2 Instructions for University of Saskatchewan Medical Residents to Receive Reimbursement for Interest Paid on Government Issued Student Loans from July 2012 to December 31, 2012 & January 1, 2013 to March 31, 2013 Application Timeframes: January and April, 2013 I. Program Details The Government of Saskatchewan has agreed to extend the interim interest relief program to cover the period of July, 2012, to March 31, This program applies to all University of Saskatchewan Medical Residents, in training in Saskatchewan as of July 1, 2012, that hold a government student loan that is accruing interest. The interim interest relief program will be administered in two phases as follows: First Year Medical Residents Phase 1 Interest Accrued and Paid May 1, 2012, to December 31, 2012 Second & Subsequent Year Medical Residents Phase 1 Interest Accrued and Paid July 1, 2012, to December 31, 2012 o January 2013 submit documentation to saskdocs (instructions below) o February 2013 saskdocs will review documentation, calculate payments and process reimbursements All Medical Residents: Phase 2 Interest Accrued and Paid January 1, 2013 to March 31, 2013 o April 2013 submit documentation to saskdocs (instructions below) o May 2013 saskdocs will review documentation, calculate payments and process reimbursements Please note - the Ministry of Health, in partnership with the Ministry of Advanced Education are working on a long-term solution. If a long term solution is implemented during this timeframe, it will replace this interim program. II. Application Instructions The following are instructions for payment from saskdocs for interest on your government student loan. 1. Obtain A Customized Letter Stating Your Accrued Interest: a. Phase 1 Obtain Customized Letter in January, 2013 b. Phase 2 Obtain Customized Letter in April,

3 Borrowers can obtain a customized letter stating the interest that has accrued on a Canada Student Loan or Canada-Saskatchewan Integrated Student Loan, for a specified time period, from the National Student Loans Centre (NSLC) at Borrowers with student loans other than a Canada Student Loan or Canada- Saskatchewan Integrated Student Loan will need to contact the respective province s student loan centre for a similar letter stating the interest that has accrued on these student loans. When contacting the NSLC or other provincial student loan centre for a letter stating the interest that has accrued on a student loan, borrowers must indicate the time period for which they are requesting the accrued interest amount as follows: First Year Medical Residents For Phase 1 from May 1 st to December 31 st, 2012, inclusive Second & Subsequent Year Medical Residents For Phase 1 from July 1 st to December 31 st, 2012, inclusive All Medical Residents: For Phase 2 from January 1 st to March 31 st, 2013, inclusive 2. Submit Letter Stating Interest Expense to saskdocs a. Phase 1 Submission in January, 2013 b. Phase 2 Submission in April, 2013 Medical Residents should submit a copy of the NSLC customized letter or other similar provincial student loan centre letter, stating the interest that has accrued on their student loan, to saskdocs. Please provide your mailing address, if it has not already been updated with the Professional Association of Internes and Residents of Saskatchewan (PAIRS) and differs from the address on the NSLC or provincial student loan letter being submitted. Reimbursements will otherwise be mailed to the address provided by PAIRs or, if none was provided, the address indicated on the letter being submitted. 4 3. saskdocs To Review Applications a. Phase 1 Review in February, 2013 b. Phase 2 Review in May, Payment Processing saskdocs will review NSLC customized letters and other similar provincial student loan centre letters, to determine the interest to be reimbursement for each phase. Second Year Residents may have previously qualified for and received payment for the eighteen (18) month interest relief program for the period of July, December 31, 2012, in which case the Medical Resident borrower would not be eligible for Phase 1 of the current interest relief program (July 1, December 31, 2013), but may be eligible for Phase 2. a. Phase 1 Processing February, 2013 b. Phase 2 Processing May, 2013 saskdocs will process interest relief reimbursements in the months stated above. III. Application For Revision of Terms: Although not required for the reimbursement of student loan interest, Medical Residents are still encouraged to apply for a Revision of Terms (RoT) on their student loans. The following are instructions on how to apply for a RoT. Negotiate a Revision of Terms: a. First Year Residents in November/December, 2012, the NSLC will send borrowers a Consolidated Student Loan Agreement and Repayment Form. Medical Residents with loans other than Canada-Saskatchewan Integrated Student Loans will receive similar documentation for their provincial loan. Following receipt of the Consolidated Loan Agreement, borrowers should contact the NSLSC to inquire about RoT. Under RoT, borrowers can make interest only payments for up to two periods of six months. b. Second Year Residents If you have not done so already you should negotiate a RoT. c. Subsequent Year Residents if you have not done so already you should negotiate a RoT. 3

5 How to Obtain a Revision of Terms: Borrowers should contact the NSLSC to inquire about RoT. Under RoT, borrowers can make interest only payments for six months. Borrowers can obtain RoT by either calling the NSLSC at or by applying on-line at and clicking on the NSLSC icon. Medical Residents with loans other than a Canada-Saskatchewan Integrated Student Loan may need to make a separate request for interestonly payments on their provincial loan. Borrowers approved for RoT will receive a Revision Summary that will outline their interest only payment amounts. Medical Residents with loans other than Canada-Saskatchewan Integrated Student Loans will also need to contact their home jurisdiction to determine the process for interest-only payments and will require similar documentation for their provincial loan. Revision of Terms Documentation: Below is a summary of the documents that will be required from residents based on the information the Ministry has received regarding residents province of issue for their government student loans.
