2 C H R I S A L A N M C C O Y Chronology of Work History w/ Accomplishments Associate Vice President for Information Technology & CIO August 2010 to January 2013; February 2014 present (For January 2013-February 2014 refer to Interim Appointment that follows) Metropolitan State University St. Paul, MN Reporting to the CFO and serving on the President s Cabinet, the AVP-IT provides campus-wide leadership for information technology in support of instruction, administration, outreach and research. IT services supported include networking, telephony, classroom and lab technologies, databases, web, application development, printing, desktops & devices, server infrastructure, file storage, , mobility, directory services, and ERP support supporting ~18,000 users with ~2500 devices. Metropolitan State University is the nation s premier institution for adult learners serving more than 12,000 degree-seeking students (undergraduate and graduate) annually in the 13-county Twin Cities metropolitan area in more than 38 different locations including four main campuses in the Twin Cities. Accomplishments to Date: Successfully led a campus-wide change initiative to modernize the entire IT infrastructure and platform during first year as CIO. Completed all projects of the initiative on-time, under budget, and exceeding expectations from all stakeholders. Received the Metromorphosis Award for flexibility, creativity, patience, perseverance, and good humor in the midst of change. Increased from 20% to 100% classrooms outfitted with technology. Restructured the customer service model, establishing metrics and procedures for services; earned a 96% customer rating during first year of implementation. Initiated a strategic plan to reshape IT services, focused on demand and utilizing shared and cloud services. Defined and implemented a new budget framework that carefully plans and projects costs for a multi-year horizon, allowing institutional leadership to understand and expect levels of investment. Served as a core member of the West Metro Planning Team to identify and develop plans to accommodate the explosive growth of the institution to meet target projections for a campus of more than 50,000 students by Served as a founding member with the system CIO to initiate the IT Service Delivery Strategy Workgroup to develop a first-ever shared services strategy for the system. 3 Interim Vice Chancellor for Information Technology & System CIO January 2013 to February 2014 Minnesota State Colleges & Universities (MnSCU) St. Paul, MN Reporting to the Chancellor, the Vice Chancellor IT provides executive leadership in three key areas: (1) serves as one of five members on the Chancellor s cabinet to lead the MnSCU system, (2) provides oversight for the 31 CIOs of the universities and community/technical colleges in the MnSCU system, (3) oversees the 168 staff, $40M IT operations of the system office providing system-wide services including ERP, Learning Management, Wide-Area Network, IT security, and academic technologies. Minnesota State Colleges and Universities is a system of 31 public colleges and universities with 54 campuses in 47 communities throughout the state of Minnesota, serving over 430,000 degree and non-degree seeking students annually with an annual operating budget approaching $2B. Major Accomplishments: Reconstituted the CIO Council, changed how we held our quarterly meetings, restructured our system of governing ourselves, and challenged ourselves to think about the future. Established 10 Special Interest Groups to bring our IT community together on topics core to our success and established an online community environment as a place for sharing information, building community, and organizing our shared work for all IT staff in our colleges, universities, and the system office. Initiated five system-wide stretch projects to (1) examine single tenancy Office 365, (2) share software distributions, (3) build shared help desk services, (4) examine options for shared data centers, and (5) implement common networks throughout all colleges, universities, and the system office. All projects were chosen for their opportunity to collaborate, engage IT staff at all levels, save money, and greatly increase services to our faculty, students, and staff. Completed the IT Service Delivery Strategy, a bold, clear strategy for shared IT services, and new tools to sustain it. Successfully relocated our enterprise data center to a tier-3 data center, co- located with state government. Successfully relocated our core administrative ERP, our core educational ERP (Desire2Learn), associated ERP services; and established a platform to provide failover services. All work completed with an aggressive schedule (six months) and all without incident or unplanned loss of service. Engaged Gartner Consulting to perform a deep-dive analysis to transform our processes for change management/control of our administrative ERP. Moved aggressively on enterprise access management campus conversions and will have converted all but three campuses by end of Spring semester Implemented a vulnerability management plan throughout all campuses. Flattened the system office ITS leadership structure and greatly improved communication and project workflow for system office ITS. Worked closely with Campus Service Cooperative to engage in multiple contracts to save potentially millions of dollars over the next several years with hardware and peripheral purchases, print management services, and software licenses. 4 Director of Engineering Computing August 1994 to August 2010 Iowa State University, College of Engineering Reporting to the Dean of Engineering, the Director provides leadership in three key areas: (1) serves as a member of the Dean s Executive Council to provide college-wide guidance on information technology in instruction, research, outreach, and administration, (2) provides oversight to the Engineering Computing Roundtable, a group representing the eight departments of the college, and (3) manages the staff and resources of Engineering Computing Support Services. The College of Engineering, one of the 10 largest colleges of engineering in the country, serves more than 7,500 students annually in undergraduate and graduate programs. The Director is responsible for leadership of an environment with more than 3000 systems, 60 student labs, accounts, and 50TB of file storage, providing a full range of services including desktop and server support, NAS/file servers, MS- Exchange, IIS/Apache, MS/MySql, SharePoint, print, Terminal Services, HPCC, business and engineering applications, and many other services on Windows, Linux and UNIXvariant platforms. Major Accomplishments: Partnered with the campus CIO to initiate projects for a singular campus environment, campus file storage, virtual server/desktop environments, shared software distribution, and shared desktop management services. Successfully implemented the "Seamless IT Initiative" integrating IT functions of eight departments into one framework for account management, , file storage, 60+ labs, over 3000 desktops, help desk services, printing, backups, databases, and other services. Awarded the Deans' Leadership Award "For proactive leadership in the college". Organized campus-wide collaborative efforts to share services, purchases, support techniques, professional development, and discussion of campus-wide IT issues and services. Organized a first-ever campus-wide IT gathering. Implemented a grid network across college labs and administrative systems to support instruction and research for computationally intensive tasks. Redesigned the student fee allocation model to improve collaboration and increase accountability for instructional computing hardware, software, and services. Saved over $400,000 on software licenses the first year. Managed the $5M McCracken gift and transitioned the computing platform from mini-computers and isolated PC labs to an integrated network consisting of engineering workstations and servers. Transitioned the campus' premier distance learning environment from asynchronous (VHS tape) to synchronous (live web streaming) delivery. 5 Manager of Systems Support March 1991 to August 1994 Iowa State University, Department of Computer Science Reporting to the Department Chair, the Manager provides leadership in two key areas: (1) serves as a member of the department s IT advisory team to provide departmental guidance on instructional and research computing, and (2) manages the staff and resources of the department s Systems Support Team (SST). The manager is responsible for directing support for all aspects of UNIX and Windows NT system administration including NFS, NIS, DNS, user account management, backups, printers, peripheral configuration, system build, software installation, electronic mail, security, etc. Major Accomplishments: Served as first "Manager" supporting the department, defining vision and strategy and supporting all aspects of computing and networking for education and research. Transitioned the department from mini-computing to workstation and PC computing. Co-sponsored annual grants from Hewlett-Packard averaging $750,000 per year. Worked with Secret Service and Department of Justice to investigate and apprehend a nation-wide "hacker" community (June - October 1992). Implemented one of the first 100 web servers in the world. UNIX Systems Programmer March 1988 to March 1991 Purdue University, Agriculture Computer Network West Lafayette, Indiana Provide tactical and operational support of the UNIX infrastructure for the Cooperative Extension System of Indiana. Implemented the nation s first Cooperative Extension Service UNIX WAN across 99 county and 5 district Extension sites in Indiana supporting more than 1000 users. Designed and programmed an information delivery system over low-speed networks that resembles today s world-wide-web. Developed the national Hay Locator Database for the USDA during the 1988 drought allowing farmers to trade resources throughout the Midwest. Taught short-courses in the use of systems and applications. Participated in forensics work with the Morris Worm. Administered system support including user account management, NFS/RFS, backups, system builds, software installation, trouble-shooting, kernel tuning, device configuration, UUCP, security, and sendmail configuration.
