2 The response identifies two ways to try to change the laws (petition the government, meet with government representatives) and gives acceptable reasons why they could be effective. ACCEPTABLE - Student Response
3 The response identifies two ways to try to change the laws (television ads, petition), but offers an acceptable explanation only in the case of the petition. The television ads might, as claimed, "inform people of the problem and possible solution," but the response does not then make a direct connection to how an informed public will get the laws changed. Responses that give two ways to change the laws plus one explanation receive a score of Acceptable. The response identifies at least two ways to try to change the laws but only explains why one of the actions could be effective. In the first part of the response it is somewhat unclear whether the student is suggesting to start campaigning for a candidate or to start a letter-writing campaign, but either or both would be acceptable. However, the response includes no explanation why either of these could be effective strategies. The second part suggests a petition and explains that it could be effective because it would show
4 a state official the amount of support for the law. PARTIAL - Student Response The response makes two good suggestions of ways to get the laws changed (petitions and town meetings), but fails to explain why those strategies would be effective. Who would receive the petition and why would it make a difference? The town meeting, as described, might change the behavior of drivers, but how would it change the laws? Responses that offer one or two strategies but no explanations receive a score of Partial.

6 This Unacceptable response presents emotional rhetoric against drunk driving but does not address the question posed. Although it offers interesting ideas for legal changes, the response does not address the issue of what the student can do to try to get the laws changed. The response therefore receives a score of Unacceptable.
