellness Committee will strive to promote employee health and wellness by 1) helping employees identify actions they can take to enhance their health and well being, 2) providing disease prevention and health improvement programs and activities at the worksite, and 3) creating an environment that supports and rewards healthy choices. Programs will be in place to serve the needs of all employees and will be located at alternating sites throughout the district. The marketing strategy attempts to successfully communicate the unique value the wellness program offers to participants. This strategy redirects the focus from the negative impact of poor health choices to the benefits and positive outcomes that participants and their families experience by making healthy choices through their involvement in the program. The marketing strategy will identify the needs and interests of the employee population and communicate with this audience in the most effective and encouraging manner possible. 2. Marketing Objectives Our objective is to provide this valuable experience to as many employees as possible in a positive and supportive manner. This experience may persuade individuals to take the action needed to enhance their quality of life. 1. Make our wellness program available to all employees. 2. Achieve an 85% participation rate (500 funded) in the annual health assessment. 3. Enroll at least 50% of employees in appropriate risk reduction and intervention programs. 3. Target Marketing We must focus our efforts on the specific market populations who are most likely to utilize and benefit from the wellness program, which will include both healthy and at risk employees. Focusing on target populations is the key to the future success of our program. GP Public Schools Wellness Committee will target our services and marketing messages to 1) employees who have indicated interest and/or readiness to make health improvements, 2) employees who are at risk for future health problems as a result of their personal health risks, and 3) employees with chronic health conditions. 4) Another segment of the market that we intend to support with programming and activities will include employees who demonstrate an interest in maintaining good health practices. 4. Positioning We will work to offer our services in an innovative manner and create an environment where employees can learn how to develop goals and take action to optimize their own health and well being. Employees participation is not dependent upon their previous experience, health status, or athletic ability. All employees can participate. Our program will also encourage participation in other credible programs offered outside the GP Public Schools by other community providers including medical providers, health plans, fitness clubs, etc. Our goal is that each encounter an employee has with the wellness program will be a rewarding and positive experience. 14 5. Marketing Mix We will work to integrate our marketing efforts into the standard communication channels already in existence throughout the district. This will include announcements on the district website, communications, flyers delivered to employee mailboxes, posters and promotional materials posted in all teacher lounges and break rooms, and during staff meetings. Our goal is to optimize participant retention and referrals by consistently providing high quality programs that meet the needs and interests of our employee population and earn high participant satisfaction scores. 6. Pricing We will offer the annual health assessment and a basic set of biometric services according to funding guidelines. We also recognize there may be other "costs" associated with participation such as time and convenience. Therefore, all programs will be offered at a time and place that is convenient for the employee audience, and every effort will be made to reduce other potential barriers to participation. Some programs may charge a small "co-pay" that will help cover the cost of materials or other supplies. This will encourage attendance and foster commitment amongst participants as they ll have a personal investment. A few programs will be offered in conjunction with the wellness program that may be funded by participating employees. Although participants may cover the costs associated with these activities, GP Public Schools Wellness Committee will coordinate and offer these programs on-site in an effort to support employee participation. These types of programs may include, walking clubs, healthy cooking classes, stress management techniques, spiritual well-being, and other activities in which employees have expressed interest. 7. Promotion We will promote the wellness program through these components: 1. Invitation and statement of endorsement at the outset of the program from senior administration and principals. 2. Wellness Coaches will be designated for each building/site throughout the district. 3. Incentives will be provided to each employee at the time of their health risk assessment. 4. Participation incentives in planned wellness activities. 5. Employees will be rewarded for participating in and achieving goals in wellness challenges. 6. College Credits are given for for most Health & Wellness events. 7. Door prizes at wellness events will be given to encourage participation. Door prizes could include t-shirts, water bottles, gift certificates, bicycles, monthly memberships to health clubs and massage certificates. 8. We will track, give feedback, and acknowledge efforts, accomplishments, and results from active participants. 9. We will encourage current participants to refer non-participating employees to the wellness program. 8. Service We need to fulfill the promise we make to each employee to provide participants the resources they need to reach their personal wellness goals, with confidence in our wellness program throughout that process and ultimately, throughout their lives. We will conduct participant satisfaction surveys upon completion of programs and events in order to continually improve and offer high quality programming that meets the needs of our employee population. 15 9. Market Research We will conduct research on our own employee base. This will include aggregate data collected from the Personal Wellness Profile, employee surveys, and an analysis of medical claims to better understand utilization patterns of health services. We will also stay in tune with current literature published regarding components of successful wellness programs as well as school nutrition policies. This information will help us understand the needs and interests of our employee population, ways to motivate participation, programs to help employees make behavior changes, and other factors that can help us provide a successful wellness program.
