2 Brief Legal Overview Fire Safety Order (FSO) [Scotland and NI follow later.] The Reform of Fire Safety Legislationconsolidated existing legislation and provides a risk-based approach to fire safety. This will emphasise the importance of the fire safety management process.
3 Brief Legal Overview The Fire Safety Order applies to : All non domestic premises in England and Wales. This includes the common parts of blocks of flats and houses in multiple occupation.
4 The Law applies if you are (Responsible Person): An employer or self employed with business premises. Responsible for part of a dwelling where that part is used solely for business A Charity or Voluntary organisation. A contractor with a degree of control over any premises. Providing accommodation for paying guests

11 Step One Example When was the fire certification/licence/risk assessment issued? Is the documentation available to be seen? Have any significant changes taken place since then? (eg construction, layout etc); If yes, have the appropriate authorities been informed? Have the changes been inspected?
12 Step Two Fire Warden - example Do you have nominated Fire Wardens? Is there a list of staff who perform the task of Fire Warden? Do Fire Wardens undertake specific training? Is this accurately documented?
13 Step Three Building profile / Protection; Flammable Substances; Combustible Materials; Interior Furnishings;
14 Step Three...continued Deliberate or suspicious ignition Occupancy profile Persons at risk - Special risk; - Public; - Asleep; Escape - Rooms; - Corridors; - Stairways; - Areas not normally occupied.
15 Identification of Significant Findings Where are we? What significant findings do we have? Decide Action; Can it be done internally? Do you have the experience or competence? Do you need an expert? Are there areas where you need expert help?
16 Taking Action on Significant Findings There may not be many. You may be perfectly capable of deciding and implementing the actions, or You may need help to complete your Fire Risk Assessment: Training Programme; Employing an expert. But at Least...

19 As mentioned previously... The Responsible Person must ensure every employee is provided with adequate safety training!! Initially when first employed Induction
20 And... When employees are exposed to new or increased risks: Employees are transferred or given new responsibilities; Introduction of new equipment; Introduction of new technology; Introduction of new systems.
21 Training Schedule The training must be: Suitable & Sufficient; Detail appropriate precautions; Repeated periodically; Adapted, when necessary; Take place in work hours; Be based upon the risks identified in the risk assessment.
22 Types of Training Fire Safety Awareness Training; Fire Warden Training; Fire Risk Assessment Training; Specific Staff Training.
23 Fire Warden Training Will differ from company to company.
24 Fire Warden Training Fire Safety awareness at all times; Check fire fighting equipment is not damaged or missing; Check fire safety signs are legible and not damaged; Help people evacuate; Check areas are clear.
25 What is a Fire Safety Management system (FSMS) A FSMS consists of- 1. Fire Safety Policy.(Including Fire Evacuation Plans) 2. Fire Risk Management process & procedures. 3. Roles and Responsibilities/Organisational structure. 4. The FRA process.
