2 VITL Summit 11 The Intersection of Quality Improvement and Health IT Wednesday, Sept. 7, 2011 Sheraton Burlington Burlington, Vermont New models for improving the delivery of health care services, such as accountable care organizations and the Vermont Blueprint for Health, represent both change and greater opportunities for providers. Health information technology plays a critical role in these new models. At the same time, providers are implementing clinical decision support and clinical quality measure reporting to achieve meaningful use of EHRs. We have arrived at the intersection of quality improvement and health IT. You can learn how to successfully navigate this new landscape by attending the VITL Summit 11. New at this year s VITL Summit are in-depth preconference sessions which examine timely issues such as health care reform and health IT s role in it, conducting a risk analysis, and the impact of ICD-10 coding on health information systems. One of the nation s foremost thought-leaders in health information technology, Dr. John Halamka, will share his insights on achieving meaningful use and improving quality using health IT. Fifteen breakout sessions, grouped in five tracks, offer valuable information to everyone from beginners to advanced IT users. The VITL Summit 11 faculty features more than 25 guest speakers, including seven practicing Vermont physicians who will offer their real-world experiences and lessons learned.

Vendors of leading EHR systems, as well as companies that offer related IT products and services, will be on hand to offer demonstrations. CME Credits Available This live activity, VITL Summit 11, has been reviewed and is acceptable for up to 6.75 Prescribed credits by the American Academy of Family Physicians. Physicians should claim only the credit commensurate with the extent of their participation in the activity. AMA/AAFP Equivalency AAFP Prescribed credit is accepted by the American Medical Association as equivalent to AMA PRA Category 1 Credit toward the AMA Physician s Recognition Award. When applying for the AMA PRA, Prescribed credit earned must be reported as Prescribed, not as Category 1. About the VITL Summit The VITL Summit is an annual educational conference for physicians, nurses and other clinicians, practice managers, quality improvement professionals, hospital CIOs and IT staff, and anyone else interested in electronic health records systems and health information technology. The conference began in 2007 and has grown every year, adding attendees, exhibitors, and educational sessions. VITL Summit 11 is organized by Vermont Information Technology Leaders, Inc. (VITL), a not-for-profit organization that is facilitating the implementation of electronic health records systems and health information exchange in Vermont.

8 About the Keynote Speaker John D. Halamka, MD, MS, is chief information officer of the Beth Israel Deaconess Medical Center, chief information officer at Harvard Medical School, chairman of the New England Healthcare Exchange Network (NEHEN), chair of the US Healthcare Information Technology Standards Panel (HITSP), co-chair of the Health IT Standards Committee, and a practicing emergency physician. Dr. Halamka completed his undergraduate studies at Stanford University where he received a degree in medical microbiology and a degree in public policy with a focus on technology issues. While at Stanford he served as research assistant to Dr. Edward Teller, Dr. Milton Friedman, and presidential candidate John B. Anderson. He authored three books on technology related issues and formed a software development firm, Ibis Research Labs, Inc. Additionally, he served as a columnist for Infoworld, technical editor of Computer Language Magazine, and technology consultant to several startup companies. In 1984, Dr. Halamka entered medical school at the University of California San Francisco and simultaneously pursued graduate work in bioengineering at the University of California, Berkeley, focusing on technology issues in medicine. During medical school and graduate training, he continued his business activities and developed Ibis Research Labs into a 25 person software consultancy, specializing in medical and financial information interchange. Ibis was sold to senior management in Dr. Halamka served his residency at Harbor-UCLA Medical Center in the Department of Emergency Medicine. While at Harbor-UCLA he

9 was an active member of the information systems team and developed a hospital-wide knowledge base for policies, procedures, and protocols. Further, he was instrumental in creating an online medical record, a quality control system, and several systems for medical education. His research focus during residency was building automated triage tools for patients infected with HIV. In 1996, Dr. Halamka joined the faculty of Harvard Medical School and continues to integrate his knowledge of medicine and technology focusing on the use of the Internet to exchange clinical patient data. His research includes security / confidentiality issues, scalability issues, and implementation of standards for exchange of administrative and clinical information. As a clinician as well as researcher, Dr. Halamka uses these tools to improve the care of the patients he treats in the Beth Israel Deaconess Emergency Department. He is also an active teacher, lecturing on both medical and technology topics to the students, residents, and faculty of Harvard and MIT. As chief information officer at Beth Israel Deaconess, he is responsible for all clinical, financial, administrative and academic information technology serving 3,000 doctors, 12,000 employees and one million patients. As chief information officer at Harvard Medical School, he oversees all educational, research and administrative computing for 18,000 faculty and 3,000 students. As chairman of NEHEN he oversees the administrative data exchange among the payors and providers in Massachusetts. As chair of HITSP he coordinates the process of electronic standards harmonization among stakeholders nationwide.
