1 April 2013 TAX SALE TIMES is revolutionizing the tax sale industry by making accurate tax sale information and premier resources easily accessible to investors and other tax sale industry professionals. CHECK OUT THESE S New Jersey: This state is a very popular state for tax liens and is gearing up once again for one of its busiest times of year. The interest rate is 18% per annum and the redemption period is two years. Many of the 566 jurisdictions in New Jersey have sales and accelerated sales starting in April that run through the end of June. The state will then die down again until October. Keep an eye on the New Jersey News & Updates page on TSR s website as we track sale dates and times, as well as all other changes that occur. Maryland: This state has a short redemption period and interest rates vary by county. All sale dates run from May-June with only one tax sale in April (Calvert County). Remember to contact any county you are interested in to find out its specific procedures as they vary significantly. TSR has scheduled most sales for Maryland and will begin acquiring lists in April. : Please see Page 2 of this newsletter for more information on the upcoming tax lien sales happening May-June. Arkansas: Arkansas is a new state for TSR and we are currently populating sale dates. These lists can be produced on an as needed basis. Please send your request directly to support@taxsaleresources.com. This state offers delinquent properties for deed sales with a very short 30-day redemption period. Interestingly, most sales are handled by the state versus the county. TSR has collected many of the sale dates happening between April-May. Stay tuned for more to come! Texas, Georgia, and : TSR is populating the sale dates and producing data-appended tax deed lists for all counties within these states. We aim to schedule sales 4-6 weeks in advance and produce lists 3-4 weeks before the sale. Some counties have tax lien sales and others have tax deed sales. Most of the state conducts deed sales. Although, Nassau County sells liens, as do the five boroughs of NYC. However, the tax lien sales in NYC are not open to investors. They are private sales where the liens are sold to city fund companies. Later on these companies may have public sales. 7 Tax Sale Times NEW JERSEY TAX LIEN STATISTICAL REVIEW By: Peter Klein Changes in the economy and mortgage lenders policies regarding foreclosures and paying property taxes on behalf of their borrowers, have impacted the tax lien industry in general and the state of New Jersey in particular. New Jersey experienced a decrease of 2.3% in the aggregate advertised tax lien sale amount in the year 2012 compared to the prior year. However, there was a 4.5% increase in the average size of the 2012 advertised tax lien a $2, per lien average compared to $2, average in It is unclear if these trends will continue based on the first quarter of statistics. Excluding New Jersey s largest city (Newark) from the 2013 totals since its sale was not held in the first quarter of 2012, the 2013 sale amount totals for the first quarter decreased 2.5% while the number of advertised liens increased 29.1%. However, it should be noted that the first quarter is traditionally the smaller quarter in New Jersey for tax lien sales, representing 4-6% of the yearly totals in both 2012 and 2011, and these trends may not be indicated for the remainder of the year. METROPOLITIAN STATISTICAL AREAS ( MSA s ) Geographically, the state of New Jersey is commonly divided between North Jersey, Central Jersey, and South Jersey. For metropolitan statistical areas ( MSA S ), fourteen counties in North and Central Jersey are included in the New York City MSA and four counties in South Jersey are included in the Philadelphia MSA. Additionally, a six county sub-set of the New York MSA with close proximity to New York City can be described as the New York City Metro Area. The New York City MSA saw an 11.0% decrease in 2012 of the tax lien sale amounts advertised compared to the year prior. The counties with the largest decreases were Essex County (down 45.1%), Somerset County (down 40.1%), and Mercer County (down 17.6%). The counties with the largest increases were Warren County (up 30.3%), Middlesex County (up 15.3%), and Bergen County (up 9.0%). Of the fourteen counties in the MSA, eight counties experienced decreases in total tax lien sale amounts while six experienced increases. The New York City Metro Area experienced a similar decrease to that of the MSA, seeing a 12.6% decrease in 2012 of the lien sale amounts advertised compared to the prior year. The Philadelphia MSA saw a 7.5% increase in 2012 of the tax lien sale amounts advertised compared to the prior year. All four counties in the MSA experienced increases: Burlington County (up 26.6%), Gloucester County (up 10.9%), Salem County (up 6.3%), and Camden County (Up 1.2%). Compared to totals for the state, the larger decreases in the sale totals for the New York City MSA and Metro Area may be linked to the faster economic recovery in this region while the increase in sale totals for Philadelphia may be linked to a slower recovery. FIRST QUARTER REVIEW The first quarter of 2013 saw an increase in tax lien sales of 49%, skewed by the inclusion of Newark s sale figures that were not included in The addition of Newark s $11.7 million sale in February represented 82% of the quarterly total increase compared to 2012 figures. As stated earlier, the first quarter is traditionally the smaller quarter in New Jersey for tax lien sales, representing 4-6% of the yearly totals in both 2012 and NEW JERSEY TAX LIENS OVERVIEW New Jersey is a tax lien state with an 18% per annum interest rate and redemption period of two years. There are also penalties of 2-6% determined by the certificate amount that improves investor returns, and some municipalities add a year-end penalty of 6% for properties with annual tax obligations greater than $10,000. Sales are conducted by individual municipalities, who remain responsible for the collection of redemption proceeds and for the distribution of proceeds to investors. Investors are responsible for recording their liens with the respective county clerk, and have the right, but not obligation to pay subsequent delinquent taxes. New Jersey s 566 municipalities sell tax liens annually, mostly through live out-cry auctions. The liens offered for sale are advertised as required by law, and the property owner retains the ability until the auction, to pay off the delinquency and prevent the lien from being sold.
